Singapore Academy of Law (Amendment) Rules 2002

In exercise of the powers conferred by section 27 of the Singapore Academy of Law Act, the Senate of the Academy hereby makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Singapore Academy of Law (Amendment) Rules 2002 and shall come into operation on 23rd July 2002.

Amendment of rule 2

2. Rule 2 of the Singapore Academy of Law Rules (R 1) (referred to in these Rules as the principal Rules) is amended —

(a)

by deleting paragraph (a) and substituting the following paragraph:

“(a)	the Publications Committee;”;

(b)

by deleting paragraphs (c) and (e);

(c)

by deleting paragraph (f) and substituting the following paragraph:

“(f)	the Membership and Social Committee;”; and

(d)

by inserting, immediately after paragraph (h), the following paragraph:

“(ha)

the Council of Law Reporting;”.

Amendment of rule 6

3. Rule 6 of the principal Rules is amended —

(a)

by deleting the words “Library and Publications Committee” in paragraph (1) and substituting the words “Publications Committee”;

(b)

by deleting paragraph (2) and substituting the following paragraph:

“(2) The Publications Committee shall —

(a)	take charge of the publications of the Academy; and
(b)	carry out such other duties as may be assigned by the Senate.”; and

(c)

by deleting the rule heading and substituting the following rule heading:

“Publications Committee”

Amendment of rule 7

4. Rule 7 of the principal Rules is amended by deleting paragraph (2) and substituting the following paragraph:

“(2) The Committee on Legal Education and Studies shall —

(a)	organise round-table discussions, workshops, seminars, conferences, meetings, debates, lectures and training courses for the members of the Academy;
(b)	implement a scheme for the accreditation of advocates and solicitors;
(c)	organise executive conferences in business and law for members and non-members of the Academy; and
(d)	carry out such other duties as may be assigned by the Senate.”.

Deletion and substitution of rule 10

5. Rule 10 of the principal Rules is deleted and the following rule substituted therefor:

“Membership and Social Committee

10.—(1) There shall be a Membership and Social Committee which shall consist of —

(a)	a chairman who shall be a member of the Academy;
(b)	a legal officer nominated by the President of the Legal Service Commission;
(c)	an advocate and solicitor nominated by the Council of the Law Society;
(d)	a person nominated by the Faculty; and
(e)	3 other persons nominated by the Chief Justice after consultation with the Attorney-General, the President of the Law Society and the Dean of the Faculty.

(2) The Membership and Social Committee shall —

(a)	manage all matters relating to membership including the collection and waiver of and other matters in connection with annual subscriptions;
(b)	carry out activities to promote the mission of the Academy;
(c)	organise networking, social and other activities to promote and build up the membership of the Academy; and
(d)	carry out such other duties as may be assigned by the Senate.”.

New rule 12A

6. The principal Rules are amended by inserting, immediately after rule 12, the following rule:

“Council of Law Reporting

12A.—(1) There shall be a Council of Law Reporting which shall consist of a chairman and not less than 3 other members appointed by the Senate.

(2) The Council of Law Reporting shall —

(a)	decide on policies and strategies relating to the reproduction and dissemination of law reports;
(b)	advise on the arrangements for law reporting of Singapore cases;
(c)	advise on copyright issues pertaining to judgments and headnotes;
(d)	decide on the selection criteria for the reporting of cases; and
(e)	carry out such other duties as may be assigned by the Senate.”.

Amendment of rule 13

7. Rule 13 of the principal Rules is amended —

(a)

by deleting sub-paragraph (j) of paragraph (1) and substituting the following sub-paragraph:

“(j)	the Registrar of Titles;”;

(b)

by deleting the word “and” at the end of paragraph (2)(d); and

(c)

by deleting the full-stop at the end of sub-paragraph (e) of paragraph (2) and substituting the word “; and”, and by inserting immediately thereafter the following sub-paragraph:

“(f)	carry out such other duties as may be assigned by the Senate.”.

Amendment of rule 17

8. Rule 17 of the principal Rules is amended —

(a)	by deleting the words “House and Social Committee” in the 1st and in the penultimate and last lines of paragraph (1) and substituting in each case the words “Membership and Social Committee”; and
(b)	by deleting the words “House and Social Committee” wherever they appear in paragraph (2) and substituting in each case the words “Membership and Social Committee”. [G.N. Nos. S 438/98; S 338/99; S 357/2000; S 399/2001]
