(National Day Parade 2022 — Exemption)
Order 2022
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:
Citation
1.  This Order is the Road Traffic (National Day Parade 2022 — Exemption) Order 2022.
Definitions
2.  In this Order —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“official label” means an official label issued by the NDP 2022 Organising Secretariat;
“specified event” means the National Day Parade 2022;
“specified road” means any of the roads delineated by the black‑coloured lines in the map set out in the First Schedule.
Exemption for buggy
3.  Sections 5(1) and (5), 10, 10A, 11, 12, 15, 29, 34E and 91 of the Act, and the rules specified in the Second Schedule, do not apply to, or in relation to, a buggy when it is used on a specified road during the period between 9 May 2022 and 24 August 2022 (both dates inclusive) for the purpose of the specified event, if all of the following conditions are satisfied:
(a)the buggy displays an official label;
(b)the individual driving the buggy possesses a valid Class 3, 3A, 3C or 3CA driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27);
(c)there is in force, at any time the buggy is used in connection with the specified event, a policy of insurance in relation to the buggy insuring against any liability in respect of the death of or bodily injury sustained by any person (other than the driver of the buggy) caused by or arising out of the use of the buggy;
(d)the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
