Road Traffic (Youth Olympic Games Traffic Scheme) Rules 2010
In exercise of the powers conferred by sections 135(2) and 140 of the Road Traffic Act, the Minister for Transport hereby makes the following Rules:
Citation, application and cessation
1.—(1)  These Rules may be cited as the Road Traffic (Youth Olympic Games Traffic Scheme) Rules 2010.
(2)  These Rules shall not apply to any motor vehicle which is owned by the Government or used by the Singapore Police Force or the Singapore Civil Defence Force for the purposes of executing the functions of the Singapore Police Force or the Singapore Civil Defence Force, as the case may be, if compliance with these Rules is likely to hinder the use of the vehicle for the purposes for which it is being used.
(3)  These Rules shall cease to have effect as from 27th August 2010.
Definitions
2.  In these Rules, unless the context otherwise requires —
“Youth Olympic Games 2010” means the 2010 Youth Olympic Games to be held in Singapore from 14th August 2010 to 26th August 2010 (both dates inclusive);
“Youth Olympic lane” means the section of any of the roads or expressways specified in the First Schedule that is indicated by the traffic signs and road markings set out in the Second Schedule as being a special lane for use by Youth Olympic Games vehicles;
“Youth Olympic Games vehicle” means a vehicle which is designated as an official vehicle for use in transporting persons in connection with the Youth Olympic Games 2010, which vehicle is identifiable from its markings, livery, blinker lights and licence plates as illustrated in the Third Schedule.
Right of way of Youth Olympic Games vehicles on Youth Olympic lanes
3.  During the period from 5th August 2010 to 26th August 2010 (both dates inclusive), every Youth Olympic Games vehicle being driven in a Youth Olympic lane shall have the right of way over all other traffic, except any ambulance or any Government, civil defence or police vehicle that is on urgent duty call and whose approach is made known by means of some distinctive siren, light, bell or multi-toned horn, as the case may be.

4.  During the period from 5th August 2010 to 26th August 2010 (both dates inclusive) —
(a)no person shall drive a vehicle, or cause or permit a vehicle to be driven or to remain, on a road or expressway in such a way as to hinder or obstruct a Youth Olympic Games vehicle that is entering, travelling along or leaving a Youth Olympic lane;
(b)the driver of a vehicle which is travelling in front of a Youth Olympic Games vehicle shall give way to the Youth Olympic Games vehicle in a safe and responsible manner so as to allow the Youth Olympic Games vehicle priority in using a Youth Olympic lane; and
(c)where a Youth Olympic Games vehicle is travelling in a Youth Olympic lane, the driver of a vehicle which is travelling in the vicinity of, adjacent to or alongside the Youth Olympic Games vehicle shall cause his vehicle to slow down in a safe and responsible manner so as to allow any vehicle which is travelling in front of the Youth Olympic Games vehicle in the Youth Olympic lane to move out of the Youth Olympic lane safely to make way for the Youth Olympic Games vehicle.
Liability of drivers of Youth Olympic Games vehicles
5.  These Rules do not relieve the driver of any Youth Olympic Games vehicle of any obligation under the Act or any liability under the provisions of any law relating to dangerous, rash or negligent driving.
Offences
6.—(1)  Any person who contravenes rule 4(a), (b) or (c) shall be guilty of an offence.
(2)  Any offence under rule 4(a), (b) or (c) may be compounded by any employee of the Authority specially authorised by name in that behalf by the Minister for Transport, in accordance with section 135(1) of the Act.
(3)  Rules 3 and 4 of the Road Traffic (Composition of Offences) Rules (R 29) shall apply, with the necessary modifications, to the composition of any offence pursuant to this rule.
