Parking Places Act
(Chapter 214)
Parking Places (Amendment) Rules 2008
In exercise of the powers conferred by section 8 of the Parking Places Act, the Land Transport Authority of Singapore, with the approval of the Minister for Transport, hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Parking Places (Amendment) Rules 2008 and shall come into operation on 28th July 2008.
Amendment of rule 2
2.  Rule 2 of the Parking Places Rules (R 2) (referred to in these Rules as the principal Rules) is amended ––
(a)by deleting the definition of “motor lorry” and substituting the following definition:
“ “motor lorry” means a motor vehicle (not being a motor car), the weight of which unladen exceeds 1,800 kilograms;”; and
(b)by deleting the definition of “season parking place” and substituting the following definition:
“ “season parking place” means a parking place, so designated by written notice, traffic signs, road markings or in any other manner, where vehicles with valid season parking tickets may be parked;”.
Amendment of rule 2A
3.  Rule 2A of the principal Rules is amended by deleting paragraphs (2) and (3) and substituting the following paragraphs:
(2)  No person shall place or erect any sign for the parking of any vehicle at any parking place without the prior written consent of the Superintendent.
(3)  All plans designating parking places shall be approved by the Superintendent and shall be available for inspection by the public free of charge during normal office hours at the office of the Deputy Superintendent of Car Parks (Housing and Development Board) or at the office of the Deputy Superintendent of Car Parks (Urban Redevelopment Authority).
(4)  The list of roads approved by the Superintendent for the parking of vehicles shall be available for inspection by the public free of charge during normal office hours at the office of the Deputy Superintendent of Car Parks (Urban Redevelopment Authority).”.
Amendment of rule 7
4.  Rule 7 of the principal Rules is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  Any person using a parking place during the times specified on the signs for the parking of any vehicle shall pay the prescribed parking charge at the payment station at that parking place or through any other mode of payment provided at the parking place immediately prior to the removal of his vehicle from that parking place.”.
Amendment of rule 8
5.  Rule 8 of the principal Rules is amended —
(a)by deleting the words “of $10” in paragraph (2) and substituting the words “equivalent to the charge for a whole day’s parking for each day or part thereof the vehicle remained at that parking place”; and
(b)by deleting paragraph (3) and substituting the following paragraphs:
(3)  The Superintendent may waive or reduce the charge payable by any person under paragraph (2) if it is shown to his satisfaction that the failure to comply with paragraph (1) is not due to any negligence or fault on the part of such person.
(4)  Where the charge or reduced charge is not paid immediately prior to the removal of the vehicle from that parking place, it shall be paid to the Superintendent within 7 days of the parking.
(5)  Any person who fails to pay the charge or reduced charge within the time specified in paragraph (4) shall be guilty of an offence.”.
Amendment of rule 10
6.  Rule 10(1) of the principal Rules is amended by inserting, immediately after the words “class of vehicle”, the words “, unless otherwise approved by the Superintendent”.
Amendment of rule 11
7.  Rule 11 of the principal Rules is amended by inserting, immediately after paragraph (2), the following paragraphs:
(3)  No person shall park any vehicle in any parallel parking lot in any road except in the same direction as the traffic may lawfully move.
(4)  In this rule, “parallel parking lot” means a parking lot in a parking place, which is part of a road, marked out for the parking of a vehicle parallel with and close to the edge of the roadway.”.
Amendment of rule 12
8.  Rule 12(3) of the principal Rules is amended by deleting the words “warning sign posts, direction posts or other devices” and substituting the words “warning signs, direction signs or other devices displayed or indicated”.
Amendment of rule 14
9.  Rule 14 of the principal Rules is amended —
(a)by inserting, immediately after the words “No person”, the words “without the prior written permission of the Superintendent”;
(b)by deleting the word “or” at the end of paragraph (b); and
(c)by deleting the full-stop at the end of paragraph (c) and substituting a semi-colon, and by inserting immediately thereafter the following paragraphs:
(d)use any vehicle for the conduct of driving lessons or training; or
(e)carry out or conduct any business or provide any services of whatsoever nature, whether or not for reward.”.
Deletion and substitution of rule 16
10.  Rule 16 of the principal Rules is deleted and the following rule substituted therefor:
Authority of parking warden
16.—(1)  Any person using a parking place for the parking of any vehicle shall obey all lawful directions given to him by any parking warden on duty at such parking place.
(2)  Where it appears to the parking warden on duty that any person using a parking place has in connection with such use contravened any provision under these Rules or any rules made under the Act, such person shall, if required by the parking warden, provide proof of his identity.
(3)  Any person who fails to comply with the requirements under paragraph (1) or (2) or who gives false proof of his identity shall be guilty of an offence.”.
Amendment of rule 18
11.  Rule 18(2) of the principal Rules is amended by deleting the words “near side of the”.
Deletion of rules 23 to 26
12.  Rules 23 to 26 of the principal Rules are deleted.
Deletion of rule 28
13.  Rule 28 of the principal Rules is deleted.
Amendment of rule 29
14.  Rule 29(1) of the principal Rules is amended by deleting the words “near side of the”.
Deletion and substitution of rule 31
15.  Rule 31 of the principal Rules is deleted and the following rule substituted therefor:
Excess payments and refunds
31.—(1)  Any refund of excess payment made by the Superintendent shall be made to the person who made the payment.
(2)  If the identity of the person in paragraph (1) is unknown to the Superintendent, he may request the owner of the relevant vehicle to provide information on the identity of such person and the refund under paragraph (1) shall be made to the person identified by the owner unless the Superintendent has reason to believe he is not the person who made the payment.
(3)  The owner of the vehicle shall be guilty of an offence if he willingly provides false or misleading information under paragraph (2).
(4)  No refund of excess payment shall be made where —
(a)the identity of the person who made the payment is unknown to the Superintendent and the owner of the vehicle has not provided the necessary information within the time specified by the Superintendent; or
(b)the owner has identified the person and no claim has been received by the Superintendent from that person within the time specified by the Superintendent to him.”.
Deletion of First Schedule
16.  The First Schedule to the principal Rules is deleted.
Amendment of Second Schedule
17.  The Second Schedule to the principal Rules is amended by inserting, immediately after diagram 4, the following diagrams:
