Notification 2016

In exercise of the powers conferred by section 22(2) of the Public Order Act, the Commissioner of Police makes the following Notification:

Citation

1. This Notification is the Public Order (National Day Parade 2016) Notification 2016.

Definitions

2. In this Notification, unless the context otherwise requires —

“prohibited item” means a thing specified in the First Schedule;

“special event” means the National Day Parade 2016 taking place at the National Stadium in Singapore —

(a)	on 9 August 2016; or
(b)	on 13 August 2016 if it did not take place earlier,

which the Minister has declared to be a special event for the purposes of Part III of the Act by the Public Order (National Day Parade 2016) Declaration 2016 (G.N. No. S 355/2016);

“special event area” means the area described in the Schedule to the Public Order (National Day Parade 2016) Declaration 2016 for the special event;

“special event period” means —

(a)	in the case where the special event is held on 9 August 2016, the whole of 9 August 2016; or
(b)	in the case where the special event is held on 13 August 2016 instead, the whole of 13 August 2016;

“special event venue” means any of the following facilities at the Kallang Basin that make up the Singapore Sports Hub:

(a)	the National Stadium at 1 Stadium Drive, Singapore 397629;
(b)	the Singapore Indoor Stadium at 2 Stadium Walk, Singapore 397691;
(c)	the OCBC Arena at 5 Stadium Drive, Singapore 397631;
(d)	the OCBC Aquatic Centre at 7 Stadium Drive, Singapore 397632;
(e)	the Kallang Wave Mall at 1 Stadium Place, Singapore 397628;
(f)	the Sports Hub Library at 4 Stadium Walk, Singapore 397697;
(g)	the Singapore Sports Museum and Visitor Centre at 6 Stadium Walk, Singapore 397698;
(h)	the Water Sports Centre at 8 Stadium Walk, Singapore 397699;

“special zone” means the area within the special event area that is described in the Second Schedule.

Conditions of entry to special event area

3. It is a condition of entry into the special event area —

(a)	that a person seeking to enter, or in, the special event area must, if asked by a police officer or an approved person, permit an inspection to be made of the person’s personal property;
(b)	that a person seeking to enter, or in, the special event area must, if asked by a police officer, permit a search to be made of the person;
(c)	that a person seeking to enter, or in, the special event area must not take into or possess in the special event area a prohibited item; and
(d)	that a person seeking to enter, or in, the special event area must comply with any lawful order of a police officer or an approved person regarding the entrant’s entry into and remaining in that special event area.

Where powers may be exercised

4. During the special event period —

(a)

a police officer or an approved person may exercise —

(i)

any of the powers under section 24, 27 or 28 of the Act —

(A)	at any entrance to or exit from a special event venue; or
(B)	at any place within the special zone; and

(ii)

any of the powers under section 29 of the Act at any place within, or along the boundaries of, the special event area; and

(b)

a police officer may exercise any of the powers under section 25 or 26 of the Act at any place within, or along the boundaries of, the special event area.

Expiry

5. This Notification expires —

(a)	in the case where the special event is held on 9 August 2016, on 10 August 2016; or
(b)	in the case where the special event is held on 13 August 2016 instead, on 14 August 2016.
