(Exemption from Registration of
Motor Vehicle for Public Events on URA Land)
Order 2022
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Road Traffic (Exemption from Registration of Motor Vehicle for Public Events on URA Land) Order 2022.
(2)  This Order is in force for the period between 15 May 2022 and 15 November 2022 (both dates inclusive).
Definitions
2.  In this Order —
“specified public event” means any event or series of related activities taking place in Singapore that is open to members of the public and conducted on land under the control or management of the Urban Redevelopment Authority;
“Urban Redevelopment Authority” means the Urban Redevelopment Authority established by section 3 of the Urban Redevelopment Authority Act 1989.
Exemption from registration of motor vehicle kept in connection with specified public event
3.—(1)  Section 10(1) of the Act does not apply to any individual who keeps a motor vehicle under the following conditions:
(a)the individual is authorised by the Urban Redevelopment Authority to keep the motor vehicle for exhibition and display purposes in connection with a specified public event;
(b)the motor vehicle is only kept in connection with a specified public event;
(c)there is in force, at any time the motor vehicle is used in connection with a specified public event, a policy of insurance in relation to the motor vehicle insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the driver or any passenger of the motor vehicle); and
(ii)any property damage suffered by any person (other than the driver or any passenger of the motor vehicle),
caused by or arising out of the use of the motor vehicle;
(d)the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
