Small Motorised Vehicles (Safety)
(Excluded Personal Mobility Devices)
Order 2021
In exercise of the powers conferred by the definition of “personal mobility device” in section 2(1) of the Small Motorised Vehicles (Safety) Act 2020, the Minister for Transport makes the following Order:
Citation and commencement
1.  This Order is the Small Motorised Vehicles (Safety) (Excluded Personal Mobility Devices) Order 2021 and comes into operation on 28 June 2021.
Vehicle with pedals and 3 or more wheels
2.  A vehicle that has all the following features is excluded from the definition of “personal mobility device” in the Act:
(a)3 or more wheels;
(b)pedals that allow a rider of the vehicle to propel it if desired.
Electric motorcycles
3.  An electric motorcycle that has all the following features is excluded from the definition of “personal mobility device” in the Act:
(a)3 or fewer wheels;
(b)handlebars to steer;
(c)is either —
(i)allowed by or under written law to be used on a road in Singapore; or
(ii)disallowed by or under written law to be used on a road in Singapore and manufactured or designed primarily for off-road motor sports or racing, or riding on trails or unpaved surfaces.
Electric buggy, etc.
4.  Any vehicle that has all the following features is excluded from the definition of “personal mobility device” in the Act:
(a)3 or 4 wheels;
(b)equipped with an electric motor and capable of being propelled by the electric motor with which it is equipped;
(c)manufactured or designed only for the carriage of passengers or passengers and their effects;
(d)whether allowed or disallowed by or under written law to be used on a road in Singapore.
Examples
Electric-powered buggy for use by golfers to travel on a golf course or from one golf course to another across a road or car park.
Electric-powered vehicle for the transport of crew or passengers to or from an aircraft for boarding or after disembarking.
Electric-powered ride-on mower for use for mowing.
Other motor vehicles with 3 or fewer wheels
5.  Any other motor vehicle within the meaning of the Road Traffic Act (Cap. 276) that has all the following features is excluded from the definition of “personal mobility device” in the Act:
(a)3 or fewer wheels;
(b)handlebars to steer.
Counting wheels
6.  For the purposes of this Order, any 2 wheels of a vehicle must be regarded as one wheel if the distance between the centres of the areas of contact between those wheels and the road surface is less than 460 millimetres.
