Films (Classification and Licensing)
(Amendment) Regulations 2021
In exercise of the powers conferred by section 41 of the Films Act, the Minister for Communications and Information makes the following Regulations:
Citation and commencement
1.  These Regulations are the Films (Classification and Licensing) (Amendment) Regulations 2021 and come into operation on 1 July 2021.
Amendment of regulation 2
2.  Regulation 2 of the Films (Classification and Licensing) Regulations 2019 (G.N. No. S 341/2019) (called in these Regulations the principal Regulations) is amended —
(a)by deleting the words “Films (Classification Ratings) Order 2019 (G.N. No. S 340/2019)” in the definition of “alternative classification marking” and substituting the words “Films (Classification Ratings) Order 2021 (G.N. No. S 421/2021)”;
(b)by deleting the words “in the Films (Class Licence for Lending by Libraries and Educational Institutions) Order 2019 (G.N. No. S 336/2019)” in the definition of “class licensee” and substituting the words “determined under an order made under section 10A of the Act”;
(c)by inserting, immediately after the words “class licensee” in paragraph (a) of the definition of “classification label”, the words “for lending”;
(d)by deleting “2019” in the definition of “classification marking” and substituting “2021”; and
(e)by deleting the definitions of “licence” and “licensee” and substituting the following definition:
“ “licensee” excludes a person to whom a class licence determined under an order made under section 10A of the Act applies;”.
Deletion and substitution of Part 2
3.  Part 2 of the principal Regulations is deleted and the following Part substituted therefor:

LICENSEES
Security deposit required
3.  For the purposes of section 8(1) of the Act, the Authority may, upon granting a licence mentioned in section 6(1)(c) of the Act, require the licensee granted the licence to give a security, in the form of a cash deposit or bank guarantee, of an amount not exceeding —
(a)$10,000, for a licence to publicly exhibit one or more films in the course of business at a temporary public exhibition point; or
(b)$30,000, in any other case.”.
Amendment of Schedule
4.  The Schedule to the principal Regulations is amended —
(a)by deleting items 8, 9, 10, 11, 12, 13 and 14; and
(b)by renumbering item 15 as item 8.
