Parks and Trees (Amendment) Regulations 2008

In exercise of the powers conferred by section 63 of the Parks and Trees Act, the National Parks Board, with the approval of the Minister for National Development, hereby makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Parks and Trees (Amendment) Regulations 2008 and shall come into operation on 1st September 2008.

Amendment of regulation 8

2. Regulation 8 of the Parks and Trees Regulations (Rg 1) is amended —

(a)

by deleting the words “conduct, or assist in the conduct of,” in paragraph (1)(b) and substituting the words “organise or participate (other than solely as a member of an audience) in”; and

(b)

by inserting, immediately after paragraph (2), the following paragraph:

“(3) In addition to paragraphs (1) and (2), no person shall, except with the approval of the Commissioner and in accordance with the terms and conditions of such approval —

(a)	carry out any public speaking;
(b)	organise or participate (other than solely as a member of an audience) in any performance or exhibition; or
(c)	organise any demonstration,

at the area in Hong Lim Park known as the Speakers’ Corner and delineated in the Schedule to the Public Entertainments and Meetings (Speakers’ Corner) (Exemption) Order 2008 (G.N. No. S 426/2008).”.

Amendment of regulation 23

3. Regulation 23(2) of the Parks and Trees Regulations is amended by deleting the words “or (2)(a), (e), (f), (g), (h), (i) or (j)” in sub-paragraph (b) and substituting the words “, (2)(a), (e), (f), (g), (h), (i) or (j) or (3)”.
