Singapore Police Service Overseas Service Medal
Rules 2007

The President is pleased to approve the institution of a medal to be styled “The Pingat Seberang Laut Perhidmatan Polis Singapura (The Singapore Police Service Overseas Service Medal)”, the award of which shall be governed by the following Rules:

Citation and commencement

1. These Rules may be cited as the Singapore Police Service Overseas Service Medal Rules 2007 and shall come into operation on 8th August 2007.

Definition

2.—(1) In these Rules, unless the context otherwise requires, “eligible person” means a person who, at the time he renders the service as specified in rule 4 —

(a)

is a member of any one of the following forces, bodies and organisations:

(i)	the Central Narcotics Bureau, consisting of officers appointed under section 3 of the Misuse of Drugs Act (Cap. 185);
(ii)	the Singapore Police Force, established under Part II of the Police Force Act (Cap. 235);
(iii)	the Special Constabulary constituted under Part VIII of the Police Force Act;
(iv)	the Singapore Prison Service, consisting of officers appointed under Part IV of the Prisons Act (Cap. 247); and
(v)	the Vigilante Corps, established by the Vigilante Corps Act (Cap. 343);

(b)

a person under the employ of the Government or a statutory body established by a public Act; or

(c)

a member of the public who had voluntarily participated in a service specified in rule 4 under the auspices of the Government.

(2) For the purposes of these Rules, a person is a member of a force, a body or an organisation if he renders as a member of that force, body or organisation any full-time service, reserve service, regular service, mobilised service, national service or voluntary service.

Designation of Medal

3.—(1) A medal to be designated and styled the Pingat Seberang Laut Perhidmatan Polis Singapura (The Singapore Police Service Overseas Service Medal) (referred to in these Rules as “the Medal”) may be awarded by the Permanent Secretary, Ministry of Home Affairs to an eligible person —

(a)	who, at any time after 1st May 1989, has rendered in any country or territory outside Singapore such service as is specified in rule 4(1); or
(b)	who, after that date, has been awarded the equivalent of the Medal by any foreign government or agency.

(2) The Medal may be awarded posthumously.

Award of Medal, Bar and Bar (Enhanced)

4.—(1) The Medal may be awarded to any eligible person who has rendered service in any country or territory outside Singapore under one or more of the following conditions:

(a)

in an operation that involves threat to his life or limb and lasting —

(i)	for a period of 96 hours or more; or
(ii)	for a shorter period during which the eligible person dies or is evacuated owing to wounds or other disabilities suffered as a result of the operation or if the Commissioner of Police, the Director of Central Narcotics Bureau or the Director of Prisons so recommends;

(b)

in an operation that involves the keeping of peace, restoring of law and order, provision of humanitarian aid or rescue and lasting —

(i)	for a period of 14 days or more; or
(ii)	for a shorter period during which the eligible person dies or is evacuated owing to wounds or other disabilities suffered as a result of the operation or if the Commissioner of Police, the Director of Central Narcotics Bureau or the Director of Prisons so recommends.

(2) An eligible person to whom the Medal has been awarded for his participation in an operation may be awarded a Bar if he further qualifies for the award of the Medal through his participation in a different operation.

(3) An eligible person who is awarded or qualifies for a Medal or a Bar in respect of an operation referred to in paragraph (1)(a) or (b) may be awarded a Bar (Enhanced) for his further participation in that same operation —

(a)	on completing each continuous period of 180 days of further participation; or
(b)	for each tour of duty starting at least 180 days after the end of his last tour of duty in that same operation.

Description of Medal

5.—(1) The Medal shall consist of a 5-pointed star shape medal in 925 sterling silver and shall measure 40 mm in width and 4 mm in thickness.

(2) The obverse side of the Medal shall bear the Singapore Coat-of-Arms within a pentagon and the Coat-of-Arms shall be encircled by the inscription “POLIS REPABLIK SINGAPURA”.

(3) The reverse side of the Medal shall show a globe encircled by the inscription “FOR OVERSEAS SERVICE”.

(4) The Medal shall be of the design set out in the Schedule.

Description of Bar

6.—(1) The Bar shall be represented by a clasp, in 925 sterling silver and shall measure 33 mm in length and 10 mm in width, to be attached to the ribbon by which the Medal is suspended.

(2) For each stint of overseas service performed by the recipient, there shall be one Bar inscribed with the name of the country where, and the year in which, the service was performed on the ribbon.

Description of Bar (Enhanced)

7. The Bar (Enhanced) shall be represented by a clasp, with numeral inscription at the centre of the upper border denoting the number of instances of participation in an operation, to be attached to the ribbon by which the Medal is suspended.

Wearing of Medal, Bar and Bar (Enhanced)

8.—(1) The Medal shall be worn by the recipient on the left side of the outer garment suspended by a ribbon 33 mm in width and 50 mm in length.

(2) The ribbon shall have vertical stripes in dark blue and light blue.

(3) The centre of the ribbon shall have a light blue strip of 11 mm in width, flanked on each side by a dark blue strip of 11 mm in width.

(4) The Bar or Bar (Enhanced) shall be attached to the ribbon by which the Medal is suspended.

(5) Where a person has been awarded 4 or more Bars or Bars (Enhanced), as the case may be, the most recent 3 Bars or Bars (Enhanced) shall be attached.

(6) Where a person is awarded the Bar (Enhanced) for the same operation a Bar has been awarded earlier, the recipient shall attach the Bar (Enhanced) in replacement of the Bar awarded earlier for the same operation.

(7) Where a person has been awarded 4 or more Bars or Bars (Enhanced), a sliver clasp with numeral denoting the number of Bars or Bars (Enhanced) the recipient has been awarded, as the case may be, shall be attached below the Bars or Bars (Enhanced) in the centre of the ribbon.

Medal, Bar and Bar (Enhanced) to be awarded by Permanent Secretary, Ministry of Home Affairs

9. The Medal, Bar or Bar (Enhanced) shall be awarded by the Permanent Secretary, Ministry of Home Affairs acting in accordance with the recommendation of any of the following recommending authorities:

(a)

the Commissioner of Police, where the eligible person —

(i)	is or at the time of the service as specified in rule 4 was a member of the Singapore Police Force, the Special Constabulary or the Vigilante Corps; or
(ii)	is an eligible person referred to in rule 2(1)(b) or (c) and who was at the time of the service as specified in rule 4, serving under the auspices of the Singapore Police Force;

(b)

the Director of Central Narcotics Bureau, where the eligible person —

(i)	is or at the time of the service as specified in rule 4 was a member of the Central Narcotics Bureau; or
(ii)	is an eligible person referred to in rule 2(1)(b) or (c) and who was at the time of the service as specified in rule 4, serving under the auspices of the Central Narcotics Bureau;

(c)

the Director of Prisons, where the eligible person —

(i)	is or at the time of the service as specified in rule 4 was a member of the Singapore Prison Service; or
(ii)	is an eligible person referred to in rule 2(1)(b) or (c) and who was at the time of the service as specified in rule 4, serving under the auspices of the Singapore Prison Service.

Publication of award

10. The names of the persons to whom the Medal, Bar or Bar (Enhanced) is awarded shall be published in the Gazette.

Forfeiture of award

11.—(1) The Permanent Secretary, Ministry of Home Affairs may forfeit any Medal, Bar or Bar (Enhanced) awarded to any person under these Rules if the person —

(a)	is dismissed or dishonourably discharged from any form of service mentioned in rule 2(2) in any of the forces, bodies or organisations specified in rule 2(1);
(b)	is convicted of any criminal offence; or
(c)	is guilty of misconduct or disloyalty to Singapore.

(2) Any Medal, Bar or Bar (Enhanced) forfeited may be restored by the Permanent Secretary, Ministry of Home Affairs at his discretion.

(3) A notice of the forfeiture or restoration of any Medal, Bar or Bar (Enhanced) shall be published in the Gazette.

Replacement of Medal, Bar and Bar (Enhanced)

12.—(1) The loss or destruction of a Medal, Bar or Bar (Enhanced) shall, if replacement is desired, be reported by the recipient to the Commissioner of Police, the Director of Central Narcotics Bureau or the Director of Prisons, as the case may be, who may, if the relevant recommending authority is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, approve the replacement subject to payment made by the recipient to cover the cost of replacement thereof.

(2) No such report shall be made until 6 months after the recipient first becomes aware of the alleged loss or destruction.

Revocation

13.—(1) The Singapore Police Service Overseas Service Medal Rules 1993 (G.N. No. 3212/93) are revoked.

(2) Any person who has been awarded a Singapore Police Service Overseas Service Medal and any Bar under the revoked Rules shall be treated for the purposes of these Rules as if the award of the Medal or Bar had been made under these Rules and such person shall be eligible for the award of a Bar or Bar (Enhanced) to the Medal under these Rules if the requirements in rule 4 are satisfied.
