Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 5) Rules 2007

In exercise of the powers conferred by sections 34 and 140 of the Road Traffic Act, the Minister for Transport hereby makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 5) Rules 2007 and shall come into operation on 1st September 2007.

Amendment of rule 7

2. Rule 7 of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) (referred to in these Rules as the principal Rules) is amended ––

(a)

by inserting, immediately after the words “First Schedule” in paragraph (1), the words “and, where applicable, paragraph (1A)”;

(b)

by inserting, immediately after paragraph (1), the following paragraph:

“(1A) Where a secondhand vehicle is to be first registered in Singapore using a certificate of entitlement issued on or after 28th February 2004 as a business service passenger vehicle, private hire car, private motor car, off-peak car or station wagon (passengers only), the sum of $10,000 shall be added to the fee payable under paragraph (1).”; and

(c)

by inserting, immediately after the words “For the purposes of” in paragraph (10), the words “this rule and”.

Amendment of rule 8

3. Rule 8 of the principal Rules is amended —

(a)

by deleting the word “or” at the end of paragraph (1)(c);

(b)

by deleting the comma at the end of sub-paragraph (d) of paragraph (1) and substituting the word “; or”, and by inserting immediately thereafter the following sub-paragraph:

“(e)	person who, on or after 1st September 2007, registers in Singapore a secondhand vehicle as a business service passenger vehicle, private hire car, private motor car, off-peak car or station wagon (passengers only), which is not more than 3 years old at the date of its registration,”;

(c)

by inserting, immediately after the words “new vehicle” in the last line of paragraph (1), the words “or secondhand vehicle, as the case may be,”;

(d)

by deleting the word “or” at the end of paragraph (4)(a)(iii);

(e)

by inserting, at the end of paragraph (4)(a)(iv), the word “or”;

(f)

by inserting, immediately after sub-paragraph (iv) of paragraph (4)(a), the following sub-paragraph:

“(v)	a secondhand vehicle registered in Singapore on or after 1st September 2007 as a business service passenger vehicle, private hire car, private motor car, off-peak car or station wagon (passengers only), which was not more than 3 years old at the date of its registration;”;

(g)

by deleting sub-paragraph (b) of paragraph (4);

(h)

by deleting the word “; and” at the end of paragraph (4)(g) and substituting a full-stop;

(i)

by deleting sub-paragraph (h) of paragraph (4);

(j)

by deleting the word “or” at the end of paragraph (7)(c)(i);

(k)

by inserting, immediately after the words “replacement taxi” in paragraph (7)(c)(ii), the words “or a secondhand vehicle”;

(l)

by deleting the comma at the end of sub-paragraph (ii) of paragraph (7)(c) and substituting the word “; or”, and by inserting immediately thereafter the following sub-paragraph:

“(iii)

is a secondhand vehicle registered on or after 1st September 2007,”;

(m)

by deleting the words “new vehicle” in paragraph (9)(a) and substituting the words “vehicle to be registered”;

(n)

by deleting the word “new” in paragraphs (10)(a)(i) and (11)(a);

(o)

by deleting the words “, (g) and (h)(ii)” in paragraphs (15), (15A) and (15B) and substituting in each case the words “and (g)”;

(p)

by deleting the words “For the purposes of this rule, “new vehicle” means — ” in paragraph (16) and substituting the following words:

“In this rule —

“new vehicle” means —”; and

(q)

by deleting the full-stop at the end of the definition of “new vehicle” in paragraph (16) and substituting a semi-colon, and by inserting immediately thereafter the following definition:

“ “secondhand vehicle” has the meaning assigned to it under rule 7(10).”.

Amendment of First Schedule

4. Part II of the First Schedule to the principal Rules is amended by deleting the words “plus $10,000” in the second column in paragraph (2)(f), (g), (h), (i) and (k) under the heading “ADDITIONAL REGISTRATION FEE PAYABLE ON THE REGISTRATION OF MOTOR VEHICLES (OTHER THAN TAXIS) USING CERTIFICATES OF ENTITLEMENT ISSUED ON OR AFTER 28TH FEBRUARY 2004”.
