Employment of Foreign Manpower Act
(Chapter 91A)
Employment of Foreign Manpower (Levy) (Amendment) Order 2007
In exercise of the powers conferred by section 11(1) of the Employment of Foreign Manpower Act, the Minister for Manpower hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Employment of Foreign Manpower (Levy) (Amendment) Order 2007 and shall come into operation on 15th September 2007.
Amendment of paragraph 14
2.  Paragraph 14 of the Employment of Foreign Manpower (Levy) Order 2007 (G.N. No. S 343/2007) (referred to in this Order as the principal Order) is amended —
(a)by deleting the words “or (d)” in sub-paragraph (1)(a) and substituting the words “, (d), (e) or (f)”;
(b)by deleting the word “or” at the end of sub-paragraph (3)(c);
(c)by deleting the full-stop at the end of sub-paragraph (d) of sub-paragraph (3) and substituting a semi-colon, and by inserting immediately thereafter the following sub-paragraphs:
(e)in relation to an employer of a domestic worker —
(i)the employer has a disability and is certified by an assessor approved by the National Council of Social Service to require full-time caregiver assistance in performing activities of daily living;
(ii)the employer is a citizen of Singapore; and
(iii)the employer resides at his registered residential address; or
(f)in relation to a spouse, child, parent, parent-in-law, grandparent, grandparent-in-law, grandchild, sibling or sibling-in-law of an employer of a domestic worker —
(i)the spouse, child, parent, parent-in-law, grandparent, grandparent-in-law, grandchild, sibling or sibling-in-law has a disability and is certified by an assessor approved by the National Council of Social Service to require full-time caregiver assistance in performing activities of daily living;
(ii)the spouse, child, parent, parent-in-law, grandparent, grandparent-in-law, grandchild, sibling or sibling-in-law is a citizen of Singapore; and
(iii)both the spouse, child, parent, parent-in-law, grandparent, grandparent-in-law, grandchild, sibling or sibling-in-law and the employer reside at that same registered residential address.”; and
(d)by deleting the words “or (d)” in sub-paragraphs (6) and (7) and substituting in each case the words “, (d), (e) or (f)”.
Amendment of paragraph 15
3.  Paragraph 15 of the principal Order is amended —
(a)by deleting the words “to (d)” in sub-paragraph (2) and substituting the words “to (f)”; and
(b)by deleting the words “or grandparent-in-law” in sub-paragraph (3) and substituting the words “, grandparent-in-law, grandchild, sibling or sibling-in-law”.
Amendment of paragraph 16
4.  Paragraph 16 of the principal Order is amended by inserting, immediately after sub-paragraph (4), the following sub-paragraph:
(5)  Where an employer of a domestic worker qualifies for the levy specified in paragraph 14(1) as a result of the conditions referred to in paragraph 14(3) or (f) being satisfied, the employer shall apply to the Controller for the levy specified in paragraph 14(1) to be payable by him, and that levy shall be payable from the first day of the month following the month in which the application to the Controller is approved.”.
