COVID-19 (Temporary Measures)
(Reopening — Control Order)
(Amendment No. 5) Regulations 2022
In exercise of the powers conferred by section 34(1) of the COVID‑19 (Temporary Measures) Act 2020, the Minister for Health makes the following Regulations:
Citation and commencement
1.  These Regulations are the COVID-19 (Temporary Measures) (Reopening — Control Order) (Amendment No. 5) Regulations 2022 and come into operation on 14 June 2022.
Amendment of regulation 2
2.  In regulation 2 of the COVID-19 (Temporary Measures) (Reopening — Control Order) Regulations 2022 (G.N. No. S 179/2022) (called in these Regulations the principal Regulations) —
(a)in paragraph (1) (definition of “enhanced entry control”), in paragraph (a), delete “or, if the place is a nightclub, has a cleared status and a 24‑hour clearance”;
(b)in paragraph (1), delete the definition of “nightclub”; and
(c)delete paragraph (6).
Amendment of regulation 4
3.  In regulation 4(1) of the principal Regulations —
(a)in sub-paragraph (k)(ii), delete “or” at the end;
(b)in sub-paragraph (l), replace the full‑stop at the end with “; or”; and
(c)after sub-paragraph (l), insert —
(m)without limiting sub-paragraph (h), when —
(i)the individual or child is filming or taking a photograph of or comprising his or her face, whether alone or with others; or
(ii)the face of the individual or child is being filmed or being photographed (whether alone or with others) with the individual’s consent and not incidentally or accidentally in monitoring or surveillance of the place or recording an event which the individual or child is at.
Examples
An individual in the Flower Dome at Gardens by the Bay removes her mask to take a selfie with some flowering plants in the background.
A member of a tour group in an art museum requests a passing visitor to take a photograph of the group using the member’s camera. All members of the tour group moving closer for the photograph to be taken are inferred by that conduct to be expressing consent, and each may remove his or her mask for that photograph to be taken.
A delegate attending a conference in an indoor convention centre cannot unmask if a recording is made of the conference proceedings and audience participation at the conference.
A customer at a retail shop with signage at its entrance about the presence of CCTV surveillance within the shop, cannot unmask only because his or her face will be photographed or filmed by the surveillance or monitoring equipment.”.
Amendment of First Schedule
4.  In the First Schedule to the principal Regulations, delete Part 6.
Amendment of Second Schedule
5.  In the Second Schedule to the principal Regulations, delete item 4.
Amendment of Third Schedule
6.  In the Third Schedule to the principal Regulations —
(a)in paragraph 1(1), delete the definition of “nightclub”; and
(b)delete paragraph 3.
