Telecommunications Act
(Chapter 323)
Telecommunications (Internal Wiring) Regulations 2005
In exercise of the powers conferred by section 74 of the Telecommunications Act, the Info-communications Development Authority of Singapore, with the approval of the Minister for Information, Communications and the Arts, hereby makes the following Regulations:
PART I
PRELIMINARY
Citation and commencement
1.  These Regulations may be cited as the Telecommunications (Internal Wiring) Regulations 2005 and shall come into operation on 21st July 2005.
Definitions
2.  In these Regulations, unless the context otherwise requires —
“Code of Practice” means the Code of Practice published by the Authority under regulation 4(1);
“interface point” means any point of interconnection between a user’s telecommunication equipment and any telecommunication system of a public telecommunication licensee;
“internal telecommunication wiring” means any telecommunication line, optical fibre, conduit or other physical medium connecting a user’s telecommunication equipment and any interface point but does not include the use of extension cords with built-in connectors and sockets;
“licence” means a telecommunication wiring contractor’s class licence granted under regulation 5 or a telecommunication wiring installer’s licence granted under regulation 6;
“licensee” means any person to whom a licence has been granted under these Regulations;
“telecommunication equipment” means any appliance, apparatus or accessory used or intended to be used for telecommunication;
“telecommunication wiring contractor” means any person who —
(a)in the course of or in connection with or for the purposes of any trade or business carried on by him, performs or carries out any telecommunication wiring work or who offers to perform or carry out such work or who causes or arranges for such work to be performed or carried out; or
(b)for profit or reward, offers his services as a telecommunication wiring contractor;
“telecommunication wiring installer” means any person whose trade or occupation requires or includes the personal performance by him of any telecommunication wiring work;
“telecommunication wiring work” includes the installation, maintenance or repair of a user’s internal telecommunication wiring;
“user” means a person who has subscribed to any telecommunication service of a public telecommunication licensee.
