Education Endowment Scheme Act
(Chapter 87A)
Education Endowment Scheme (Good Progress Awards) Regulations 1997
In exercise of the powers conferred by sections 6(1)(d) and 24(a) of the Education Endowment Scheme Act, the Minister for Education hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Education Endowment Scheme (Good Progress Awards) Regulations 1997 and shall be deemed to have come into operation on 1st October 1997.
Definitions
2.  In these Regulations, unless the context otherwise requires —
“course”, in relation to —
(a)a pupil of a junior college, means a course in the Arts or Sciences or in Commerce at the pre-university level, or such other course offered by the junior college as the Ministry may approve for the purposes of these Regulations; and
(b)a pupil of a training institute, means any course offered by the training institute as the Ministry may approve for the purposes of these Regulations;
“Government school” means a primary or secondary school organised and conducted directly by the Government;
“Government-aided school” means a primary or secondary school which is —
(a)established by any person other than the Government; and
(b)conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations (Cap. 87, Rg 3) for the defraying of the expenses incurred for conducting the school;
“independent school” means a secondary school which is —
(a)specified in any order made under section 3(1) of the School Boards (Incorporation) Act (Cap. 284A); or
(b)conducted by a governing board constituted under any written law and which is listed under the category “Independent Schools” in the Schedule to the Education Endowment Scheme (Prescribed Schools) Regulations (Rg 1);
“junior college” includes any centralised institute or school providing pre-university education;
“Ministry” means the Ministry of Education;
“school” means a Government school, a Government-aided school or an independent school;
“stream”, in relation to —
(a)a pupil in a primary school, means —
(i)the English — Mother Tongue 1 stream (EM1);
(ii)the English — Mother Tongue 2 stream (EM2); or
(iii)the English — Mother Tongue 3 stream (EM3),
of his standard in the school in which he is enrolled; and
(b)a pupil in a secondary school, means —
(i)the Special stream;
(ii)the Express stream;
(iii)the Normal (Academic) stream; or
(iv)the Normal (Technical) stream,
of his standard in the school in which he is enrolled;
“training institute” means —
(a)any training institute established under the Institute of Technical Education Act (Cap. 141A); or
(b)any other training institute which is listed under the category “Institutes of Technical Education” in the Schedule to the Education Endowment Scheme (Prescribed Schools) Regulations.
Establishment of Good Progress Awards
3.  There are hereby established the Good Progress Awards, a number of each of which shall be awarded annually in accordance with these Regulations out of such part of the income of the Endowment Fund as the Minister may designate for the purpose.
Value and payment of awards
4.—(1)  The value of the Good Progress Award shall be —
(a)$50, if awarded to a primary school pupil in any of the following standards:
(i)primary two; or
(ii)primary three;
(b)$100, if awarded to a primary school pupil in any of the following standards:
(i)primary four;
(ii)primary five; or
(iii)primary six;
(c)$150, if awarded to any pupil of a secondary school;
(d)$200, if awarded to any pupil of a junior college; and
(e)$300, if awarded to any pupil of a training institute.
(2)  The Good Progress Award shall be paid to every pupil who is awarded the award at the end of the academic year in respect of which he is awarded the award.
Eligible pupils
5.—(1)  Subject to paragraphs (2) to (7), the Good Progress Award shall be awarded each year to every pupil of a school or a junior college or a full-time pupil of a training institute who —
(a)is a citizen of Singapore; and
(b)in the case of a pupil of a primary or secondary school —
(i)stands among the 10% of all pupils in his standard in his school who have shown the most progress in that year;
(ii)has obtained an average of not less than 50% of the total marks awarded for the relevant examinations conducted in that year or such other aggregate score as may be specified by the Ministry;
(iii)is not in that year the recipient of the Edusave Merit Bursary established under the Education Endowment Scheme (Edusave Merit Bursaries) Regulations (Rg 5) or any scholarship or award established under the Education Endowment Scheme (Edusave Scholarships) Regulations (Rg 2); and
(iv)is not in that year enrolled in the Gifted Education Programme, the Music Elective Programme or the Art Elective Programme in an independent school;
(c)in the case of a pupil of a junior college —
(i)stands among the 10% of all pupils in his junior college reading the same course at the same level who have shown the most progress in that year;
(ii)has passed the relevant examinations conducted in that year for at least 2 Advanced Level courses and at least 2 Advance-Ordinary Level courses; and
(iii)is not in that year the recipient of the Edusave Merit Bursary established under the Education Endowment Scheme (Edusave Merit Bursaries) Regulations or any scholarship awarded by the Ministry to pupils of junior colleges; or
(d)in the case of a full-time pupil of a training institute —
(i)stands among the 10% of all pupils in his training institute reading the same course at the same level who have shown the most progress in that year;
(ii)has passed the relevant examinations conducted in that year for all the core subjects of the course as specified by the training institute; and
(iii)is not in that year the recipient of the Edusave Merit Bursary established under the Education Endowment Scheme (Edusave Merit Bursaries) Regulations or any scholarship awarded by the training institute to pupils thereof.
(2)  Notwithstanding paragraph (1), pupils in primary one will not be eligible for the Good Progress Awards.
(3)  For the purposes of gauging the progress of a pupil in a particular year under paragraph (1)(b)(i), (c)(i) or (d)(i), the pupil’s ranking in the relevant examinations conducted in that year and his ranking in the relevant examinations conducted in the previous year shall be determined and compared in such manner as the Ministry may direct.
(4)  Notwithstanding paragraph (1)(b)(i), the principal of every school shall, subject to paragraph (7), determine the percentage of pupils in each stream in each standard enrolled in the school who shall be awarded the awards specified in regulation 4(1)(a), (b) or (c), as the case may be.
(5)  Notwithstanding paragraph (1)(c)(i), the principal of every junior college shall, subject to paragraph (7), determine the percentage of pupils enrolled in each course in each level in the junior college who shall be awarded the awards specified in regulation 4(1)(d).
(6)  Notwithstanding paragraph (1)(d)(i), the training manager of every training institute shall, subject to paragraph (7), determine the percentage of pupils enrolled in each course in each level in the training institute who shall be awarded the awards specified in regulation 4(1)(e).
(7)  The number of pupils in each standard or level, as the case may be, who are awarded the awards specified in regulation 4(1) shall not exceed 10% of the total enrolment in that standard in the school or in that level in the junior college or training institute, as the case may be.
(8)  For the purposes of this regulation, “relevant examinations” means —
(a)in the case of examinations taken by the pupil while he is a pupil in a school, examinations conducted by his school for pupils in his standard and stream or such other examinations as may be specified by the Ministry; or
(b)in the case of examinations taken by the pupil while he is a pupil in a junior college or a full-time pupil in a training institute, examinations conducted by his junior college or his training institute, as the case may be, for pupils reading the same course at the same level or such other examinations as may be specified by the Ministry.
Principal or training manager to submit list of eligible pupils
6.—(1)  The principal of a school or junior college or the training manager of a training institute shall, as soon as possible after the completion of the year-end examinations for all pupils enrolled in the school, junior college or training institute, as the case may be, submit to the Ministry a list of pupils who meet the requirements of regulation 5.
(2)  Every list submitted to the Ministry under paragraph (1) shall state —
(a)the full name and such other personal particulars of each of those pupils as the Ministry may require; and
(b)such other particulars as the Ministry may, from time to time, require to be given.
(3)  Upon receipt of the list of pupils under paragraph (1), the Ministry shall cause the necessary arrangements to be made for the award to be paid to each pupil named therein.
