Education Endowment Scheme Act
(Chapter 87A)
Education Endowment Scheme (Edusave Merit Bursaries) (Amendment) Regulations 1997
In exercise of the powers conferred by sections 6(1)(d) and 24(a) of the Education Endowment Scheme Act, the Minister for Education hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Education Endowment Scheme (Edusave Merit Bursaries) (Amendment) Regulations 1997 and shall be deemed to have come into operation on 1st November 1996.
Amendment of regulation 5
2.  Regulation 5 of the Education Endowment Scheme (Edusave Merit Bursaries) Regulations (Rg 5) (referred to in these Regulations as the principal Regulations) is amended —
(a)by deleting the word “and” at the end of paragraph (1)(c)(ii);
(b)by deleting sub-paragraph (iii) of paragraph (1)(c) and substituting the following sub-paragraphs:
(iii)he is not in that year the recipient of any scholarship or award, established under the Education Endowment Scheme (Edusave Scholarships) Regulations (Rg 2) or the Education Endowment Scheme (Good Progress Awards) Regulations 1997 (G.N. No. S 485/97); and
(iv)he is not in that year enrolled in the Gifted Education Programme, the Music Elective Programme or the Art Elective Programme in an independent school.”;
(c)by inserting, immediately after the word “colleges” in paragraph (1)(d)(iii), the words “or the Good Progress Award established under the Education Endowment Scheme (Good Progress Awards) Regulations 1997 (G.N. No. S 485/97)”; and
(d)by inserting, immediately after the word “thereof” at the end of paragraph (1)(e)(iii), the following words “or the Good Progress Award established under the Education Endowment Scheme (Good Progress Awards) Regulations 1997 (G.N. No. S 485/97)”.
Deletion and substitution of regulation 9
3.  Regulation 9 of the principal Regulations is deleted and the following regulation substituted therefor:
Application of Fund to assist pupils under the Community Education Award Scheme
9.—(1)  Subject to paragraph (3), where the Citizens’ Consultative Committee of any constituency or division of a group representation constituency has established a bursary for the purpose of providing financial assistance to pupils who —
(a)reside in that constituency or division;
(b)are in need of financial assistance for their education; and
(c)do not qualify for the Edusave Merit Bursary, the Good Progress Award established under the Education Endowment Scheme (Good Progress Awards) Regulations 1997 (G.N. No. S 485/97) or any scholarship or award under the Education Endowment Scheme (Edusave Scholarships) Regulations (Rg 2),
the Minister may, if he thinks fit, direct that there shall be paid out of the income of the Endowment Fund to the Citizens’ Consultative Committee as contribution for the purpose of the bursary the amounts specified in paragraph (2).
(2)  Subject to paragraph (3), the amount which the Minister may direct to be paid out under paragraph (1) shall be —
(a)$9 for each dollar raised by the Citizens’ Consultative Committee and disbursed for the purpose of the bursary awarded on or after 1st November 1996 and on or before 31st October 1997; and
(b)$3 for each dollar raised and disbursed by the Citizens’ Consultative Committee and disbursed for the purpose of the bursary awarded on or after 1st November 1997.
(3)  The total amount paid out under paragraph (1) from the income of the Endowment Fund to the Citizens’ Consultative Committee of any constituency or division of a group representation constituency shall not exceed —
(a)for the purpose of the bursary awarded during the Citizens’ Consultative Committee financial year commencing on 1st November 1996, 18% of the total amount of the Edusave Merit Bursaries awarded in the Ministry financial year commencing on 1st April 1996; and
(b)for the purpose of the bursary awarded during each Citizens’ Consultative Committee financial year commencing on or after 1st November 1997, 15% of the amount of the Edusave Merit Bursaries awarded in the Ministry financial year commencing on the 1st April immediately preceding the commencement of that Citizens’ Consultative Committee financial year.
(4)  In this regulation, unless the context otherwise requires —
“Citizens Consultative Committee financial year” means a period commencing on 1st November in any year and ending on 31st October in the following year;
“Ministry financial year” means a period commencing on 1st April in any year and ending on 31st March in the following year.”.
