Education Endowment Scheme (Edusave Scholarships) (Amendment) Regulations 2004
In exercise of the powers conferred by section 24(a) of the Education Endowment Scheme Act, the Minister for Education hereby makes the following Regulations:
Citation and commencement
1.—(1)  These Regulations may be cited as the Education Endowment Scheme (Edusave Scholarships) (Amendment) Regulations 2004 and shall, with the exception of regulation 3, be deemed to have come into operation on 1st January 2004.
(2)  Regulation 3 shall be deemed to have come into operation on 18th March 2004.
Deletion and substitution of regulation 2
2.  Regulation 2 of the Education Endowment Scheme (Edusave Scholarships) Regulations (Rg 2) (referred to in these Regulations as the principal Regulations) is deleted and the following regulation substituted therefor:
Definitions
2.  In these Regulations, unless the context otherwise requires —
“additional miscellaneous fees” means the additional miscellaneous fees payable by a pupil of a Government school or Government-aided school under regulation 91(1)(c) of the Education (Schools) Regulation (Cap. 87, Rg 1);
“formal insertion point” means such secondary or pre-university level at which a pupil may be enrolled in an integrated programme, as may be determined by the Minister;
“GCE “O” Level Examination” means the Singapore-Cambridge General Certificate of Education “Ordinary” Level Examination conducted for all secondary school pupils at the end of 4 or 5 years of secondary education, as the case may be, for the purpose of assessing their suitability for pre-university education;
“Government primary school”, “Government secondary school” or “Government junior college” means, respectively, a primary school, secondary school or junior college organised and conducted directly by the Government;
“Government-aided primary school”, “Government-aided secondary school” or “Government-aided junior college” means, respectively, a primary school, secondary school or junior college which is —
(a)established by any person other than the Government; and
(b)conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations (Cap. 87, Rg 3) for the defraying of the expenses incurred for conducting the school or junior college;
“independent integrated programme school” means an integrated programme school that is an independent school or independent junior college;
“independent junior college” means a junior college which is —
(a)specified in any order made under section 3(1) of the School Boards (Incorporation) Act (Cap. 284A); or
(b)conducted by a governing board constituted under any written law;
“independent school” means a secondary school which is —
(a)specified in any order made under section 3(1) of the School Boards (Incorporation) Act; or
(b)conducted by a governing board constituted under any written law and which is listed under the heading “Independent Schools” in the Schedule to the Education Endowment Scheme (Prescribed Schools) Regulations (Rg 1);
“integrated programme” means an education programme which provides an integrated secondary and pre-university education;
“integrated programme pupil” means a pupil who is enrolled in an integrated programme;
“Integrated Programme Scholarship Test” means the test administered by the Ministry to determine whether an integrated programme pupil qualifies for the award of the Edusave Scholarship for Integrated Programme Schools;
“integrated programme school” means a secondary school or junior college which, on its own or jointly with another secondary school or junior college, conducts an integrated programme;
“junior college” includes any centralised institute or school which offers pre-university education;
“Ministry” means the Ministry of Education;
“non-independent integrated programme school” means an integrated programme school that is a Government secondary school, Government-aided secondary school, Government junior college or Government-aided junior college;
“preliminary examination” means the examination conducted by a secondary school for all secondary four or five pupils in the school before the GCE “O” Level Examination, the results of which are used to determine a pupil’s suitability for provisional enrolment in a junior college;
“Primary School Leaving Examination” means the Primary School Leaving Examination conducted for all primary school pupils at the end of 6 years of primary education for the purpose of assessing their suitability for secondary education;
“pupil” means a pupil who first commences his secondary education during or after 1993 in an independent school, a Government secondary school, a Government-aided secondary school, an independent junior college, a Government junior college or a Government-aided junior college;
“relevant subjects” means the subjects determined by the Minister to be subjects the scores of which are relevant for the purposes of assessing a pupil’s suitability for pre-university education;
“special additional miscellaneous fees” means any additional miscellaneous fees other than those normally payable by a pupil of a Government school or Government-aided school that is not an integrated programme school;
“standard miscellaneous fees” means the standard miscellaneous fees payable by a pupil of a Government school or a Government-aided school under regulation 91(1)(c) of the Education (Schools) Regulations (Cap. 87, Rg 1);
“stream” means —
(a)in relation to a pupil of a primary school —
(i)the English — Mother Tongue 1 stream (EM1);
(ii)the English — Mother Tongue 2 stream (EM2); or
(iii)the English — Mother Tongue 3 stream (EM3); and
(b)in relation to a pupil of a secondary school who is not an integrated programme pupil —
(i)the Special stream;
(ii)the Express stream;
(iii)the Normal (Academic) stream; or
(iv)the Normal (Technical) stream.”.
Amendment of regulation 2
3.  Regulation 2 of the principal Regulations is amended by deleting the definition of “stream” and substituting the following definition:
“ “stream”, in relation to —
(a)a pupil in a primary school; or
(b)a pupil in a secondary school who is not an integrated programme pupil,
means any classification of pupils of his standard in the school in which he is enrolled according to such academic criteria as the Minister may determine.”.
Amendment of regulation 3
4.  Regulation 3 of the principal Regulations is amended —
(a)by inserting, immediately after sub-paragraph (b) of paragraph (1), the following sub-paragraphs:
(ba)the Edusave Scholarship for Integrated Programme Schools;
(bb)the Edusave (Integrated Programme Schools) Yearly Awards;”; and
(b)by inserting, immediately after paragraph (2), the following paragraph:
(2A)  The holder of an Edusave Scholarship for Integrated Programme Schools shall be known as an “Edusave (Integrated Programme Schools) Scholar”.”.
Deletion and substitution of regulation 4
5.  Regulation 4 of the principal Regulations is deleted and the following regulation substituted therefor:
Tenure and value of scholarship
4.—(1)  The Edusave Entrance Scholarship for Independent Schools awarded to an Edusave (Independent Schools) Scholar shall be paid annually to the independent school or independent junior college in which he is enrolled for his secondary education, or secondary and pre-university education under an integrated programme, and shall be tenable for —
(a)the full 4 years of his secondary education; or
(b)where he is an integrated programme pupil (whether at or after the time of the award of the scholarship), the full 6 years of his secondary and pre-university education.
(2)  Subject to regulation 9, the value of the Edusave Entrance Scholarship for Independent Schools awarded to an Edusave (Independent Schools) Scholar for each year of his secondary education or secondary and pre-university education shall be equal to the annual school fees which he has to pay to the independent school or independent junior college in which he is enrolled for that year, less —
(a)the total amount of the school fees and standard miscellaneous fees which he would have had to pay for that year had he been enrolled in a Government secondary school, a Government-aided secondary school, a Government junior college or a Government-aided junior college, as the case may be; and
(b)the amount of any subsidy granted to him in respect of his annual school fees for that year under any special education programme or scholarship administered or offered by the Ministry.”.
Amendment of regulation 5
6.  Regulation 5 of the principal Regulations is amended by deleting paragraph (c) and substituting the following paragraph:
(c)who is seeking to be enrolled at the secondary one level in an independent school or an independent junior college in the following year for his secondary education or secondary and pre-university education under an integrated programme.”.
Amendment of regulation 7
7.  Regulation 7 of the principal Regulations is amended —
(a)by deleting sub-paragraph (b) of paragraph (1) and substituting the following sub-paragraph:
(b)who —
(i)stands among the one-third of all pupils enrolled in independent schools and independent junior colleges who have obtained the highest aggregate scores in the Primary School Leaving Examination in the preceding year; or
(ii)is enrolled in the integrated programme in an independent school or independent junior college and is also eligible for enrolment in the Gifted Education Programme at the secondary one level in that school or junior college.”; and
(b)by deleting the words “who fall outside the percentage specified in paragraph (1)(b)” in paragraph (2) and substituting the words “who do not meet the requirement specified in paragraph (1)(b)(i)”.
Amendment of regulation 8
8.  Regulation 8 of the principal Regulations is amended by inserting, immediately after the word “Ministry” in paragraph (a), the words “(other than the Edusave Scholarship for Integrated Programme Schools)”.
Deletion and substitution of regulation 9
9.  Regulation 9 of the principal Regulations is deleted and the following regulation substituted therefor:
Transfer of Edusave (Independent Schools) Scholar from one school to another
9.  Where an Edusave (Independent Schools) Scholar is transferred from the independent school in which he was enrolled at the time the scholarship was awarded to him or from an independent junior college which conducts an integrated programme jointly with that school to another independent school or independent junior college, the value of the scholarship shall be adjusted according to the annual school fees which he has to pay to the independent school or independent junior college which he is transferred to.”.
Amendment of regulation 10
10.  Regulation 10 of the principal Regulations is amended —
(a)by inserting, immediately after the words “independent school” in paragraph (1), the words “or independent junior college”;
(b)by deleting sub-paragraph (a) of paragraph (1) and substituting the following sub-paragraphs:
(a)left the school or junior college before completing his secondary education or, where he was an integrated programme pupil, pre-university education;
(aa)by reason of death, illness or injury, become unable to complete his secondary education, or, where he was an integrated programme pupil, his secondary or pre-university education;”; and
(c)by deleting paragraph (2) and substituting the following paragraph:
(2)  Where an Edusave (Independent Schools) Scholar is transferred from the independent school in which he was enrolled at the time he was awarded the Edusave Entrance Scholarship for Independent Schools or from an independent junior college which conducts an integrated programme jointly with that school to a Government secondary school, Government-aided secondary school, Government junior college or Government-aided junior college, the scholarship shall be terminated with effect from the date of the transfer.”.
Amendment of regulation 11
11.  Regulation 11 of the principal Regulations is amended —
(a)by deleting the words “enrolled in an independent school” in paragraph (1) and substituting the words “enrolled in an independent school or in an independent junior college for his secondary education or secondary and pre-university education under an integrated programme and”;
(b)by deleting sub-paragraph (c) of paragraph (1) and substituting the following sub-paragraph:
(c)who —
(i)if he is not an integrated programme pupil, stands among the 5% of all pupils in his standard who are not integrated programme pupils and who have obtained the best aggregate scores in the examinations conducted by the independent school in which he is enrolled in that year for those pupils; and
(ii)if he is an integrated programme pupil, stands among the 5% of all integrated programme pupils in his standard who have obtained the best aggregate scores in the examinations conducted by the independent school or independent junior college in which he is enrolled in that year for those integrated programme pupils;”; and
(c)by deleting paragraph (2).
Amendment of regulation 12
12.  Regulation 12 of the principal Regulations is amended —
(a)by inserting, immediately after the words “independent school” in paragraph (1), the words “or independent junior college”;
(b)by deleting the words “or a Government-aided secondary school” in paragraph (1)(a) and substituting the words “, a Government-aided secondary school, a Government junior college or a Government-aided junior college, as the case may be”; and
(c)by deleting sub-paragraph (b) of paragraph (1) and substituting the following sub-paragraph:
(b)the amount of any subsidy granted to him in respect of his annual school fees for that year under any special education programme, scholarship or financial assistance scheme administered or offered by the Ministry.”.
Amendment of regulation 13
13.  Regulation 13 of the principal Regulations is amended by deleting paragraph (1) and substituting the following paragraphs:
(1)  The principal of every independent school shall, as soon as possible after the completion of the examinations held at the end of a year for all pupils enrolled in the school for their secondary education or secondary and pre-university education under an integrated programme, submit to the Ministry a list of pupils who meet the requirements set out in regulation 11.
(1A)  The principal of every independent junior college which offers the integrated programme shall, as soon as possible after the completion of the examinations held at the end of a year for all pupils enrolled in the junior college for their pre-university education or secondary and pre-university education under an integrated programme, submit to the Ministry a list of pupils who meet the requirements set out in regulation 11.”.
New Parts IIIA and IIIB
14.  The principal Regulations are amended by inserting, immediately after regulation 14, the following Parts:
PART IIIA
EDUSAVE SCHOLARSHIPS FOR INTEGRATED PROGRAMME SCHOOLS
Award level
14A.—(1)  The Edusave Scholarship for Integrated Programme Schools may be awarded at any formal insertion point to a pupil who meets the requirements set out in regulations 14D(1) and 14F.
(2)  A provisional Edusave Scholarship for Integrated Programme Schools (referred to in this Part as a provisional scholarship) may be awarded to a pupil who meets the requirements set out in regulations 14D (2) and 14F and who is provisionally enrolled in the integrated programme in an integrated programme school pending the results of his GCE “O” Level Examination.
Tenure and value of scholarship
14B.—(1)  The Edusave Scholarship for Integrated Programme School shall be tenable for the entire duration of the secondary and pre-university education of the Edusave (Integrated Programme Schools) Scholar under an integrated programme and shall be paid annually to the integrated programme school in which he is enrolled.
(2)  Subject to regulation 14H, the value of the scholarship awarded to an Edusave (Integrated Programme Schools) Scholar who is enrolled in an independent integrated programme school for each year of his secondary and pre-university education shall be equal to the annual school fees which he has to pay to that integrated programme school for that year, less —
(a)the total amount of the school fees and standard miscellaneous fees which he would have had to pay for that year had he been enrolled in a non-independent integrated programme school; and
(b)the amount of any subsidy granted to him in respect of his annual school fees for that year under any special education programme or scholarship administered or offered by the Ministry.
(3)  The value of the scholarship awarded to an Edusave (Integrated Programme Schools) Scholar who is enrolled in a non-independent integrated programme school for each year of his secondary and pre-university education shall be equal to the amount of any special additional miscellaneous fees which he has to pay to that school for that year less the total amount of subsidy granted to him in respect of such fees under any special education programme or scholarship administered or offered by the Ministry.
Tenure and value of provisional scholarship
14C.—(1)  The provisional scholarship awarded to an Edusave (Integrated Programme Schools) Scholar who is provisionally enrolled in an integrated programme school shall be tenable for the period for which he is provisionally enrolled in the integrated programme school.
(2)  The value of a provisional scholarship awarded to an Edusave (Integrated Programme Schools) Scholar who is provisionally enrolled in an independent integrated programme school shall be equal to the school fees which he has to pay to that school during the period in which he is provisionally enrolled therein, less —
(a)the total amount of the school fees and standard miscellaneous fees which he would have had to pay during that period had he been enrolled in a non-independent integrated programme school; and
(b)the amount of any subsidy granted to him in respect of his annual school fees for that period under any special education programme or scholarship administered or offered by the Ministry.
(3)  The value of a provisional scholarship awarded to an Edusave (Integrated Programme Schools) Scholar who is provisionally enrolled in a non-independent integrated programme school shall be equal to the amount of the special additional miscellaneous fees which he has to pay to that school for the period during which he is provisionally enrolled therein less the total amount of subsidy granted to him in respect of such fees under any special education programme or scholarship administered or offered by the Ministry.
Eligible pupils
14D.—(1)  The Edusave Scholarship for Integrated Programme Schools shall be open each year to every pupil —
(a)who is a citizen of Singapore;
(b)who —
(i)has obtained outstanding results in the Primary School Leaving Examination in that year and is seeking to be enrolled in the integrated programme at the secondary one level in the following year;
(ii)has obtained outstanding results in the GCE “O” Level Examination in that year and is seeking to be enrolled in the integrated programme at the pre-university one level in the following year; or
(iii)will be enrolled in the integrated programme at any other formal insertion point in the following year or who is already enrolled in the integrated programme; and
(c)who is not an Edusave (Independent Schools) Scholar.
(2)  The provisional scholarship shall be open each year to every pupil who —
(a)is a citizen of Singapore;
(b)has sat for and obtained outstanding results in a preliminary examination in that year and is seeking to be provisionally enrolled in an integrated programme school at the pre-university one level in the following year; and
(c)is not an Edusave (Independent Schools) Scholar.
Application for scholarship
14E.—(1)  The Ministry shall in each year cause to be sent to every pupil who has sat for the Primary School Leaving Examination or the GCE “O” Level Examination in that year, and who meets the requirements set out in regulation 14D (1)(a), (b)(i) or (ii) and (c), an invitation to apply for the Edusave Scholarship for Integrated Programme Schools.
(2)  The Ministry shall in each year cause to be sent to every pupil who has sat for a preliminary examination in that year, and who meets the requirements set out in regulation 14D (2), an invitation to apply for the provisional scholarship.
(3)  The principal of every integrated programme school shall in each year cause to be sent to every pupil who meets the requirements set out in regulation 14D (1)(a), (b)(iii) and (c) an invitation to apply for the Edusave Scholarship for Integrated Programme Schools.
(4)  Every application for the Edusave Scholarship for Integrated Programme Schools shall be in such form as the Ministry may require.
(5)  Such number of copies of the completed application form and such other supporting documents as may be required by the Ministry shall be submitted to the Ministry within such time as may be specified by the Ministry.
Pupils to be awarded Edusave Entrance Scholarships for Integrated Programme Schools
14F.—(1)  The Edusave Scholarship for Integrated Programme Schools (including the provisional scholarship) shall be awarded each year to every pupil —
(a)who has applied for the scholarship in response to an invitation referred to regulation 14E (1), (2) or (3), as the case may be;
(b)who satisfies any of the following criteria at the relevant formal insertion point:
(i)he was enrolled in the Gifted Education Programme in the preceding year and, if the Gifted Education Programme is offered at the formal insertion point at which he is enrolled in the integrated programme in the year the scholarship is awarded, he qualifies for enrolment in the Gifted Education Programme at that formal insertion point as well;
(ii)his aggregate score in the Primary School Leaving Examination in the preceding year is equivalent to that of any of the pupils who stands among the one-third of all pupils enrolled in independent schools who have obtained the highest aggregate scores in the Primary School Leaving Examination in that year;
(iii)he has sat for and passed the Integrated Programme Scholarship Test;
(iv)his aggregate score for the relevant subjects in the GCE “O” Level Examination in the preceding year places him among the 5% of all pupils enrolled in integrated programme schools who have obtained the best aggregate scores for the relevant subjects in the GCE “O” Level Examination in that year;
(v)in the case of a pupil who is to be awarded a provisional scholarship, his aggregate score for the relevant subjects in a preliminary examination in the preceding year places him among the 5% of all pupils provisionally enrolled in integrated programme schools who have obtained the best aggregate scores for the relevant subjects in preliminary examinations in that year; and
(c)who is enrolled in —
(i)an independent integrated programme school; or
(ii)a non-independent integrated programme school that collects any special additional miscellaneous fees.
(2)  In any year where, after an Edusave Scholarship for Integrated Programme Schools has been awarded to every integrated programme pupil who satisfies the requirements set out in paragraph (1), there is any balance of money from the part of the Endowment Fund allocated for the award of such scholarships in that year, the Minister may award an Edusave Scholarship for Integrated Programme Schools to such number as he may determine of the integrated programme pupils who have obtained outstanding results in the Primary School Leaving Examination or the GCE “O” Level Examination in the preceding year but who do not meet the requirement set out in paragraph (1)(b)(ii) or (iv), as the case may be.
(3)  The exact number of the Edusave Scholarships for Integrated Programme Schools to be awarded each year shall be determined by the Minister.
(4)  For the purposes of paragraph (1)(b)(iii), the Minister may determine the minimum score required to constitute a pass in the Integrated Programme Scholarship Test.
Edusave Scholarship for Integrated Programme Schools may be held concurrently with any other scholarship
14G.  A pupil who meets the requirements set out in regulation 14F shall be awarded the Edusave Scholarship for Integrated Programme Schools notwithstanding that —
(a)he is already the holder of or is being considered for any other scholarship (other than the Edusave Scholarship for Independent Schools) or bursary awarded by the Ministry or any public or private body; or
(b)he is in receipt of or is being considered for any study grant or financial assistance provided by the Ministry or any public or private body.
Transfer of Edusave (Integrated Programme Schools) Scholar from one school to another
14H.  Where an Edusave (Integrated Programme Schools) Scholar is transferred from —
(a)the integrated programme school in which he was enrolled at the time the scholarship was awarded to him; or
(b)an integrated programme school which conducts an integrated programme jointly with the school referred to in paragraph (a),
to another integrated programme school, the value of his scholarship shall be adjusted according to the annual school fees or special additional miscellaneous fees which he has to pay to the integrated programme school he is transferred to.
Termination of scholarship
14I.—(1)  Where the Minister receives a report from the principal of an integrated programme school that an Edusave (Integrated Programme Schools) Scholar enrolled therein has —
(a)left school before completing his secondary or pre-university education under the integrated programme;
(b)by reason of death, illness or injury become unable to complete his secondary or pre-university education under the integrated programme;
(c)failed in his examinations;
(d)made such poor or unsatisfactory academic progress as to warrant the termination of the scholarship to him; or
(e)misconducted himself in such a manner as to make it undesirable that he should continue to hold the scholarship,
the Minister shall terminate the scholarship awarded to him with effect from the last payment of the scholarship made before the report was received.
(2)  Where an Edusave (Integrated Programme Schools) Scholar is transferred from an integrated programme school to a secondary school or junior college that is not an integrated programme school, the scholarship shall be terminated with effect from the date of the transfer.
PART IIIB
EDUSAVE (INTEGRATED PROGRAMME SCHOOLS) YEARLY AWARD
Eligible pupils
14J.  The Edusave (Integrated Programme Schools) Yearly Award shall be given each year to every pupil —
(a)who is enrolled in a non-independent integrated programme school which collects any special additional miscellaneous fees;
(b)who is a citizen of Singapore;
(c)who is not an Edusave (Integrated Programme Schools) Scholar;
(d)who stands among the 5% of all the integrated programme pupils in his standard who have obtained the best aggregate scores in the examinations conducted by the integrated programme school in which he is enrolled in that year for those integrated programmed pupils;
(e)who is not in that year enrolled in the Music Elective Programme or Art Elective Programme; and
(f)who has attained a good or better grade for conduct in that year.
Value and payment of award
14K.—(1)  The value of the Edusave (Integrated Programme Schools) Yearly Award given to a pupil who is enrolled in a non-independent integrated programme school shall be equal to the amount of special additional miscellaneous fees which he has to pay to that integrated programme school for the year in respect of which he is given the award less the total amount of subsidy granted to him in respect of such fees under any special education programme, scholarship or financial assistance scheme administered or offered by the Ministry.
(2)  The Edusave (Integrated Programme Schools) Yearly Award shall be paid to every pupil who is given the award at the end of the academic year in respect of which he is given the award.
Principal to submit list of eligible pupils
14L.—(1)  The principal of every non-independent integrated programme school shall, as soon as possible after the completion of the examinations conducted by the school at the end of the year for all integrated programme pupils in that school, submit to the Ministry a list of pupils who meet the requirements of regulation 14J.
(2)  Every list submitted to the Ministry under paragraph (1) shall state —
(a)the full name and such other personal particulars of each of those pupils as the Ministry may require;
(b)the detailed results attained by each of those pupils in the examinations; and
(c)such other particulars as the Ministry may, from time to time, require.
(3)  Upon receipt of the list of pupils under paragraph (1), the Ministry shall cause the necessary arrangements to be made for the award to be given to each pupil named therein.
Edusave (Integrated Programme Schools) Yearly Awards may be given to pupils already holding other scholarships
14M.  A pupil who meets the requirements set out in regulation 14J shall be eligible for the Edusave (Integrated Programme Schools) Yearly Award notwithstanding that —
(a)he is the holder of or is being considered for any other scholarship (other than the Edusave Scholarship for Integrated Programme Schools) or bursary awarded by the Minister or any other public or private body; or
(b)he is in receipt of or is being considered for any study grant or financial assistance provided by the Ministry or any public or private body.”.
Amendment of regulation 15
15.  Regulation 15 of the principal Regulations is amended —
(a)by deleting the words “or a Government-aided secondary school” in paragraph (1) and substituting the words “, Government-aided secondary school, Government junior college or Government-aided junior college for his secondary education”; and
(b)by deleting the words “or the Government-aided secondary school” in paragraph (2) and substituting the words “, Government-aided secondary school, Government junior college or Government-aided junior college”.
Amendment of regulation 16
16.  Regulation 16 of the principal Regulations is amended —
(a)by deleting sub-paragraph (a) of paragraph (1) and substituting the following sub-paragraph:
(a)$500 in the case of a pupil who, subject to paragraph (2), stands among the 5% of all the pupils in his stream and standard in the secondary level of the secondary school or junior college in which he is enrolled who have obtained the best scores in the examinations conducted by the school or junior college for those pupils; and”; and
(b)by deleting paragraph (2) and substituting the following paragraph:
(2)  The principal of every Government secondary school, Government-aided secondary school, Government junior college and Government-aided junior college shall determine the percentage of pupils in each stream enrolled in the secondary level of the secondary school or junior college whose scholarships shall be of the value specified in paragraph (1)(a), except that the number of pupils in each standard who are to be awarded such scholarships shall not exceed 5% of the total number of pupils enrolled in that standard in that school or junior college.”.
Amendment of regulation 17
17.  Regulation 17 of the principal Regulations is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  The principal of every Government secondary school, Government-aided secondary school, Government junior college and Government-aided junior college shall, as soon as possible after the completion of the examinations held at the end of the year for all pupils in the secondary level in the school or junior college, submit to the Ministry a list of pupils who meet the requirements set out in regulation 15 (1).”.
Amendment of regulation 19
18.  Regulation 19 (1) of the principal Regulations is amended —
(a)by deleting the word “and” at the end of sub-paragraph (a); and
(b)by deleting the full-stop at the end of sub-paragraph (b) and substituting the word “; and”, and by inserting immediately thereafter the following paragraph:
(c)who has attained a good or better grade for conduct in that year.”.
