(Public Service Worker)
(Amendment) Order 2021
In exercise of the powers conferred by section 6(6) of the Protection from Harassment Act, the Minister for Home Affairs makes the following Order:
Citation and commencement
1.  This Order is the Protection from Harassment (Public Service Worker) (Amendment) Order 2021 and comes into operation on 7 July 2021.
Amendment of paragraph 2
2.  Paragraph 2 of the Protection from Harassment (Public Service Worker) Order 2014 (G.N. No. S 750/2014) is amended by inserting, immediately after the words “specified in”, the words “Part 1 of”.
Deletion and substitution of Schedule
3.  The Schedule to the Protection from Harassment (Public Service Worker) Order 2014 is deleted and the following Schedule substituted therefor:

Classes of Employees and
Workers and Services Provided
1.  A healthcare professional providing healthcare services to patients at a public healthcare institution, with the permission of or under contract with —
(a)MOH Holdings Pte. Ltd.; or
(b)a cluster HQ, or its subsidiary, which owns or operates the public healthcare institution.
2.  An individual (other than a healthcare professional) providing any service to the public in relation to the provision of healthcare services at a public healthcare institution, under contract with —
(a)MOH Holdings Pte. Ltd.;
(b)a cluster HQ, or its subsidiary, which owns or operates the public healthcare institution; or
(c)an agent or a contractor or sub‑contractor of an organisation mentioned in sub‑paragraph (a) or (b) engaged to provide those services.
3.  An individual performing administrative, security, cleaning or operations services at a public healthcare institution, under contract with —
(a)MOH Holdings Pte. Ltd.;
(b)a cluster HQ, or its subsidiary, which owns or operates the public healthcare institution; or
(c)an agent or a contractor or sub‑contractor of an organisation mentioned in sub‑paragraph (a) or (b) engaged to provide those services.
4.  A healthcare professional providing healthcare services to patients at a specified community hospital, with the permission of or under contract with the person that owns or operates the specified community hospital.
5.  An individual (other than a healthcare professional) providing any service to the public in relation to the provision of healthcare services at a specified community hospital, under contract with —
(a)the person that owns or operates the specified community hospital; or
(b)an agent or a contractor or sub‑contractor of the person mentioned in sub‑paragraph (a) engaged to provide those services.
6.  An individual performing administrative, security, cleaning or operations services at a specified community hospital, under contract with —
(a)the person that owns or operates the specified community hospital; or
(b)an agent or a contractor or sub‑contractor of the person mentioned in sub‑paragraph (a) engaged to provide those services.
7.  An individual providing step‑down care with the permission of or under contract with a specified approved provider.
8.  An individual performing administrative, security, cleaning or operations services at a step‑down care institution under the control and management of a specified approved provider, under contract with —
(a)the specified approved provider; or
(b)an agent or a contractor or sub‑contractor of the specified approved provider engaged to provide those services.
9.—(1)  An individual providing any service mentioned in sub‑paragraph (2), under contract with a social service organisation that is fully or partially funded by the Government or AIC to provide those services.
(2)  The service mentioned in sub‑paragraph (1) is any of the following:
(a)healthcare services;
(b)accommodation, personal care and health care for any person suffering or recovering from any sickness, disability or injury;
(c)personal care and health care during the day for any person mentioned in sub‑paragraph (b);
(d)the referral for, or the coordination or monitoring of, any healthcare services mentioned in sub‑paragraph (a) or any care mentioned in sub‑paragraph (b) or (c);
(e)counselling and related services.
10.  An individual providing administrative, security, cleaning or operations services at any premises where any service mentioned in paragraph 9(2) is provided by a social service organisation mentioned in paragraph 9(1), under contract with —
(a)that social service organisation; or
(b)a contractor or sub‑contractor of that social service organisation engaged to provide the administrative, security, cleaning or operations services, as the case may be.
11.—(1)  An individual providing any service specified in sub‑paragraph (2), under contract with —
(a)AIC; or
(b)a contractor or sub‑contractor of AIC engaged to provide those services.
(2)  The service mentioned in sub‑paragraph (1) is any of the following:
(a)step‑down care;
(b)care referral and coordination and related services;
(c)the provision of information, advice and assistance (including making referrals) to members of the public in relation to healthcare, social care and community care services and financial assistance schemes for the following categories of individuals:
(i)the elderly;
(ii)individuals with mental health conditions;
(iii)caregivers of the elderly or individuals with mental health conditions;
(d)the administration of any scheme to provide financial relief, assistance or support to citizens or permanent residents of Singapore, or any part of them, that is established —
(i)by or under any written law; or
(ii)by the Government or any other public agency in any other manner.
12.—(1)  An individual providing any service specified in sub‑paragraph (2) under a community health programme operated or administered by a cluster HQ or its subsidiary or the HPB, under contract with —
(a)the cluster HQ or its subsidiary or the HPB, as the case may be; or
(b)a social service organisation that is a contractor or sub‑contractor of the cluster HQ or its subsidiary or the HPB (as the case may be) engaged to provide any service in relation to the community health programme.
(2)  The service mentioned in sub‑paragraph (1) is any of the following:
(a)healthcare services;
(b)care services such as palliative care and home nursing care;
(c)any other service provided to support individuals participating in a community health programme to maintain their health and prevent the onset of disease.
13.—(1)  An individual providing any service specified in sub‑paragraph (2) in relation to a blood donation exercise conducted by the HSA or the Singapore Red Cross Society, with the permission of or under contract with —
(a)the HSA or the Singapore Red Cross Society, as the case may be; or
(b)an agent or a contractor or sub‑contractor of the HSA or the Singapore Red Cross Society (as the case may be) engaged to provide that service.
(2)  The service mentioned in sub‑paragraph (1) is either of the following:
(a)the assessment of the health of any individual who wishes to donate blood and the suitability of that individual to donate blood;
(b)the collection of blood from any individual assessed to be suitable to donate blood.
14.—(1)  An individual providing education services for the pupils or students of any educational institution specified in sub‑paragraph (2), with the permission of or under contract with —
(a)the Government; or
(b)any person or organisation which owns or operates, or is responsible for administering or managing, the educational institution.
(2)  The educational institution mentioned in sub‑paragraph (1) is any of the following:
(a)a Government school or Government junior college;
(b)a Government‑aided school or Government‑aided junior college;
(c)an independent school;
(d)an educational institution listed in the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Cap. 87A, Rg 1).
15.  An individual performing administrative, security, cleaning or operations services at an educational institution mentioned in paragraph 14(2), under contract with —
(a)the Government;
(b)any person or organisation which owns or manages, or is responsible for administering or managing, the educational institution; or
(c)an agent or a contractor or sub‑contractor of the Government or a person or an organisation mentioned in sub‑paragraph (b) (as the case may be) engaged to provide those services.
16.  An individual providing education services, caring for any child, or performing administrative, security, cleaning or operations services, at a student care centre located on the premises of a Government primary school or Government‑aided primary school, under contract with —
(a)the operator of the student care centre; or
(b)a contractor or sub‑contractor of that operator engaged to provide that service.
17.  An individual providing education services, caring for any child, or performing administrative, security, cleaning or operations services, at an early childhood development centre operated by the Government, under contract with —
(a)the Government; or
(b)a contractor or sub‑contractor of the Government engaged to provide that service.
18.—(1)  Subject to sub‑paragraph (2), an individual performing any prescribed duty at a specified early childhood development centre.
(2)  The Chief Licensing Officer must have approved the deployment, by the licensee of the specified early childhood development centre, of the individual to perform the prescribed duty under section 25 of the Early Childhood Development Centres Act 2017 (Act 19 of 2017).
(3)  In this paragraph, “prescribed duty” means any duty or class of duties prescribed under section 22 of the Early Childhood Development Centres Act 2017.
19.—(1)  Subject to sub‑paragraph (2), an individual providing any educational service for children at a specified early childhood development centre.
(2)  The Chief Licensing Officer must have approved the engagement, by the licensee of the specified early childhood development centre, of the individual to provide, for a fee or reward, the educational service under section 31 of the Early Childhood Development Centres Act 2017.
20.  An individual performing administrative, security, cleaning or operations services at a specified early childhood development centre, under contract with —
(a)the licensee of the specified early childhood development centre; or
(b)a contractor or sub‑contractor of that licensee engaged to provide that service.
21.—(1)  An employee of a person specified in sub‑paragraph (2) working as a bus driver or a public transport official in relation to a regular route service provided or operated by a specified bus operator, the Government or the LTA, as the case may be.
(2)  The persons mentioned in sub‑paragraph (1) are —
(a)a specified bus operator;
(b)the Government;
(c)the LTA; and
(d)an agent or a contractor or sub‑contractor of a specified bus operator, the Government or the LTA (as the case may be) engaged to operate the regular route service.
22.  An individual, located at a bus interchange serving any regular route service, performing administrative, security, cleaning or operations services in connection with the safe and secure operation of the bus interchange, under contract with —
(a)the bus interchange operator; or
(b)an agent or a contractor or sub‑contractor of the bus interchange operator engaged to provide those services.
23.—(1)  An employee of a person specified in sub‑paragraph (2) working as a train driver, public transport official or other in‑train staff, in relation to a rapid transit system operated by a rapid transit system licensee.
(2)  The persons mentioned in sub‑paragraph (1) are —
(a)the rapid transit system licensee that operates the rapid transit system;
(b)an agent or a contractor or sub‑contractor of the rapid transit system licensee engaged to provide services in connection with the safe and secure operation of the rapid transit system.
24.  An employee of a person specified in paragraph 23(2), located at any railway premises or railway commuter facility, performing administrative, security, cleaning or operations services in respect of a rapid transit system operated by a rapid transit system licensee.
25.  An individual providing ticket payment services to the public within any bus interchange serving any regular route service or railway premises, under contract with —
(a)a ticket payment service licensee; or
(b)an agent or a contractor or sub‑contractor of the ticket payment service licensee engaged to provide those services.
26.—(1)  An individual providing any service specified in sub‑paragraph (2) at a specified airport, with the permission of or under contract with —
(a)Changi Airport Group (Singapore) Pte. Ltd. or its subsidiary; or
(b)a contractor or sub‑contractor of Changi Airport Group (Singapore) Pte. Ltd. or its subsidiary engaged to provide that service.
(2)  The service mentioned in sub‑paragraph (1) is any of the following:
(a)providing information to, or responding to queries from, members of the public about the operation of, and the services provided and amenities available at, the specified airport;
(b)providing information, assistance and support to members of the public in relation to any accident involving any aircraft that arrives at or departs from, or is due to arrive at or depart from, the specified airport;
(c)managing any incident involving the injury of any individual or the loss of any property at the specified airport;
(d)security services at a passenger terminal of the specified airport;
(e)cleaning or operations services;
(f)transporting individuals between 2 or more passenger terminals of the specified airport by bus;
(g)ensuring the supply and managing the movement of taxis at a passenger terminal of the specified airport, and assisting members of the public who wish to hail a taxi;
(h)collecting and moving trolleys within a passenger terminal, or between 2 or more passenger terminals, of the specified airport.
27.—(1)  An individual specified in sub‑paragraph (2) performing any function or duty or exercising any power in relation to the enforcement of any by‑laws made under section 68 of the Civil Aviation Authority of Singapore Act (Cap. 41) in relation to a specified airport.
(2)  The individuals mentioned in sub‑paragraph (1) are —
(a)an authorised airport employee within the meaning given by section 68A(11) of the Civil Aviation Authority of Singapore Act for the specified airport; and
(b)an authorised officer appointed under section 76(1) of that Act.
28.  An individual providing any service in relation to the processing of applications made at a specified airport under the tourist refund scheme established under Part VII of the Goods and Services Tax (General) Regulations (Cap. 117A, Rg 1), under contract with a contractor or sub‑contractor of the Government engaged to process such applications.
29.—(1)  An individual performing any service specified in sub‑paragraph (2) at any specified terminal or pier, under contract with —
(a)the operator of the specified terminal or pier; or
(b)a contractor or sub‑contractor of the operator of the specified terminal or pier engaged to provide that service.
(2)  The service mentioned in sub‑paragraph (1) is any of the following:
(a)providing information, assistance and support to members of the public in relation to any accident involving any vessel that arrives at or departs from, or is due to arrive at or depart from, the specified terminal or pier;
(b)managing any incident involving the injury of any individual or the loss of any property at the specified terminal or pier;
(c)administrative, security, cleaning or operations services.
30.  An authorised driver —
(a)driving a motor vehicle licensed under Part V of the Road Traffic Act (Cap. 276) as a taxi or chauffeured private hire car used in the provision of an on‑demand passenger transport service; or
(b)driving a taxi used in the provision of a street‑hail service.
31.  A cleaner carrying out cleaning work in a public place or a public market under a contract with a cleaning business licensee, in the performance of a cleaning contract between the cleaning business licensee and the Government or any other public agency.
32.  An individual collecting or removing refuse or waste from a public place as a waste collector licensee or under contract with a waste collector licensee or an agent or a contractor or sub‑contractor of the waste collector licensee engaged to provide the refuse or waste collection services.
33.  An individual carrying out the collection or removal of refuse or waste from, or carrying out cleaning work within, any housing estate of the HDB within the Town of a Town Council, under contract with —
(a)the Town Council; or
(b)an agent or a contractor or sub‑contractor of the Town Council engaged to provide the refuse or waste collection services or cleaning services, as the case may be.
34.  An individual performing operations services within any housing estate of the HDB within the Town of a Town Council, under contract with —
(a)the Town Council; or
(b)an agent or a contractor or sub‑contractor of the Town Council engaged to provide the operations services.
35.  Any vector control personnel carrying out vector control work —
(a)under the supervision of an authorised officer appointed under the Control of Vectors and Pesticides Act (Cap. 59); or
(b)under contract with —
(i)the Government or any other public agency (including a Town Council); or
(ii)a contractor or sub‑contractor of the Government or other public agency engaged to carry out the vector control work.
36.  An individual carrying out any work related to vector control, under contract with —
(a)the Government or any other public agency (including a Town Council); or
(b)a contractor or sub‑contractor of the Government or other public agency engaged to carry out that work.
37.—(1)  An individual providing any administrative or support service in relation to the enforcement by an authorised officer of the Environmental Protection and Management Act (Cap. 94A) or any regulations made under that Act in relation to the use of a motor vehicle, under contract with —
(a)the NEA; or
(b)a contractor or sub‑contractor of the NEA engaged to provide that service.
(2)  In sub‑paragraph (1) —
“authorised officer” means an authorised officer appointed under section 3(2) of the Environmental Protection and Management Act;
“support service” includes conducting tests on the exhaust emission of any motor vehicle.
38.—(1)  An individual providing any administrative service in relation to the enforcement by an applicable officer of a specified Act or any regulations made under a specified Act, under contract with —
(a)the NEA; or
(b)a contractor or sub‑contractor of the NEA engaged to provide that service.
(2)  In sub‑paragraph (1) —
“applicable officer” means an authorised officer appointed under section 3(2) of the Environmental Public Health Act (Cap. 95);
“specified Act” means —
(a)the Environmental Public Health Act; or
(b)the Smoking (Prohibition in Certain Places) Act (Cap. 310).
39.  An employee of an emergency ambulance service provider providing emergency ambulance services under section 4(2)(k) of the Civil Defence Act (Cap. 42), in the performance of a contract between the emergency ambulance service provider and the SCDF.
40.  An individual answering calls made to the 995 emergency telephone number, with the permission of or under contract with the SCDF.
41.  An individual providing training in first aid, lifesaving skills and firefighting skills to members of the public, under contract with —
(a)the SCDF; or
(b)a contractor or sub‑contractor of the SCDF engaged to provide the training.
42.  An individual performing administrative services relating to visits (in person or otherwise) by members of the public to persons in custody.
43.—(1)  An individual providing any service in any place mentioned in sub‑paragraph (2), with the authorisation of or under contract with —
(a)the Government; or
(b)a contractor or sub‑contractor of the Government engaged to provide that service.
(2)  The place mentioned in sub‑paragraph (1) is any of the following:
(a)a prison;
(b)a place declared to be an approved institution or a community rehabilitation centre under section 35 of the Misuse of Drugs Act (Cap. 185);
(c)a place declared to be an approved centre under section 18 of the Intoxicating Substances Act (Cap. 146A).
44.—(1)  An individual providing any service mentioned in sub‑paragraph (2) to a person in custody at any place other than a place mentioned in paragraph 43(2), under contract with —
(a)the Government; or
(b)a contractor or sub‑contractor of the Government engaged to provide that service.
(2)  The service mentioned in sub‑paragraph (1) is any of the following:
(a)case management services;
(b)rehabilitation services;
(c)services relating to securing employment or obtaining job training.
45.  An individual providing accommodation, administrative, case management, counselling or operations services to a resident of a halfway house operated by a person appointed by the Government, under contract with —
(a)the operator of the halfway house; or
(b)a contractor or sub‑contractor of that operator engaged to provide those services.
46.—(1)  An individual providing any service mentioned in sub‑paragraph (2) to an ex‑offender, or a family member of any person in custody or an ex‑offender, under contract with a social service organisation fully or partly funded by the Government to provide that service.
(2)  The service mentioned in sub‑paragraph (1) is any of the following:
(a)case management services;
(b)rehabilitation services;
(c)services relating to securing employment or obtaining job training.
47.—(1)  A licensee specified in sub‑paragraph (2) or any employee, agent or contractor of such a licensee —
(a)doing anything which that person is authorised, empowered or required to do under the Electricity Act (Cap. 89A); or
(b)for the purposes of performing the licensee’s duties under that Act or the licensee’s licence.
(2)  The licensees mentioned in sub‑paragraph (1) are —
(a)a market support services licensee;
(b)a transmission agent licensee;
(c)a transmission licensee; and
(d)a retail electricity licensee.
48.—(1)  A licensee specified in sub‑paragraph (2) or any employee, agent or contractor of such a licensee —
(a)doing anything which that person is authorised, empowered or required to do under the Gas Act (Cap. 116A); or
(b)for the purposes of performing the licensee’s duties under that Act or the licensee’s licence.
(2)  The licensees mentioned in sub‑paragraph (1) are —
(a)a gas transport agent;
(b)a gas transporter;
(c)a gas shipper; and
(d)a gas retailer.
49.  An employee or agent or a contractor of, or any person authorised by, the PUB —
(a)doing anything which that person is authorised, empowered or required to do under the Public Utilities Act (Cap. 261) or the Sewerage and Drainage Act (Cap. 294); or
(b)for the purposes of performing the PUB’s duties under either of those Acts.
50.—(1)  An individual providing any social service to the public under any social service programme run, or fully or partially funded, by the Government, the NCSS or an applicable organisation, with the permission of or under contract with —
(a)the Government, the NCSS or the applicable organisation, as the case may be; or
(b)a social service organisation which receives full or partial funding from the Government, the NCSS or the applicable organisation (as the case may be) to run a social service programme which includes that service.
(2)  In sub‑paragraph (1), “applicable organisation” means either of the following organisations:
(a)Kidstart Singapore Ltd.;
(b)SG Enable Ltd.
51.—(1)  An individual providing administrative, security, cleaning or operations services at any premises where any social service is provided to the public under a social service programme mentioned in paragraph 50(1), under contract with —
(a)the Government, the NCSS or an applicable organisation;
(b)a social service organisation mentioned in paragraph 50(1)(b); or
(c)a contractor or sub‑contractor of the Government, the NCSS or applicable organisation or the social service organisation mentioned in paragraph 50(1)(b) (as the case may be) engaged to provide the administrative, security, cleaning or operations services, as the case may be.
(2)  In sub‑paragraph (1), “applicable organisation” has the meaning given by paragraph 50(2).
52.—(1)  An individual providing any service to any resident of a facility specified in sub‑paragraph (2), under contract with —
(a)the operator of the facility; or
(b)a contractor or sub‑contractor of the operator of the facility engaged to provide that service.
(2)  The facility mentioned in sub‑paragraph (1) is any of the following:
(a)a licensed home for children and young persons;
(b)a welfare home established under the Destitute Persons Act (Cap. 78);
(c)a home for the aged licensed under the Homes for the Aged Act (Cap. 126A);
(d)an approved institution approved under the Probation of Offenders Act (Cap. 252);
(e)any of the following premises, the operator of which is fully or partially funded by the Government, the NCSS or SG Enable Ltd.:
(i)an adult disability home;
(ii)an adult disability hostel;
(iii)a community group home;
(iv)a crisis shelter;
(v)a senior group home;
(vi)a transitional shelter.
53.  An individual providing any service to any resident of a home for children and young persons that is operated by the Government, under contract or any other arrangement with —
(a)the Government; or
(b)a contractor or sub‑contractor of the Government engaged to provide the service.
54.  An individual performing administrative, security, cleaning or operations services at a facility specified in paragraph 52(2) or a home for children and young persons that is operated by the Government, under contract with —
(a)the operator of the facility or the Government, as the case may be; or
(b)a contractor or sub‑contractor of the operator of the facility or the Government (as the case may be) engaged to provide that service.
55.  A conciliation officer appointed under section 13(11) of the Maintenance of Parents Act (Cap. 167B) conducting mediation between any individuals in accordance with that Act.
56.  An individual providing information to, or responding to queries from, members of the public about any social services, under contract with —
(a)the Government; or
(b)a contractor or sub‑contractor of the Government engaged to provide that service.
57.  An individual providing any of the following services at a hospital (other than a public healthcare institution), under contract with the owner or operator of that hospital:
(a)conducting or administering an antigen rapid test or a polymerase chain reaction test in relation to any other individual (including obtaining a respiratory specimen from that individual for any such test), the purpose of which is to test for the presence of SARS‑CoV‑2 in that individual;
(b)providing medical care and treatment to any other individual who is, or is suspected to be, infected with COVID‑19;
(c)administrative services in relation to the provision of any service mentioned in sub‑paragraph (a) or (b).
58.  An individual providing any of the following services at a relevant medical clinic, under contract with the owner or operator of that medical clinic:
(a)conducting or administering an antigen rapid test or a polymerase chain reaction test in relation to any other individual (including obtaining a respiratory specimen from that individual for any such test), the purpose of which is to test for the presence of SARS‑CoV‑2 in that individual;
(b)administrative services in relation to the provision of any service mentioned in sub‑paragraph (a).
59.  An individual providing any of the following services at a specified medical clinic, under contract with the owner or operator of that medical clinic:
(a)conducting or administering to any other individual any vaccine for the purpose of providing that individual protection against COVID‑19;
(b)administrative services in relation to the provision of any service mentioned in sub‑paragraph (a).
60.  An individual providing any of the following services at any premises (other than a public healthcare institution, relevant medical clinic or specified medical clinic), under contract with an agent or a contractor or sub‑contractor of the Government engaged to provide that service:
(a)conducting or administering an antigen rapid test or a polymerase chain reaction test in relation to any other individual (including obtaining a respiratory specimen from that individual for any such test), the purpose of which is to test for the presence of SARS‑CoV‑2 in that individual;
(b)administering to any other individual any vaccine for the purpose of providing that individual protection against COVID‑19;
(c)administrative services in relation to the provision of a service mentioned in sub‑paragraph (a) or (b).
61.  An individual (other than an individual mentioned in paragraph 39) conveying any other individual who is, or is suspected to be, infected with COVID‑19 for that individual to receive medical care and treatment or to be placed in isolation or quarantine, under contract with —
(a)the Government; or
(b)an agent or a contractor or sub‑contractor of the Government engaged to provide the transport services.
62.—(1)  An individual providing any service mentioned in sub‑paragraph (2) to any other individual (P) who is subject to a specified order, under contract with —
(a)the Government; or
(b)an agent or a contractor or sub‑contractor of the Government engaged to provide that service.
(2)  The service mentioned in sub‑paragraph (1) is either of the following:
(a)providing healthcare services to P;
(b)administrative services in relation to the provision of the service mentioned in sub‑paragraph (a).
(3)  In this paragraph —
“place of accommodation” has the meaning given by regulation 2 of the Infectious Diseases (COVID‑19 — Stay Orders) Regulations 2020 (G.N. No. S 182/2020);
“specified order”, in relation to an individual, means a requirement for the individual not to leave a place of accommodation because of —
(a)an order made under regulation 3(1) of the Infectious Diseases (COVID‑19 — Stay Orders) Regulations 2020;
(b)regulation 3(2) of the Infectious Diseases (COVID‑19 — Stay Orders) Regulations 2020; or
(c)an order under section 15 or 17 of the Infectious Diseases Act (Cap. 137).
63.—(1)  An individual performing any service mentioned in sub‑paragraph (2) at any specified premises, under contract with —
(a)the owner or occupier of the specified premises; or
(b)a contractor or sub‑contractor of that owner or occupier engaged to provide that service.
(2)  The services mentioned in sub‑paragraph (1) are the following:
(a)assessing any individual, before that individual enters the specified premises, to determine whether the individual is a symptomatic case;
(b)enabling or facilitating contact tracing of any individual entering the specified premises;
(c)refusing entry to the specified premises of any individual who is known or reasonably believed to be a symptomatic case (except where the individual is entering a public healthcare institution to seek medical treatment for a specified symptom), or who refuses to comply with any measure mentioned in sub‑paragraph (a) or (b);
(d)where any individual in the specified premises is found to be a symptomatic case —
(i)providing the individual with a surgical or other mask and requiring the individual to wear the mask;
(ii)except where the individual is entering a public healthcare institution to seek medical treatment for a specified symptom, requiring the individual to immediately leave the specified premises; or
(iii)if the individual is not able to immediately leave the specified premises, isolating the individual;
(e)refusing entry into the specified premises of any individual who is known or reasonably believed to be subject to a movement control measure, except where the individual is entering a public healthcare institution to seek medical treatment for a specified symptom or the specified premises is a place of accommodation that the individual is ordered to go to and not leave under the terms of the individual’s movement control measure.
(3)  In this paragraph —
“mask”, “movement control measure”, “specified symptom” and “symptomatic case” have the meanings given by regulation 2(1) of the COVID‑19 (Temporary Measures) (Control Order) Regulations 2020 (G.N. No. S 254/2020);
“specified premises” means any of the following:
(a)a public healthcare institution;
(b)a specified community hospital;
(c)a step‑down care institution under the control and management of a specified approved provider;
(d)any premises occupied by a social service organisation mentioned in paragraph 9(1) for or in relation to the provision of any service mentioned in paragraph 9(2);
(e)any premises occupied by AIC for or in relation to the provision of any service mentioned in paragraph 11(2);
(f)any premises occupied by the HSA or the Singapore Red Cross Society for or in relation to the provision of a blood donation service;
(g)an educational institution specified in paragraph 14(2);
(h)an early childhood development centre mentioned in paragraph 17;
(i)a specified early childhood development centre;
(j)a bus interchange mentioned in paragraph 22;
(k)a railway premises or railway commuter facility;
(l)a specified airport;
(m)a specified terminal or pier;
(n)a place at which an individual mentioned in paragraph 42 performs administrative services specified in that paragraph;
(o)a place mentioned in paragraph 43(2);
(p)a place (other than a place mentioned in paragraph 43(2)) at which an individual mentioned in paragraph 44 provides any service to a person in custody;
(q)a halfway house mentioned in paragraph 45;
(r)any premises where an individual mentioned in paragraph 50 provides any social service to the public under a social service programme mentioned in that paragraph;
(s)a facility mentioned in paragraph 52(2);
(t)a home for children and young persons mentioned in paragraph 53;
(u)a hospital (other than a public healthcare institution) mentioned in paragraph 57;
(v)a relevant medical clinic;
(w)a specified medical clinic;
(x)any premises (other than any private residence) where an individual mentioned in paragraph 60 provides any service mentioned in that paragraph;
(y)any other premises that is occupied by the Government or a public agency;
“wear” means to wear a mask over and covering the wearer’s nose and mouth, with the mask touching the wearer’s nose, cheeks and chin.
Part 2
Definitions
1.  In this Schedule —
“AIC” means the Agency for Integrated Care Pte. Ltd.;
“approved provider”, “step‑down care” and “step‑down care institution” have the meanings given by the Medical and Elderly Care Endowment Schemes Act (Cap. 173A);
“authorised driver”, in relation to an on‑demand passenger transport service or a street‑hail service, has the meaning given by section 2 of the Point‑to‑Point Passenger Transport Industry Act 2019 (Act 20 of 2019);
“bus interchange”, “bus operator” and “regular route service” have the meanings given by section 2 of the Bus Services Industry Act 2015 (Act 30 of 2015);
“bus interchange operator” means the holder of a licence to operate a bus interchange granted under Part 4 of the Bus Services Industry Act 2015;
“car pool service”, in relation to an authorised driver driving a motor vehicle licensed under Part V of the Road Traffic Act as a taxi or chauffeured private hire car used in the provision of an on‑demand passenger transport service, means a service provided by the authorised driver where —
(a)the carriage of the passenger in the taxi or chauffeured private hire car is incidental to the authorised driver’s use of that vehicle;
(b)the authorised driver informs the passenger, before the start of the carriage, of the authorised driver’s destination;
(c)the authorised driver agrees with the passenger, before the start of the carriage, on the date of, pick‑up and drop‑off points of, and the payment (whether in cash or in kind) for, the carriage;
(d)the amount or the value of any benefit in kind that the authorised driver collects from the passenger as payment does not exceed the cost and expenses incurred for the carriage of the passenger; and
(e)if there is more than one passenger, the aggregate of the amount or the value of any benefit in kind that the authorised driver collects from each of the passengers as payment does not exceed the cost and expenses incurred for the carriage of all the passengers;
“case management service”, in relation to a person in custody or an ex‑offender (P), means the provision, coordination and arrangement of support services for P, or any family member of P, to facilitate P’s reintegration into society;
“Chief Licensing Officer”, in relation to an early childhood development centre, has the meaning given by section 2 of the Early Childhood Development Centres Act 2017;
“cleaner”, “cleaning work”, “public market”, “waste” and “waste collector licensee” have the meanings given by the Environmental Public Health Act;
“cleaning business licensee” means the holder of a cleaning business licence granted under the Environmental Public Health Act;
“clinical laboratory” means any premises used or intended to be used for any type of examination of the human body or of any matter derived from such examination for the purpose of providing information for —
(a)the diagnosis, prevention or treatment of any disease;
(b)the assessment of the health of any person; or
(c)ascertaining the cause of death or the result of any medical or surgical treatment given to any person;
“cluster HQ” means any of the following:
(a)National Healthcare Group Pte. Ltd.;
(b)National University Health System Pte. Ltd.;
(c)Singapore Health Services Pte. Ltd.;
“common property”, in relation to any residential or commercial property in a housing estate of the HDB within the Town of a Town Council, has the meaning given by section 2(1) of the Town Councils Act (Cap. 329A);
“community health programme” means a programme provided or conducted other than in a public healthcare institution for the purposes of maintaining, monitoring and improving the health of individuals in the community;
“contract” means a contract of employment;
“COVID‑19” means the infectious disease known as Coronavirus Disease 2019;
“crisis shelter” means a social service organisation that provides temporary accommodation for victims of family violence;
“early childhood development centre” has the meaning given by section 2 of the Early Childhood Development Centres Act 2017;
“enrolled nurse”, “registered midwife” and “registered nurse” have the meanings given by the Nurses and Midwives Act (Cap. 209);
“family violence” has the meaning given by section 64 of the Women’s Charter (Cap. 353);
“gas retailer”, “gas shipper”, “gas transport agent” and “gas transporter” have the meanings given by the Gas Act;
“Government junior college”, “Government primary school”, “Government school”, “Government‑aided junior college”, “Government‑aided primary school”, “Government‑aided school” and “independent school” have the meanings given by the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) Regulations (Cap. 87A, Rg 4);
“halfway house” means a residential facility that provides services to support the reintegration of persons in custody and ex‑offenders into society;
“HDB” means the Housing and Development Board established under the Housing and Development Act (Cap. 129);
“healthcare establishment” means any premises or conveyance which is used or intended to be used for the provision of any service, or for carrying out any practice or procedure, that is related to the diagnosis, treatment or care of persons suffering from any disease, injury or disability;
“healthcare professional” means —
(a)a registered allied health professional;
(b)a registered dentist or a registered oral health therapist;
(c)a registered medical practitioner;
(d)an enrolled nurse, a registered nurse or a registered midwife;
(e)a registered pharmacist; or
(f)any person under training as a professional specified in paragraph (a), (b), (c), (d) or (e);
“hospital” means any premises used or intended to be used for the reception, lodging and treatment and care of persons who require medical treatment or suffer from any disease, and includes a maternity home and a nursing home;
“HPB” means the Health Promotion Board established under the Health Promotion Board Act (Cap. 122B);
“HSA” means the Health Sciences Authority established under the Health Sciences Authority Act (Cap. 122C);
“licensed home for children and young persons” has the meaning given by section 2(1) of the Children and Young Persons Act (Cap. 38);
“LTA” means the Land Transport Authority of Singapore established under the Land Transport Authority of Singapore Act (Cap. 158A);
“market support services licensee”, “retail electricity licensee”, “transmission agent licensee” and “transmission licensee” have the meanings given by the Electricity Act;
“maternity home” means any premises used or intended to be used for the reception of pregnant women or women immediately after childbirth;
“medical clinic” means any premises used or intended to be used by a healthcare professional —
(a)for the diagnosis or treatment of persons suffering from, or believed to be suffering from, any disease, injury or disability of mind or body; or
(b)for curing or alleviating any abnormal condition of the human body by the application of any apparatus, equipment, instrument or device requiring the use of electricity, heat or light;
“NCSS” means the National Council of Social Service established under the National Council of Social Service Act (Cap. 195A);
“NEA” means the National Environment Agency established under the National Environment Agency Act (Cap. 195);
“nursing home” means any premises, other than a maternity home, used or intended to be used for the reception of, and the provision of nursing for, persons suffering or convalescing from any sickness, injury or infirmity;
“on‑demand passenger transport service” —
(a)has the meaning given by section 4(1) of the Point‑to‑Point Passenger Transport Industry Act 2019; but
(b)excludes a car pool service;
“operations services” —
(a)in relation to any premises or system, includes —
(i)the operation and maintenance of facilities and equipment at those premises or in relation to that system;
(ii)logistics support for events or activities at those premises or in relation to that system; and
(iii)any other related services for the safe, secure or efficient operation of those premises or that system; or
(b)in relation to any housing estate of the HDB within the Town of a Town Council, includes —
(i)the operation and maintenance of any common property of any residential or commercial property in that housing estate;
(ii)logistics support for events or activities at or in relation to that common property; and
(iii)any other related services for the safe, secure or efficient operation of that common property;
“person in custody” means a person under the custody of the Singapore Prison Service pursuant to any written law;
“prison” has the meaning given by section 2 of the Prisons Act (Cap. 247);
“PUB” means the Public Utilities Board reconstituted under the Public Utilities Act (Cap. 261, 1996 Ed.) in force before 1 April 2001 and continued by the Public Utilities Act;
“public healthcare institution” means a clinical laboratory, a healthcare establishment, a medical clinic or a hospital which is owned or operated by a cluster HQ or its subsidiary;
“public place” includes any place, whether privately owned or not, to which the public has access;
“public transport official” has the meaning given by the Public Transport Council Act (Cap. 259B);
“railway commuter facility” and “railway premises” have the meanings given by the Rapid Transit Systems Act (Cap. 263A);
“rapid transit system licensee” means the holder of a licence to operate a rapid transit system granted under section 13 of the Rapid Transit Systems Act;
“registered allied health professional” has the meaning given by the Allied Health Professions Act (Cap. 6B);
“registered dentist” and “registered oral health therapist” have the meanings given by the Dental Registration Act (Cap. 76);
“registered medical practitioner” has the meaning given by the Medical Registration Act (Cap. 174);
“registered pharmacist” has the meaning given by the Pharmacists Registration Act (Cap. 230);
“relevant medical clinic” means a medical clinic that conducts or administers any antigen rapid test or polymerase chain reaction test to any individual, the purpose of which is to test for the presence of SARS‑CoV‑2 in that individual;
“respiratory specimen” includes human biological tissue, saliva or mucus;
“SCDF” means the Singapore Civil Defence Force raised and maintained under section 3 of the Civil Defence Act;
“specified airport” means —
(a)Changi Airport; or
(b)Seletar Airport;
“specified approved provider” means an approved provider specified in Part 3 of this Schedule;
“specified bus operator” means a bus operator that holds a Class 1 bus service licence granted under the Bus Services Industry Act 2015;
“specified community hospital” means any of the following hospitals:
(a)Ang Mo Kio‑Thye Hua Kwan Hospital;
(b)Ren Ci Community Hospital;
(c)St. Andrew’s Community Hospital;
(d)St. Luke’s Hospital;
“specified early childhood development centre” means an early childhood development centre participating in the Anchor Operator or Partner Operator scheme administered by the Early Childhood Development Agency, specified on the Internet website at https://data.gov.sg/dataset/listing‑of‑centres;
“specified medical clinic” means a medical clinic (other than a public healthcare institution) specified on the Internet website at https://vaccine.gov.sg/locations;
“specified terminal or pier” means any of the following:
(a)Changi Ferry Terminal;
(b)Changi Point Ferry Terminal;
(c)International Passenger Terminal at HarbourFront Centre;
(d)Marina Bay Cruise Centre Singapore;
(e)Marina South Pier;
(f)Pasir Panjang Ferry Terminal;
(g)Regional Ferry Terminal at HarbourFront Centre;
(h)Tanah Merah Ferry Terminal;
(i)West Coast Pier;
“street‑hail service” has the meaning given by section 3 of the Point‑to‑Point Passenger Transport Industry Act 2019;
“ticket payment service” has the meaning given by the Public Transport Council Act;
“ticket payment service licensee” means the holder of a ticket payment service licence granted under Part IVB of the Public Transport Council Act;
“Town” and “Town Council” have the meanings given by the Town Councils Act;
“vector control” and “vector control work” have the meanings given by the Control of Vectors and Pesticides Act;
“vector control personnel” means a person who is —
(a)registered as a vector control operator under section 24 of the Control of Vectors and Pesticides Act;
(b)licensed as a vector control technician under section 25 of that Act; or
(c)certified as a vector control worker under section 26 of that Act.
