Smoking (Prohibition in Certain Places)
(Amendment) Regulations 2022
In exercise of the powers conferred by section 11(1) of the Smoking (Prohibition in Certain Places) Act 1992, the National Environment Agency, with the approval of the Minister for Sustainability and the Environment, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Smoking (Prohibition in Certain Places) (Amendment) Regulations 2022 and come into operation on 1 July 2022.
Amendment of First Schedule
2.  In the First Schedule to the Smoking (Prohibition in Certain Places) Regulations 2018 (G.N. No. S 867/2018) —
(a)in Part 3, replace items 6 and 7 with —
“6.The following areas managed by the Public Utilities Board, including all amenities and facilities within each area:
(a)MacRitchie Reservoir Park;
(b)Marina Barrage including the Marina Bridge.
7.The following Active, Beautiful, Clean Waters (ABC Waters) sites managed by the Public Utilities Board:
(a)Lookout Deck at Punggol Reservoir (outside of H2O Residences);
(b)Pang Sua Canal Fishing Deck.
8.Any amenity, facility or feature within the following Active, Beautiful, Clean Waters (ABC Waters) sites managed by the Public Utilities Board, including any boardwalk, shelter, seating gallery or turf area:
(a)ABC Waters @ Lorong 8 Toa Payoh (between Lorong 6 Toa Payoh and Lorong 8 Toa Payoh);
(b)ABC Waters @ Serangoon Reservoir (outside Hougang Capeview);
(c)Alexandra Canal (between Tanglin Road to Delta Road and Zion Road to Kim Seng Road);
(d)Alexandra Canal Subsidiary Drain “F” (between Boon Tiong Road and Zion Road);
(e)Bedok Reservoir;
(f)Bukit Batok Canal (between Bukit Batok West Avenue 2 and Bukit Batok West Avenue 4);
(g)Bukit Batok West Outlet Drain (between Bukit Batok West Avenue 8 and Pan-Island Expressway);
(h)Bukit Timah First Diversion Canal (between Bukit Timah Road and Holland Green);
(i)Chestnut Drive Outlet Drain (between Petir Road and Dairy Farm Crescent);
(j)Communal node at Dawson Road (near Block 92, SkyTerrace @ Dawson);
(k)Communal nodes at Windsor Park Estate;
(l)Geylang River (between Dunman Road and Guillemard Road);
(m)Hougang Avenue 10 Outlet Drain (between Hougang Avenue 4 and Buangkok Drive);
(n)Jurong Lake;
(o)Kallang River (between Upper Boon Keng Road and Sims Avenue);
(p)Kallang River @ Bishan – Ang Mo Kio Park (between Upper Thomson Road and Bishan Road);
(q)Kallang River @ Bishan – Braddell (between Bishan Road and Braddell Road);
(r)Kallang River @ Kolam Ayer ABC Waterfront (between Bendemeer Road and Block 63, Kallang Bahru Ville);
(s)Kallang River @ Potong Pasir (between Potong Pasir Avenue 1 and St Andrew’s Junior School);
(t)Kallang River @ River Vista (between Bendemeer Road and Block 38A, River Vista);
(u)Lorong Halus Wetland (including Serangoon Bridge, also known as Lorong Halus Bridge);
(v)Lower Seletar Family Bay (including the fishing deck);
(w)Pandan Reservoir (including the dyke);
(x)Pang Sua Pond;
(y)Rochor Canal (between Jalan Besar and Crawford Street);
(z)Sengkang Floating Wetland;
(za)Sungei Api Api (between Tampines Expressway and Pasir Ris Drive 3);
(zb)Sungei Pandan (near Sheng Hong Temple);
(zc)Sungei Pandan Kechil (between Ayer Rajah Expressway and West Coast Highway);
(zd)Sungei Pinang (between Hougang Avenue 10 and Upper Serangoon Road);
(ze)Sungei Simpang Kanan (between Canberra Link and Simpang Kiri Park Connector (PCN));
(zf)Sungei Tampines (between Tampines Expressway and Pasir Ris Drive 3);
(zg)Sungei Ulu Pandan (between Clementi Road and Clementi Avenue 4);
(zh)Sungei Whampoa (between Kim Keat Road and Serangoon Road).”;
(b)in Part 4, after item 1, insert —
“2.Kallang River at Bishan – Ang Mo Kio Park (between Upper Thomson Road and Bishan Road).”; and
(c)in Part 5, after item 27, insert —
“27A.  Any of the following beaches:
(a)Changi Beach (starting from Fairy Point Chalet 7 to Changi Ferry Terminal at Changi Ferry Road, including the seawalls and revetments abutting the beach between Nicoll Drive Carpark Nos. 4 and 6);
(b)Coney Island Beach;
(c)East Coast Beach (including any breakwaters, geobag revetments, rock revetments and seawalls that form part of the beach abutting the Road Safety Community Park at East Coast Park Area B to the beach at East Coast Park Area H);
(d)Pasir Ris Beach (including the breakwaters, geobag revetments and rock revetments along the beach);
(e)Punggol Beach (starting from the part of the beach abutting Outward Bound Singapore Reception Centre to the beach abutting the end of Punggol Point Walk, including the Punggol Point Jetty);
(f)Sembawang Beach (including the rock revetment next to Sembawang Jetty);
(g)West Coast Beach.”.
Amendment of Third Schedule
3.  In the Third Schedule to the Smoking (Prohibition in Certain Places) Regulations 2018 —
(a)in item 1, delete paragraph (e); and
(b)in item 2, delete paragraph (e).
