(Environmental Sustainability)
(Amendment) Regulations 2014

In exercise of the powers conferred by section 49 of the Building Control Act, the Minister for National Development hereby makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Building Control (Environmental Sustainability) (Amendment) Regulations 2014 and shall come into operation on 1 September 2014.

Amendment of regulation 2

2. Regulation 2 of the Building Control (Environmental Sustainability) Regulations 2008 (G.N. No. S 199/2008) (referred to in these Regulations as the principal Regulations) is amended —

(a)

by inserting, immediately after the definition of “existing building”, the following definition:

“ “Government Land Sales Programme” means a programme under which State land is sold by or on behalf of the Government for development and through a public selection process;”; and

(b)

by deleting the full-stop at the end of the definition of “residential building” and substituting a semi-colon, and by inserting immediately thereafter the following definition:

“ “State land” has the same meaning as in section 2 of the Singapore Land Authority Act (Cap. 301).”.

Amendment of regulation 4

3. Regulation 4 of the principal Regulations is amended —

(a)

by deleting the words “sub-paragraph (c) or (d)” in paragraph (1)(a) and (b) and substituting in each case the words “sub‑paragraph (c), (d) or (e)”;

(b)

by deleting the word “and” at the end of paragraph (1)(c);

(c)

by deleting the full-stop at the end of sub‑paragraph (d) of paragraph (1) and substituting the word “; and”, and by inserting immediately thereafter the following sub-paragraph:

“(e)

where the building works relate to any building on land sold on or after 1 September 2014 under the Government Land Sales Programme and the building is wholly or partly within an area described in the first column of the Third Schedule — the relevant Green Mark Certification indicated in the second column of the Third Schedule.”; and

(d)

by deleting the words “paragraph (1)(a), (b), (c) or (d)” in paragraphs (2) and (3) and substituting in each case the words “paragraph (1)(a), (b), (c), (d) or (e)”.

New Third Schedule

4. The principal Regulations are amended by inserting, immediately after the Second Schedule, the following Schedule:
