Parking Places
(Urban Redevelopment Authority)
(Amendment) Order 2017
In exercise of the powers conferred by section 9 of the Parking Places Act, the Minister for Transport makes the following Order:
Citation and commencement
1.  This Order is the Parking Places (Urban Redevelopment Authority) (Amendment) Order 2017 and comes into operation on 3 October 2017.
Amendment of paragraph 2
2.  Paragraph 2 of the Parking Places (Urban Redevelopment Authority) Order (O 2) is amended —
(a)by inserting, immediately after the definition of “Deputy Superintendent”, the following definition:
“ “DP app” and “parking session” have the meanings given by the Parking Places (Digital Payment — Parking Charges) Rules 2017 (G.N. No. S 553/2017);”; and
(b)by inserting, immediately after the definition of “operating hours”, the following definition:
“ “parking coupon” has the meaning given by the Parking Places (Coupon Parking) Rules (R 3);”.
Amendment of Schedule
3.  The Schedule to the Parking Places (Urban Redevelopment Authority) Order is amended —
(a)by deleting Parts 1 to 11 and substituting the following Parts:
 
“PART 1
 
Division 1 — Payment by parking coupons
 
Parking Charges:
 
   (1)  For a motor car or a motor vehicle the weight of which unladen does not exceed 1,800 kilograms —
 
(a)Mondays to Saturdays:
 
(i)$1.20 per half hour or part thereof (between 7 a.m. and 5 p.m.).
 
(ii)60 cents per half hour or part thereof (between 5 p.m. and 7 a.m. the following day).
 
(b)Sundays and Public Holidays:
 
 60 cents per half hour or part thereof (between 7 a.m. and 7 a.m. the following day).
 
(c)$5 per night (between 10.30 p.m. and 7 a.m. the following day).
 
   (2)  For a motor vehicle with fewer than 4 wheels and the weight of which unladen does not exceed 400 kilograms —
 
(a)65 cents per day (between 7 a.m. and 10.30 p.m.).
 
(b)65 cents per night (between 10.30 p.m. and 7 a.m. the following day).
 
   (3)  For a motor cycle or a motor scooter occupying 2 motor cycle parking lots and the weight of which unladen does not exceed 400 kilograms —
 
(a)$1.30 per day (between 7 a.m. and 10.30 p.m.).
 
(b)$1.30 per night (between 10.30 p.m. and 7 a.m. the following day).
 
   (4)  For a motor vehicle (not being a motor car) the weight of which unladen exceeds 1,800 kilograms —

Division 2 — Payment by DP app
 
Parking Charges:
 
   (1)  For a motor car or a motor vehicle the weight of which unladen does not exceed 1,800 kilograms —
 
(a)Mondays to Saturdays, subject to a maximum of $20 per parking session per day (between 7 a.m. and 7 a.m. the following day):
 
(i)pro-rated on a per minute basis at the rate of $1.20 per half hour or part thereof (between 7 a.m. and 5 p.m.).
 
(ii)pro-rated on a per minute basis at the rate of 60 cents per half hour or part thereof (between 5 p.m. and 10.30 p.m.).
 
(iii)pro-rated on a per minute basis at the rate of 60 cents per half hour or part thereof (between 10.30 p.m. and 7 a.m. the following day), or $5 per parking session per night (between 10.30 p.m. and 7 a.m. the following day), whichever is the lower.
 
(b)Sundays and Public Holidays, subject to a maximum of $12 per parking session per day (between 7 a.m. and 7 a.m. the following day):
 
(i)pro-rated on a per minute basis at the rate of 60 cents per half hour or part thereof (between 7 a.m. and 10.30 p.m.).
 
(ii)pro-rated on a per minute basis at the rate of 60 cents per half hour or part thereof (between 10.30 p.m. and 7 a.m. the following day), or $5 per parking session per night (between 10.30 p.m. and 7 a.m. the following day), whichever is the lower.
 
   (2)  For a motor vehicle with fewer than 4 wheels and the weight of which unladen does not exceed 400 kilograms —
 
(a)1 cent per 3 minutes or part thereof (between 7 a.m. and 10.30 p.m.), or 65 cents per parking session per day (between 7 a.m. and 10.30 p.m.), whichever is the lower.
 
(b)1 cent per 3 minutes or part thereof (between 10.30 p.m. and 7 a.m. the following day), or 65 cents per parking session per night (between 10.30 p.m. and 7 a.m. the following day), whichever is the lower.
 
   (3)  For a motor cycle or a motor scooter occupying 2 motor cycle parking lots and the weight of which unladen does not exceed 400 kilograms —
 
(a)2 cents per 3 minutes or part thereof (between 7 a.m. and 10.30 p.m.), or $1.30 per parking session per day (between 7 a.m. and 10.30 p.m.), whichever is the lower.
 
(b)2 cents per 3 minutes or part thereof (between 10.30 p.m. and 7 a.m. the following day), or $1.30 per parking session per night (between 10.30 p.m. and 7 a.m. the following day), whichever is the lower.
 
   (4)  For a motor vehicle (not being a motor car) the weight of which unladen exceeds 1,800 kilograms —
 
(a)Mondays to Saturdays, subject to a maximum of $40 per parking session per day (between 7 a.m. and 7 a.m. the following day):
 
(i)pro-rated on a per minute basis at the rate of $2.40 per half hour or part thereof (between 7 a.m. and 5 p.m.).
 
(ii)pro-rated on a per minute basis at the rate of $1.20 per half hour or part thereof (between 5 p.m. and 10.30 p.m.).
 
(iii)pro-rated on a per minute basis at the rate of $1.20 per half hour or part thereof (between 10.30 p.m. and 7 a.m. the following day), or $10 per parking session per night (between 10.30 p.m. and 7 a.m. the following day), whichever is the lower.
 
(b)Sundays and Public Holidays, subject to a maximum of $24 per parking session per day (between 7 a.m. and 7 a.m. the following day):
 
(i)pro-rated on a per minute basis at the rate of $1.20 per half hour or part thereof (between 7 a.m. and 10.30 p.m.).

   (2)  For a motor vehicle with fewer than 4 wheels and the weight of which unladen does not exceed 400 kilograms, $15 per month.
 
   (3)  For a motor cycle or a motor scooter occupying 2 motor cycle parking lots and the weight of which unladen does not exceed 400 kilograms, $30 per month.
 
   (4)  For a motor vehicle (not being a motor car) the weight of which unladen exceeds 1,800 kilograms, $185 per month.
 
PART 2
 
Division 1 — Payment by parking coupons
 
Parking Charges:
 
   (1)  For a motor car or a motor vehicle the weight of which unladen does not exceed 1,800 kilograms —

(b)1 cent per 3 minutes or part thereof (between 10.30 p.m. and 7 a.m. the following day), or 65 cents per parking session per night (between 10.30 p.m. and 7 a.m. the following day), whichever is the lower.
 
   (3)  For a motor cycle or a motor scooter occupying 2 motor cycle parking lots and the weight of which unladen does not exceed 400 kilograms —
 
(a)2 cents per 3 minutes or part thereof (between 7 a.m. and 10.30 p.m.), or $1.30 per parking session per day (between 7 a.m. and 10.30 p.m.), whichever is the lower.
 
(b)2 cents per 3 minutes or part thereof (between 10.30 p.m. and 7 a.m. the following day), or $1.30 per parking session per night (between 10.30 p.m. and 7 a.m. the following day), whichever is the lower.
 
   (4)  For a motor vehicle (not being a motor car) the weight of which unladen exceeds 1,800 kilograms —
 
(a)Mondays to Saturdays, subject to a maximum of $40 per parking session per day (between 7 a.m. and 7 a.m. the following day):
 
(i)pro-rated on a per minute basis at the rate of $2.40 per half hour or part thereof (between 7 a.m. and 5 p.m.).
 
(ii)pro-rated on a per minute basis at the rate of $1.20 per half hour or part thereof (between 5 p.m. and 10.30 p.m.).
 
(iii)pro-rated on a per minute basis at the rate of $1.20 per half hour or part thereof (between 10.30 p.m. and 7 a.m. the following day), or $10 per parking session per night (between 10.30 p.m. and 7 a.m. the following day), whichever is the lower.
 
(b)Sundays and Public Holidays, subject to a maximum of $24 per parking session per day (between 7 a.m. and 7 a.m. the following day):

   (1)  For a motor car or a motor vehicle the weight of which unladen does not exceed 1,800 kilograms, $100 per month.
 
   (2)  For a motor vehicle with fewer than 4 wheels and the weight of which unladen does not exceed 400 kilograms, $15 per month.
 
   (3)  For a motor cycle or a motor scooter occupying 2 motor cycle parking lots and the weight of which unladen does not exceed 400 kilograms, $30 per month.
 
   (4)  For a motor vehicle (not being a motor car) the weight of which unladen exceeds 1,800 kilograms —
 
(a)$130 per month where the parking places are located within 3 kilometres of housing estates.
 
(b)$120 per month where the parking places are located beyond 3 kilometres of housing estates.
 
   (5)  For a trailer or crane the weight of which unladen exceeds 20,000 kilograms, $130 per month.
 
PART 31
 
Division 1 — Payment by parking coupons
 
Parking Charges:
 
   (1)  For a motor car or a motor vehicle the weight of which unladen does not exceed 1,800 kilograms —

   (4)  For a motor vehicle (not being a motor car) the weight of which unladen exceeds 1,800 kilograms, $185 per month.
