Environmental Public Health Act
(Chapter 95)
Environmental Public Health (General Waste Collection) (Amendment) Regulations 2008
In exercise of the powers conferred by section 111 of the Environmental Public Health Act, the National Environment Agency, with the approval of the Minister for the Environment and Water Resources, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Environmental Public Health (General Waste Collection) (Amendment) Regulations 2008 and shall come into operation on 1st November 2008.
Amendment of regulation 2
2.  Regulation 2 of the Environmental Public Health (General Waste Collection) Regulations (Rg 12) (referred to in these Regulations as the principal Regulations) is amended —
(a)by deleting the word “and” at the end of paragraph (e) of the definition of “general waste”;
(b)by deleting the full-stop at the end of paragraph (f) of the definition of “general waste” and substituting the word “; and”, and by inserting immediately thereafter the following paragraph:
(g)recyclables that have been deposited in any receptacle —
(i)referred to in section 10(1)(c) of the Act; or
(ii)provided in any residential property for the purpose of recycling;”;
(c)by deleting the full-stop at the end of the definition of “non-incinerable waste” and substituting a semi-colon, and by inserting immediately thereafter the following definition:
“ “residential property” means —
(a)any house, building or other premises or any part thereof which is permitted to be used under the Planning Act (Cap. 232) or any written law as a dwelling-house or which is lawfully so used; or
(b)any land zoned in the Master Plan for solely residential purposes or for mixed purposes, one of which shall be residential.”; and
(d)by renumbering the regulation as paragraph (1) of that regulation, and by inserting immediately thereafter the following paragraph:
(2)  The refuse, waste or material specified in the First Schedule are prescribed for the purpose of the definition of “recyclable” in section 2 of the Act.”.
Amendment of regulation 4
3.  Regulation 4(2) of the principal Regulations is amended —
(a)by deleting the word “and” at the end of sub-paragraph (b); and
(b)by deleting the full-stop at the end of sub-paragraph (c) and substituting the word “; and”, and by inserting immediately thereafter the following sub-paragraph:
(d)where recyclables are to be collected and conveyed —
(i)the type of receptacles used by the applicant for collection of recyclables;
(ii)the frequency of collection of recyclables; and
(iii)the recycling facility or facilities where the recyclables collected by the applicant are to be sent to.”.
Amendment of regulation 6
4.  Regulation 6 of the principal Regulations is amended —
(a)by deleting the words “waste collection vehicles” in paragraph (a) and substituting the words “collection vehicles”; and
(b)by deleting the words “waste collection service” in paragraph (b) and substituting the words “collection service for general waste”.
Amendment of regulation 14
5.  Regulation 14 of the principal Regulations is amended —
(a)by deleting the words “waste collection vehicles” and substituting the words “vehicles for the collection of general waste”; and
(b)by deleting the words “waste collection vehicles” in the regulation heading and substituting the words “collection vehicles for general waste”.
Amendment of regulation 15
6.  Regulation 15 of the principal Regulations is amended —
(a)by deleting the word “waste” in paragraph (1) and substituting the words “general waste”; and
(b)by deleting the word “waste” in the regulation heading and substituting the words “general waste”.
Amendment of regulation 17
7.  Regulation 17(4) of the principal Regulations is amended by deleting the word “waste” and substituting the words “general waste”.
Amendment of regulation 17A
8.  The principal Regulations are amended by renumbering regulation 17A as paragraph (1) of that regulation, and by inserting immediately thereafter the following paragraph:
(2)  Any person who collects recyclables that have been deposited in any receptacle —
(a)referred to in section 10(1)(c) of the Act; or
(b)provided in any residential property for the purpose of recycling,
shall transport such recyclables to a recycling facility.”.
Amendment of regulation 18
9.  Regulation 18 of the principal Regulations is amended —
(a)by deleting the words “waste collection service” in paragraph (1) and substituting the words “collection service for general waste”;
(b)by deleting the word “waste” in paragraph (1)(a) and (d) and substituting in each case the words “general waste”;
(c)by deleting the word “and” at the end of paragraph (1)(d);
(d)by deleting the full-stop at the end of sub-paragraph (e) of paragraph (1) and substituting the word “; and”, and by inserting immediately thereafter the following sub-paragraph:
(f)type and quantity of receptacles for the deposit of recyclables.”; and
(e)by deleting the words “waste collection service” in the regulation heading and substituting the words “collection service for general waste”.
New First Schedule
10.  The principal Regulations are amended by inserting, immediately after regulation 22, the following Schedule:

1. Paper products
 
Newspaper, computer printouts, writing paper, envelopes, car park coupons, brochures or pamphlets, magazines, books, cardboard and paper packaging (such as cereal boxes and drink cartons) and other paper products but excluding tissue paper and paper food wrappers.
2. Metal products
 
Cans or containers made of metal such as soft drink cans, beer cans, milk powder tins and food cans.
3. Plastic products
 
Bottles or containers made of plastic such as detergent containers, milk containers, mineral water bottles, soft drink bottles, juice bottles, plastic bags, plastic packaging and other plastic products but excluding styrofoam, disposable cutleries and crockeries.
4. Glass products
 
Jars, wine bottles and beer bottles but excluding light bulbs, window glass, porcelain, ceramic and fish tanks.”.
Amendment of Schedule
11.  The existing Schedule to the principal Regulations is amended —
(a)by inserting, immediately after item (2) under Class A, the following item:
(3)  Recyclables that have been deposited in any receptacle —
(a)referred to in section 10(1)(c) of the Act; or
(b)provided in any residential property for the purpose of recycling.”; and
(b)by renaming that Schedule as the Second Schedule.
Miscellaneous amendments
12.  The principal Regulations are amended —
(a)by deleting the word “Commissioner” wherever it appears in the following regulations and substituting in each case the word “Director-General”:
Regulations 2(1) (definition of “code of practice”), 4, 6, 7, 8 to 11, 12 (including the regulation heading), 13, 17(3) and (4), 19 and 21; and
(b)by deleting the word “Schedule” in regulations 8, 9 and 10 and substituting in each case the words “Second Schedule”.
