Employment of Foreign Manpower
(Levy) (Amendment No. 3) Order 2019

In exercise of the powers conferred by section 11(1) of the Employment of Foreign Manpower Act, the Minister for Manpower makes the following Order:

Citation and commencement

1. This Order is the Employment of Foreign Manpower (Levy) (Amendment No. 3) Order 2019 and comes into operation on 1 September 2019.

Amendment of paragraph 16

2. Paragraph 16 of the Employment of Foreign Manpower (Levy) Order 2011 (G.N. No. S 371/2011) (called in this Order the principal Order) is amended —

(a)

by deleting the words “or (f)” in sub‑paragraphs (1)(a), (5) and (6) and substituting in each case the words “, (f) or (g)”;

(b)

by deleting the word “or” at the end of sub‑paragraph (2)(e)(iii); and

(c)

by deleting the full‑stop at the end of sub‑paragraph (f) of sub‑paragraph (2) and substituting the word “; or”, and by inserting immediately thereafter the following sub‑paragraph:

“(g)

in relation to an employer of a domestic worker —

(i)

the employer resides at his registered residential address with an individual who is a citizen of Singapore and who —

(A)	has a disability and is certified by an assessor approved by Agency for Integrated Care Pte. Ltd. or such institution as the Controller may determine to require full‑time caregiver assistance in performing activities of daily living;
(B)	is 67 years of age or older; or
(C)	is below 16 years of age;

(ii)

the registered residential address of the employer is the same as the registered residential address of the individual; and

(iii)

the domestic worker concerned is employed by the employer to provide caregiver assistance for an individual mentioned in sub‑paragraph (i)(A), (B) or (C).”.

Amendment of paragraph 17

3. Paragraph 17 of the principal Order is amended —

(a)	by deleting the words “to (f)” in sub‑paragraph (2) and substituting the words “to (g)”; and
(b)	by inserting, immediately after the word “sibling‑in‑law,” in sub‑paragraph (3), the words “or an individual mentioned in paragraph 16(2)(g)(i)(A), (B) or (C),”.

Amendment of paragraph 18

4. Paragraph 18(3) of the principal Order is amended by inserting, immediately after the words “paragraph 16(2)(d)”, the words “or (g)”.
