Education Endowment and Savings Schemes Act
(Chapter 87A)
Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) (Amendment) Regulations 2010
In exercise of the powers conferred by section 24 of the Education Endowment and Savings Schemes Act, the Minister for Education hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) (Amendment) Regulations 2010 and shall come into operation on 15th October 2010.
Amendment of regulation 2
2.  Regulation 2 of the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) Regulations (Rg 4, 2010 Ed.) (referred to in these Regulations as the principal Regulations) is amended —
(a)by deleting the definition of “preliminary examination”; and
(b)by inserting, immediately after the definition of “special additional miscellaneous fees”, the following definition:
“ “special education school” means an educational institution set out in Part II of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Rg 1);”.
Amendment of regulation 3
3.  Regulation 3 of the principal Regulations is amended —
(a)by deleting the word “or” at the end of paragraph (c)(ii); and
(b)by deleting the full-stop at the end of sub-paragraph (iii) of paragraph (c) and substituting the word “; or”, and by inserting immediately thereafter the following sub-paragraph:
(iv)any special education school determined by the Minister.”.
Amendment of regulation 4
4.  Regulation 4(1) of the principal Regulations is amended —
(a)by deleting sub-paragraph (g) and substituting the following sub-paragraph:
(g)the Edusave Merit Bursaries and Community Education Award Scheme;”;
(b)by deleting the word “and” at the end of sub-paragraph (h); and
(c)by deleting the full-stop at the end of sub-paragraph (i) and substituting the word “; and”, and by inserting immediately thereafter the following sub-paragraph:
(j)the Achievement Awards for Special Education Schools.”.
Amendment of regulation 13
5.  Regulation 13 of the principal Regulations is amended by deleting paragraph (2).
Deletion of regulation 15
6.  Regulation 15 of the principal Regulations is deleted.
Amendment of regulation 16
7.  Regulation 16 of the principal Regulations is amended by deleting paragraph (2).
Amendment of regulation 17
8.  Regulation 17 of the principal Regulations is amended —
(a)by deleting the words “(including the provisional Scholarship)” in paragraph (1);
(b)by deleting the words “or (2)” in paragraphs (1)(a) and (2);
(c)by inserting, at the end of paragraph (2)(b)(iv), the word “and”; and
(d)by deleting sub-paragraph (v) of paragraph (2)(b).
New Part XA
9.  The principal Regulations are amended by inserting, immediately after regulation 38, the following Part:
PART XA
ACHIEVEMENT AWARDS FOR
SPECIAL EDUCATION SCHOOLS
Pupils eligible for Achievement Awards for Special Education Schools
38A.  The Achievement Award for Special Education School shall be given each year to every pupil aged 6 years or above who —
(a)is enrolled in a special education school;
(b)is a citizen of Singapore; and
(c)has met all other criteria set by the special education school.
Value and payment of Achievement Awards for Special Education Schools
38B.—(1)  The value of the Achievement Awards for Special Education Schools awarded each academic year in a special education school shall not exceed the amount determined by the Minister.
(2)  The total value of all awards given by a special education school in a year shall not exceed the grant determined by the Minister for the purpose in that year.
(3)  The Achievement Award for Special Education School shall be paid to every pupil who is given the Award at the end of the academic year in respect of which he is given the Award.”.
Amendment of Schedule
10.  The Schedule to the principal Regulations is amended by deleting item 4.
