(Volvo Diesel Hybrid Bus Trial)
(Exemption) Order 2014
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport hereby makes the following Order:
Citation
1.  This Order may be cited as the Road Traffic (Volvo Diesel Hybrid Bus Trial) (Exemption) Order 2014.
Definitions
2.  In this Order —
“bus service licence” means a bus service licence granted under Part IV of the Public Transport Council Act (Cap. 259B);
“Council” means the Public Transport Council established under section 3 of the Public Transport Council Act;
“DHB” means the Volvo B5RH diesel hybrid bus which —
(a)is distributed in Singapore by Volvo; and
(b)is used by SBST or Volvo during the conduct of the Volvo Diesel Hybrid Bus Trial for the purposes of testing and developing the use of diesel hybrid technology in omnibus operations;
“relevant period” means the period from 15 September 2014 to 14 September 2015 (both dates inclusive);
“SBST” means SBS Transit Ltd;
“Volvo” means Volvo East Asia (Pte) Ltd;
“specified bus service” means SBST bus service 143, 143A, 174, 174e, 185, 334 or 506;
“specified route” means the route or routes on which a specified bus service is to be provided by SBST under its bus service licence.
Exemption
3.—(1)  Subject to this paragraph, rules 75(3) and 77(1)(d) and Part IIIA of the Road Traffic (Motor Vehicles, Construction and Use) Rules (R 9) shall not apply to or in relation to the DHB that is used on any road along the specified route during the relevant period.
(2)  There must be in force, at all times in relation to the use of the DHB on any road along the specified route, a policy of insurance insuring against any liability in respect of the death of, or bodily injury sustained by, any person caused by or arising out of the use of the DHB.
(3)  The policy of insurance referred to in sub-paragraph (2) must be issued by an insurer who at the time the policy is issued is lawfully carrying on insurance business in Singapore.
(4)  The DHB must, at all times when it is used on a road along the specified route, be operated by a person who —
(a)holds a vocational licence issued under section 110 of the Act authorising the person to drive an omnibus;
(b)has completed a course designed to familiarise the person with operating the DHB; and
(c)is adequately trained to operate the DHB.
(5)  Volvo or SBST must ensure that —
(a)where the DHB is used to provide any of the specified bus services, it is used as such only in place of an omnibus which is not constructed or adapted to provide access to wheelchair users;
(b)the use of the DHB on any road along a specified route complies with —
(i)all the provisions of the Act; and
(ii)subject to sub‑paragraph (1), all subsidiary legislation made thereunder; and
(c)the DHB is fitted with such safety features and is maintained in such manner as are required by the Authority.
