Education Endowment and Savings Schemes
(Scholarships, Bursaries and Awards)
(Amendment) Regulations 2012

In exercise of the powers conferred by section 24 of the Education Endowment and Savings Schemes Act, the Minister for Education hereby makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) (Amendment) Regulations 2012 and shall be deemed to have come into operation on 1st January 2012.

Amendment of regulation 2

2. Regulation 2 of the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) Regulations (Rg 4) (referred to in these Regulations as the principal Regulations) is amended —

(a)

by deleting the definitions of “core co‑curricula activities” and “course” and substituting the following definition:

“ “course” means —

(a)	in relation to a pupil of a secondary school, such course offered by the secondary school as the Minister may approve for the purposes of this Part;
(b)	in relation to a pupil of a junior college, such course offered by the junior college as the Minister may approve for the purposes of this Part; and
(c)	in relation to a pupil of the Institute of Technical Education or a specified educational institution, such course offered by the Institute of Technical Education or specified educational institution as the Minister may approve for the purposes of this Part;”;

(b)

by deleting the word “stream” in paragraph (a) of the definition of “relevant examinations” and substituting the word “course”;

(c)

by deleting the semi‑colon at the end of the definition of “standard miscellaneous fees” and substituting a full‑stop; and

(d)

by deleting the definition of “stream”.

Amendment of regulation 4

3. Regulation 4(1) of the principal Regulations is amended —

(a)

by inserting, immediately after the word “the” in sub‑paragraph (h), the word “Edusave”;

(b)

by deleting the word “and” at the end of sub‑paragraph (i); and

(c)

by deleting the full-stop at the end of sub‑paragraph (j) and substituting the word “; and”, and by inserting immediately thereafter the following sub-paragraph:

“(k)	the Edusave Character Award.”.

Amendment of regulation 23

4. Regulation 23 of the principal Regulations is amended —

(a)

by inserting, immediately after sub-paragraph (b) of paragraph (1), the following sub-paragraph:

“(ba)

has passed the relevant examinations conducted in that year by the educational institution in which he is enrolled or of which he is a full‑time pupil;”; and

(b)

by deleting the word “stream” wherever it appears in paragraph (2) and substituting in each case the word “course”.

Deletion and substitution of regulation 24

5. Regulation 24 of the principal Regulations is deleted and the following regulation substituted therefor:

“Value and payment of Edusave Scholarships for Secondary Schools

24.—(1) The value of the Edusave Scholarship for Secondary Schools awarded each academic year to an Edusave (Secondary Schools) Scholar shall be as specified in item 6 of the Schedule.

(2) The Edusave Scholarship for Secondary Schools shall be paid to the Edusave (Secondary Schools) Scholar as soon as practicable after the completion of the selection process for the academic year in respect of which he is awarded the scholarship and, in any event, shall be paid no later than in the month of June in the following academic year.”.

Amendment of regulation 26

6. Regulation 26 of the principal Regulations is amended —

(a)

by inserting, immediately after sub‑paragraph (b) of paragraph (1), the following sub-paragraph:

“(ba)

has passed the relevant examinations conducted in that year by the educational institution in which he is enrolled or of which he is a full‑time pupil;”; and

(b)

by deleting paragraph (2) and substituting the following paragraph:

“(2) In this regulation, “qualifying score” means the lowest aggregate score which is obtained by any pupil standing among the 10% of all pupils at the same standard who have obtained the highest aggregate scores in the examinations conducted by the primary school in which he is enrolled in that year for pupils in that standard.”.

Deletion and substitution of regulation 27

7. Regulation 27 of the principal Regulations is deleted and the following regulation substituted therefor:

“Value and payment of Edusave Scholarships for Primary Schools

27.—(1) The value of the Edusave Scholarship for Primary Schools awarded each year to an Edusave (Primary Schools) Scholar shall be as specified in item 7 of the Schedule.

(2) The Edusave Scholarship for Primary Schools shall be paid to the Edusave (Primary Schools) Scholar as soon as practicable after the completion of the selection process for the academic year in respect of which he is awarded the scholarship and, in any event, shall be paid no later than in the month of June in the following academic year.”.

Amendment of regulation 29

8. Regulation 29 of the principal Regulations is amended —

(a)

by inserting, immediately after the definition of “constituency”, the following definition:

“ “gross monthly household income”, in relation to the household in which an applicant lives, means the sum total of the gross monthly income payable for any month to the applicant’s parents, unmarried siblings and grandparents living in the same household as the applicant;”; and

(b)

by deleting the full‑stop at the end of the definition of “group representation constituency” and substituting a semi-colon, and by inserting immediately thereafter the following definition:

“ “per capita gross monthly household income”, in relation to the household in which an applicant lives, means the gross monthly household income of the household divided by the total number of the following persons living in the same household as the applicant:

(a)	the applicant;
(b)	his parents;
(c)	his unmarried siblings;
(d)	his grandparents.”.

Amendment of regulation 30

9. Regulation 30 of the principal Regulations is amended —

(a)

by deleting paragraph (c) and substituting the following paragraph:

“(c)

he is living in a household of which —

(i)	the gross monthly household income for either the month in which the application is made or the preceding month does not exceed $5,000; or
(ii)	the per capita gross monthly household income for either the month in which the application is made or the preceding month does not exceed $1,250;”;

(b)

by deleting the full‑stop at the end of paragraph (d) and substituting a semi‑colon, and by inserting immediately thereafter the following paragraphs:

“(e)	he has passed the relevant examinations conducted in that year by the educational institution in which he is enrolled or of which he is a full‑time pupil; and
(f)	he has obtained the qualifying score.”; and

(c)

by renumbering the regulation as paragraph (1) of that regulation, and by inserting immediately thereafter the following paragraph:

“(2) In this regulation, “qualifying score”, in relation to an applicant, means the lowest aggregate score which is obtained by any pupil standing among the 25% of all pupils in the same course and at the same standard as the applicant who have obtained the highest aggregate scores in the examinations conducted by the school, independent school, junior college, independent junior college, Institute of Technical Education or specified educational institution referred to in paragraph (1)(a) in which he is enrolled or of which he is a full‑time pupil.”.

Amendment of regulation 31

10. Regulation 31 of the principal Regulations is amended by deleting paragraph (2) and substituting the following paragraph:

“(2) The Edusave Merit Bursary shall be paid to every pupil who is selected therefor as soon as practicable after the completion of the selection process and, in any event, shall be paid within 4 months from the date of an application made under regulation 32, for the academic year in respect of which he is awarded the Bursary.”.

Amendment of regulation 32

11. Regulation 32(1) of the principal Regulations is amended by deleting the words “gross incomes of the parents of the pupil and of every sibling of the pupil who is” in sub‑paragraph (a) and substituting the words “names and gross monthly incomes of the pupil’s parents, unmarried siblings and grandparents who are”.

Amendment of regulation 33

12. Regulation 33 of the principal Regulations is amended by deleting paragraph (2) and substituting the following paragraph:

“(2) No applicant shall be awarded the Edusave Merit Bursary unless the Bursary Committee is satisfied that he is living in a household of which —

(a)	the gross monthly household income for either the month in which the application is made or the preceding month does not exceed $5,000; or
(b)	the per capita gross monthly household income for either the month in which the application is made or the preceding month does not exceed $1,250.”.

Deletion and substitution of Part IX

13. Part IX of the principal Regulations is deleted and the following Part substituted therefor:

“PART IX

EDUSAVE GOOD PROGRESS AWARDS

Pupils eligible for Edusave Good Progress Awards

35.—(1) Subject to paragraphs (2) and (3), a pupil shall be eligible for the Edusave Good Progress Award in any year if he —

(a)

is —

(i)	enrolled in any Government school, Government‑aided school, independent school, Government junior college, Government-aided junior college or independent junior college; or
(ii)	a full‑time pupil of the Institute of Technical Education or any specified educational institution;

(b)

is a citizen of Singapore;

(c)

has passed the relevant examinations conducted in that year by the educational institution in which he is enrolled or of which he is a full‑time pupil; and

(d)

has attained at least a good grade for conduct in that year.

(2) Notwithstanding paragraph (1), a pupil in primary one will not be eligible for an Edusave Good Progress Award.

(3) Notwithstanding paragraph (1), a pupil who —

(a)	is enrolled in an integrated programme in a secondary school or junior college; and
(b)	is undergoing secondary education in that secondary school or junior college,

will not be eligible for an Edusave Good Progress Award in the first year that he is enrolled in the integrated programme, unless the principal of that secondary school or junior college determines, in accordance with such guidelines as the Minister may issue, that there is an appropriate basis for comparing the pupil’s ranking in the relevant examinations conducted by that secondary school or junior college in that year and the pupil’s ranking in the relevant examinations taken by the pupil in the previous year.

Value and payment of Edusave Good Progress Awards

36.—(1) The value of the Edusave Good Progress Award shall be as specified in item 9 of the Schedule.

(2) The Edusave Good Progress Award shall be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, shall be paid no later than in the month of June in the following academic year.”.

Amendment of regulation 37

14. Regulation 37 of the principal Regulations is amended by deleting paragraph (2).

Amendment of regulation 38

15. Regulation 38 of the principal Regulations is amended by deleting paragraph (2) and substituting the following paragraph:

“(2) The Edusave Award for Achievement, Good Leadership and Service shall be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, shall be paid no later than in the month of June in the following academic year.”.

New Part XB

16. The principal Regulations are amended by inserting, immediately after regulation 38B, the following Part:

“PART XB

EDUSAVE CHARACTER AWARDS

Pupils eligible for Edusave Character Awards

38C. A pupil shall be eligible for the Edusave Character Award in any year if he —

(a)

is —

(i)	enrolled in any Government school, Government‑aided school, independent school, Government junior college, Government-aided junior college or independent junior college; or
(ii)	a full‑time pupil of the Institute of Technical Education or any specified educational institution;

(b)

is a citizen of Singapore; and

(c)

has attained at least a good grade for conduct in that year.

Value and payment of Edusave Character Awards

38D.—(1) The value of the Edusave Character Award shall be as specified in item 11 of the Schedule.

(2) The Edusave Character Award shall be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, shall be paid no later than in the month of June in the following academic year.”.

Amendment of Schedule

17. The Schedule to the principal Regulations is amended —

(a)

by deleting items 6 and 7 and substituting the following items:

(b)

by inserting, immediately before the words “Good Progress Award” under the heading “Description” in item 9, the word “Edusave”;

(c)

by deleting “$150” under the heading “Value” in item 10(a) and substituting “$250”;

(d)

by deleting “$200” under the heading “Value” in item 10(b) and substituting “$350”;

(e)

by deleting “$200” under the heading “Value” in item 10(c) and substituting “$400”;

(f)

by deleting “$200.” under the heading “Value” in item 10(d) and substituting “$500”; and

(g)

by inserting, immediately after item 10, the following item:

(a)

38D

Where given to a pupil enrolled in a Government primary school or Government-aided primary school in —

(i)	primary one;

(ii)	primary two; or

(iii)

primary three:
