Central Provident Fund Act
(Chapter 36)
Central Provident Fund (Medishield Scheme) (Amendment No. 3) Regulations 2007
In exercise of the powers conferred by section 57 of the Central Provident Fund Act, the Minister for Manpower hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Central Provident Fund (MediShield Scheme) (Amendment No. 3) Regulations 2007 and shall come into operation on 1st December 2007.
Amendment of regulation 6
2.  Regulation 6(1) of the Central Provident Fund (MediShield Scheme) Regulations 2005 (G.N. No. S 427/2005) (referred to in these Regulations as the principal Regulations) is amended —
(a)by inserting, immediately after the word “and” in the 2nd line of sub-paragraph (a), the words “who, being earlier entitled to insurance cover under any other provision of this regulation, has not himself terminated such cover under regulation 22 or 23 and”;
(b)by deleting the word “and” at the end of sub-paragraph (b)(i);
(c)by inserting, at the end of sub-paragraph (b)(ii), the word “and”, and by inserting immediately thereafter the following sub-paragraph:
(iii)who, being earlier entitled to insurance cover under any other provision of this regulation, has not himself terminated such cover under regulation 22 or 23;”;
(d)by deleting the word “and” at the end of sub-paragraph (d)(iii); and
(e)by deleting the comma at the end of sub-paragraph (e) and substituting a semi-colon, and by inserting immediately thereafter the following sub-paragraphs:
(f)any person —
(i)whose parent or parents (and recognised by the Board as such) is or are members;
(ii)who becomes a citizen of Singapore when below 21 years of age —
(A)by descent on registration of his birth on or after 1st December 2007; or
(B)by birth or registration, on or after that same date; and
(iii)who, being earlier entitled to insurance cover under any other provision of this regulation or regulation 7 (2), has not had such cover terminated under regulation 22 or 23, whether by himself or any other person; and
(g)any person —
(i)whose parent or parents (and recognised by the Board as such) is or are members;
(ii)who, being born in Singapore, becomes a permanent resident of Singapore on or after 1st December 2007 when below 21 years of age; and
(iii)who, being earlier entitled to insurance cover under any other provision of this regulation or regulation 7 (2), has not had such cover terminated under regulation 22 or 23, whether by himself or any other person,”.
Amendment of regulation 8
3.  Regulation 8 of the principal Regulations is amended —
(a)by inserting, immediately after the words “regulation 6 (1)(b)” in the 4th line of paragraph (4), the words “or his child covered under the Scheme under regulation 6 (1)(f) or (g)”;
(b)by deleting the words “or where such cover is to be renewed” in paragraph (5); and
(c)by inserting, immediately after paragraph (6), the following paragraphs:
(6A)  The premium to be paid in respect of a child covered under the Scheme under regulation 6 (1)(f) or (g), after discounting any Government premium rebate which the child may be entitled to receive, shall be deducted from the medisave account of the member the Board recognises to be the parent of that child.
(6B)  For the purpose of paragraph (6A), where the Board recognises 2 members as being the father and mother of the child, the premium shall be deducted —
(a)firstly, from the father’s medisave account; and
(b)secondly, from the mother’s medisave account if, and only if —
(i)the amount standing to the credit of the father in his medisave account is insufficient to pay the premium; and
(ii)the amount standing to the credit of the mother in her medisave account is sufficient to pay the premium.
(6C)  The Board shall, in accordance with paragraphs (6A) and (6B), determine the member from whose medisave account the premium in respect of a child covered under the Scheme under regulation 6 (1)(f) or (g) is to be deducted, and the Board shall notify the member accordingly.
(6D)  Where a member’s medisave account is to be deducted to pay for the premium in respect of his child covered under the Scheme under regulation 6 (1)(f) or (g), and the amount standing to the credit of the member is insufficient to pay the premium, the child shall not be covered under the Scheme in this Division but the Board may permit the deficiency to be paid in such manner as the Board thinks fit, subject to such terms and conditions as the Board may impose.”.
Amendment of regulation 9
4.  Regulation 9 (1) of the principal Regulations is amended by deleting the words “regulation 6 (1) (a) (ii) or (iii) or (b)” in paragraph (b) and substituting the words “regulation 6 (1) (a) (ii) or (iii), (b), (f) or (g)”.
