In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:

Citation

1. This Order is the Road Traffic (Formula 1 Singapore Airlines Singapore Grand Prix 2024 — Exemption) Order 2024.

Definitions

2. In this Order —

“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;

“designated roads” means —

(a)	the racing circuit designated and approved for use by the Fédération Internationale de l’Automobile, the Singapore Tourism Board and the Land Transport Authority of Singapore for the purpose of a specified event; and
(b)	the roads that fall within the area surrounded by the racing circuit,

which are more particularly shown in the Second Schedule;

“official label” means any official label issued by —

(a)	the Ministry of Trade and Industry;
(b)	Singapore GP Pte. Ltd.;
(c)	the Singapore Police Force; or
(d)	the Singapore Tourism Board;

“specified event” means any of the following events:

(a)	the Fédération Internationale de l’Automobile Formula One World Championship 2024;
(b)	the Formula 1 Singapore Airlines Singapore Grand Prix 2024;
(c)	the Porsche Carrera Cup Asia 2024;
(d)	the FIA Track Test;
(e)	the F1 Academy;

“trackjet” means the motor vehicle bearing the foreign registration number BKU6672;

“unregistered motor vehicle” means a motor vehicle that is not registered under the Act but does not include a buggy or the trackjet.

Exemption for unregistered motor vehicle

3.—(1) Subject to sub‑paragraph (2), sections 10, 10A, 11, 12, 15, 29, 34E, 63, 91 and 120 of the Act and the rules specified in the First Schedule do not apply to, or in relation to, an unregistered motor vehicle when it is used on any of the designated roads set out in Part 1 of the Second Schedule on any day from 18 September 2024 to 23 September 2024 (both dates inclusive) for the purpose of any specified event.

(2) Sub‑paragraph (1) only applies —

(a)	if there is in force a relevant policy of insurance in respect of the unregistered motor vehicle; and
(b)	when the designated road is closed to the public.

(3) In sub‑paragraph (2)(a), a relevant policy of insurance is a policy of insurance insuring the owner of an unregistered motor vehicle, and any other person (as may be specified in the policy) who drives that unregistered motor vehicle, jointly and severally against any liability which may be incurred by the owner of that unregistered motor vehicle, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of that unregistered motor vehicle in Singapore.

Exemption for buggy

4.—(1) Subject to sub‑paragraph (2), sections 10, 10A, 11, 12, 15, 29, 34E and 91 of the Act and the rules specified in the First Schedule do not apply to, or in relation to, a buggy when it is used on any of the designated roads set out in Part 2 of the Second Schedule on any day from 18 September 2024 to 23 September 2024 (both dates inclusive) for the purpose of any specified event.

(2) Sub‑paragraph (1) only applies if —

(a)	the buggy displays an official label;
(b)	the buggy is driven by an individual who possesses a valid Class 3, 3A, 3C or 3CA driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27);
(c)	there is in force a relevant policy of insurance in respect of the buggy; and
(d)	the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.

(3) In sub‑paragraph (2)(c), a relevant policy of insurance is a policy of insurance insuring the owner of a buggy, and any other person (as may be specified in the policy) who drives that buggy, jointly and severally against any liability which may be incurred by the owner of that buggy, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of that buggy in Singapore.

Exemption for trackjet

5.—(1) Subject to sub‑paragraph (2), the rules specified in items 1 and 2 of the First Schedule do not apply to, or in relation to, the trackjet when it is used on any road on any day from 10 September 2024 to 24 September 2024 (both dates inclusive) for the purpose of, or in connection with, any specified event.

(2) Sub‑paragraph (1) only applies if —

(a)	there is in force a relevant policy of insurance in respect of the trackjet; and
(b)	the trackjet is escorted by police officers or auxiliary police officers when it is driven on any road in Singapore other than on the designated roads.

(3) In sub‑paragraph (2)(a), a relevant policy of insurance is a policy of insurance insuring the owner of the trackjet, and any other person (as may be specified in the policy) who drives the trackjet, jointly and severally against any liability which may be incurred by the owner of the trackjet, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of the trackjet in Singapore.
