(Papal Visit — Exemption)
Order 2024
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Road Traffic (Papal Visit — Exemption) Order 2024.
(2)  This Order is in force for the period between 11 September 2024 and 13 September 2024 (both dates inclusive).
Definitions
2.  In this Order —
“approved period” means the period beginning with the arrival of Pope Francis in Singapore on 11 September 2024 and ending with his departure from Singapore on 13 September 2024;
“special identification mark” means the identification mark that is “S.C.V. 1”;
“specified vehicle” means a motor vehicle bearing a chassis number and an engine or motor number specified in the Schedule.
Exemption
3.—(1)  Subject to sub‑paragraph (3), section 26(2) and (4) of the Act and rule 17(1) and (2) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) do not apply to, or in relation to, a specified vehicle in item 1, 2 or 3 of the Schedule if the vehicle is carrying the special identification mark.
(2)  Subject to sub‑paragraph (3), sections 26(1) and (4) and 91(1) of the Act and rule 17(1) and (2) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules do not apply to, or in relation to, a specified vehicle in item 4 of the Schedule if the vehicle is carrying the special identification mark.
(3)  Sub‑paragraph (1) or (2), as the case may be, only applies if all of the following conditions are satisfied:
(a)the special identification mark must be made according to the specifications and requirements of the Vatican City State, as provided by the Ministry of Foreign Affairs;
(b)only one specified vehicle exhibiting the special identification mark is to be used on the road at any time during the approved period;
(c)the special identification mark must be exhibited on a flat rectangular plate which is at all times securely fastened to the specified vehicle being used;
(d)the specified vehicle exhibiting the special identification mark is used only for the purpose of conveying Pope Francis during the approved period;
(e)there is in force during the approved period, in relation to the use of each specified vehicle, a policy of insurance or a security in respect of third‑party risks that complies with the requirements of the Motor Vehicles (Third‑Party Risks and Compensation) Act 1960;
(f)the policy of insurance mentioned in sub‑paragraph (e) is issued by an insurer who, at the time the policy is issued, is lawfully carrying on a motor insurance business in Singapore;
(g)a police report must be made immediately in the event of any loss of any licence plate bearing the special identification mark.
