(Singapore Airshow 2022 — Exemption)
Order 2022
In exercise of the powers conferred by section 142 of the Road Traffic Act 1961, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Road Traffic (Singapore Airshow 2022 — Exemption) Order 2022.
(2)  This Order is in force for the period between 6 February 2022 and 22 February 2022 (both dates inclusive).
Definitions
2.  In this Order —
“Airshow” means the event known as the Singapore Airshow 2022 to be held at Changi Exhibition Centre from 15 February 2022 to 18 February 2022 (both dates inclusive);
“auxiliary police officer” means an individual appointed as an auxiliary police officer under Part 9 of the Police Force Act 2004;
“Changi Airport” means the airport declared under the Civil Aviation Authority of Singapore (Changi Airport) Notification 2009 (G.N. No. S 293/2009);
“Changi Exhibition Centre” means the building located at 9 Aviation Park Road, Singapore 498760;
“exempt company” means the company known as Experia Events Pte. Ltd.;
“E-Z-GO ShuttleTM 2+2 RXV Buggy” means a vehicle that —
(a)bears the manufacturing mark “E-Z-GO”;
(b)is designed as a four-seater;
(c)has 4 wheels that operate on 2 axles; and
(d)is propelled by an electric motor attached to the vehicle;
“ground support vehicle” means any vehicle that —
(a)is owned by the Government, any statutory board or any company operating within Changi Airport;
(b)is ordinarily intended for use within Changi Airport; and
(c)is approved by the Registrar for use on any specified road;
“specified road” means any part of Aviation Park Road that is shaded in the map set out in the First Schedule;
“specified time” means —
(a)on 6 February 2022 — from 8.30 p.m. to 11.59 p.m.;
(b)from 7 February 2022 to 11 February 2022 (both dates inclusive) and from 14 February 2022 to 18 February 2022 (both dates inclusive) —
(i)from midnight to 6 a.m.; and
(ii)from 8.30 p.m. to 11.59 p.m.;
(c)anytime on 12 February 2022, 13 February 2022, 19 February 2022 and 20 February 2022;
(d)on 21 February 2022 —
(i)from midnight to 6 a.m.;
(ii)from 10 a.m. to 4 p.m.; and
(iii)from 8.30 p.m. to 11.59 p.m.; and
(e)on 22 February 2022 — from midnight to 6 a.m.;
“statutory board” means a body corporate or unincorporated established by or under any public Act to perform or discharge a public function.
Exemption of ground support vehicle
3.  Sections 5(1) and (5), 10(1), 15 and 29(1) and (4) of the Act, and the rules specified in the Second Schedule, do not apply to a ground support vehicle during the period between 6 February 2022 and 22 February 2022 (both dates inclusive), if all of the following conditions are satisfied in relation to the vehicle:
(a)the vehicle is used only on a specified road;
(b)the vehicle is used only during the specified time or at any other time during that period that is approved by the Registrar in writing on a case‑by‑case basis;
(c)the vehicle is used only by the exempt company or by any individual acting under the exempt company’s direction;
(d)where the vehicle is used on a specified road at any time during a period other than the specified time, the exempt company adopts measures to minimise disruption to traffic and the flow of vehicles and pedestrians arriving at or leaving the Airshow;
(e)the exempt company ensures that the vehicle is escorted, whenever the vehicle is used on a specified road, by a police officer or an auxiliary police officer;
(f)the exempt company coordinates the movement of the vehicle, any other ground support vehicle and any E‑Z‑GO ShuttleTM 2+2 RXV Buggy when those vehicles are used at the same time;
(g)there is in force, at any time the vehicle is used on a specified road, a policy of insurance in relation to the vehicle, insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person; and
(ii)property damage suffered by any person,
caused by or arising out of the use of the vehicle;
(h)the risk under the policy of insurance mentioned in sub‑paragraph (g) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore;
(i)the exempt company ensures, before allowing the vehicle to be used on a specified road, that the vehicle is well‑maintained and can be safely operated on the road;
(j)the exempt company adopts measures to ensure that, when the vehicle is used on a specified road, the vehicle is used in a manner that complies with all the provisions of the Act other than sections 5(1) and (5), 10(1), 15 and 29(1) and (4) of the Act and the rules specified in the Second Schedule.
Exemption of E-Z-GO ShuttleTM 2+2 RXV Buggy
4.  Sections 5(1) and (5), 10(1), 15 and 29(1) and (4) of the Act, and the rules specified in the Second Schedule, do not apply to an E‑Z‑GO ShuttleTM 2+2 RXV Buggy during the period between 6 February 2022 and 22 February 2022 (both dates inclusive), if all of the following conditions are satisfied in relation to the buggy:
(a)the buggy is used only on a specified road;
(b)the buggy is used only during the specified time or at any other time during that period that is approved by the Registrar in writing on a case‑by‑case basis;
(c)the buggy is used only by the exempt company or by any individual acting under the exempt company’s direction;
(d)where the buggy is used on a specified road at any time during a period other than the specified time, the exempt company adopts measures to minimise disruption to traffic and the flow of vehicles and pedestrians arriving at or leaving the Airshow;
(e)the exempt company coordinates the movement of the buggy, any other E‑Z‑GO ShuttleTM 2+2 RXV Buggy and any ground support vehicle when those vehicles are used at the same time;
(f)there is in force, at any time the buggy is used on a specified road, a policy of insurance in relation to the buggy, insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person; and
(ii)property damage suffered by any person,
caused by or arising out of the use of the buggy;
(g)the risk under the policy of insurance mentioned in sub‑paragraph (f) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore;
(h)the exempt company ensures, before allowing the buggy to be used on a specified road, that the buggy is well‑maintained and can be safely operated on the road;
(i)the exempt company adopts measures to ensure that, when the vehicle is used on a specified road, the vehicle is used in a manner that complies with all the provisions of the Act other than sections 5(1) and (5), 10(1), 15 and 29(1) and (4) of the Act and the rules specified in the Second Schedule.
