(Regulated Goods and Registered Suppliers)
(Amendment) Regulations 2023
In exercise of the powers conferred by section 78 of the Energy Conservation Act 2012, the Minister for Sustainability and the Environment makes the following Regulations:
Citation and commencement
1.—(1)  These Regulations are the Energy Conservation (Regulated Goods and Registered Suppliers) (Amendment) Regulations 2023 and, except for regulations 2(a), (c), (d) and (e) and 4(u), (v), (x), (z) and (za), come into operation on 1 April 2024.
(2)  Regulations 2(a), (c), (d) and (e) and 4(u), (v), (x), (z) and (za) come into operation on 1 January 2024.
Amendment of regulation 2
2.  In the Energy Conservation (Regulated Goods and Registered Suppliers) Regulations 2017 (G.N. No. S 748/2017) (called in these Regulations the principal Regulations), in regulation 2 —
(a)renumber the regulation as paragraph (1) of that regulation;
(b)in paragraph (1), in the definition of “energy efficiency”, replace paragraphs (c) and (ca) with —
(c)in relation to a lamp, means the Lamp Efficacy as defined in the First Schedule;”;
(c)in paragraph (1), in the definition of “specified laboratory”, in paragraph (b), delete “specified in paragraph 5 of the First Schedule”;
(d)in paragraph (1), in the definition of “test report”, in paragraph (a), replace “, specified in paragraph 5 of the First Schedule” with “for the regulated goods”; and
(e)after paragraph (1), insert —
(2)  In this regulation, “prevailing test standard or method”, in relation to any regulated goods, means the test standard or method specified in paragraph 5 of the First Schedule for the regulated goods, or any other test standard or method that the Director‑General may specify in any particular case for the regulated goods.”.
Amendment of regulation 3
3.  In the principal Regulations, in regulation 3(e) —
(a)in sub‑paragraph (i), delete “and” at the end; and
(b)after sub‑paragraph (i), insert —
(ia)must comply with the applicable energy efficiency standards under regulation 5; and”.
Amendment of First Schedule
4.  In the principal Regulations, in the First Schedule —
(a)in paragraph 1, after the definition of “LED lamp”, insert —
“ “linear LED lamp” has the same meaning as in Part 2 of the Third Schedule to the Energy Conservation (Prescribed Regulated Goods) Order 2017;”;
(b)in paragraph 1, after the definition of “Pcovered CFLi”, insert —
“ “passive standby power”, in relation to a television, means the power consumed when the television is in passive standby mode, expressed in Watts, as specified in the test report;”;
(c)in paragraph 1, after the definition of “screen area”, insert —
“ “single‑phase portable unitary single duct air‑conditioner” or “PAC” has the same meaning as in Part 2 of the First Schedule to the Energy Conservation (Prescribed Regulated Goods) Order 2017;”;
(d)in paragraph 2, after item 5A, insert —

(b)in item 1, after paragraph (aa), insert —

Transitional provisions
6.—(1)  Despite regulation 2(b), the definition of “energy efficiency” in regulation 2(1) of the principal Regulations (as in force immediately before 1 April 2024) continues to apply in relation to any supply, between 1 April 2024 and 31 March 2025 (both dates inclusive), of a lamp that is —
(a)imported into or manufactured in Singapore before 1 April 2024; or
(b)imported into or manufactured in Singapore on or after 1 April 2024 and supplied under an agreement entered into before that date.
(2)  Despite regulations 3 and 4(a) to (t), (w) and (y), regulation 3(e) of the principal Regulations (as in force immediately before 1 April 2024) and paragraphs 1, 2, 3, 4 and 5 of the First Schedule to the principal Regulations (as in force immediately before 1 April 2024) continue to apply in relation to any supply, between 1 April 2024 and 31 March 2025 (both dates inclusive), of any regulated goods mentioned in those provisions that are —
(a)imported into or manufactured in Singapore before 1 April 2024; or
(b)imported into or manufactured in Singapore on or after 1 April 2024 and supplied under an agreement entered into before that date.
