Order 2022
In exercise of the powers conferred by section 66 of the Active Mobility Act 2017, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Active Mobility (Formula 1 Singapore Airlines Singapore Grand Prix 2022 — Exemption) Order 2022.
(2)  This Order is in force for the period between 15 September 2022 and 15 October 2022 (both dates inclusive).
Definitions
2.  In this Order —
“emergency” means an actual or imminent event that causes, or threatens to cause —
(a)any harm or danger to the life, health or safety of any individual;
(b)any destruction of, or damage to, any property; or
(c)any harm or danger to the health or safety of the public;
“lorry crane” means a lorry incorporating an articulator arm mounted on the lorry which is used for loading, unloading and lifting of materials or goods;
“Singapore GP Pte. Ltd.” means the company incorporated under the Companies Act 1967 as Singapore GP Pte. Ltd. (UEN 200707649N);
“specified event” means the Formula 1 Singapore Airlines Singapore Grand Prix 2022 event organised by Singapore GP Pte. Ltd. from 15 September 2022 to 15 October 2022 (both dates inclusive);
“specified footpath” means any footpath —
(a)within the areas bounded by the black-coloured lines in Maps 1, 2 and 3 set out in the Schedule; or
(b)delineated by the black-coloured lines in Map 4 set out in the Schedule (called in this Order a Map 4 specified footpath);
“specified motor vehicle” means a motor vehicle other than the following motor vehicles:
(a)a motorised personal mobility device;
(b)a power-assisted bicycle;
(c)a motorised wheelchair;
(d)a mobility scooter;
(e)an automatic detection device that has wheels and a motor and is constructed to drive itself;
(f)a robotic machine designed to move and operate independently of human control when the computer that controls it is programmed;
(g)a motor vehicle that is constructed to drive itself;
(h)a boom lift;
(i)a forklift;
(j)a scissor lift;
(k)a lorry crane.
Exemption for driving specified motor vehicle
3.  Section 16(1)(b) of the Act does not apply to an individual who drives a specified motor vehicle on a specified footpath under the following conditions:
(a)the individual is authorised by Singapore GP Pte. Ltd. to drive the specified motor vehicle for any of the following purposes:
(i)to transport any individual or thing in connection with the specified event;
(ii)to stand by in case of, or to respond to, an emergency;
(b)the individual who drives the specified motor vehicle possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27) authorising the individual to drive the class of the specified motor vehicle;
(c)the specified motor vehicle is driven only for the purposes mentioned in sub‑paragraph (a);
(d)the individual who drives the specified motor vehicle on a Map 4 specified footpath must drive at a speed not exceeding 10 km/h, unless responding to an emergency;
(e)the individual who drives the specified motor vehicle on a Map 4 specified footpath must give way to other users of the specified footpath;
(f)the specified motor vehicle is lit in a manner that is visible to other users of the specified footpath from 7 p.m. to 7 a.m.;
(g)there is in force, at any time the specified motor vehicle is used in connection with the specified event, a policy of insurance in relation to the specified motor vehicle insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the driver or any passenger of the specified motor vehicle); and
(ii)any property damage suffered by any person (other than the driver or any passenger of the specified motor vehicle),
caused by or arising out of the use of the specified motor vehicle;
(h)the risk under the policy of insurance mentioned in sub‑paragraph (g) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
Exemption for driving boom lift
4.  Section 16(1)(b) of the Act does not apply to an individual who drives a boom lift on a specified footpath under the following conditions:
(a)the individual is authorised by Singapore GP Pte. Ltd. to drive the boom lift to transport any individual or thing in connection with the specified event;
(b)the individual has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Boom Lift Course;
(c)the boom lift is driven only for the purpose mentioned in sub‑paragraph (a);
(d)the individual who drives the boom lift on a Map 4 specified footpath must drive at a speed not exceeding 10 km/h;
(e)the individual who drives the boom lift must give way to other users of the specified footpath;
(f)the boom lift is lit in a manner that is visible to other users of the specified footpath from 7 p.m. to 7 a.m.;
(g)there is in force, at any time the boom lift is used in connection with the specified event, a policy of insurance in relation to the boom lift insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the driver or any passenger of the boom lift); and
(ii)any property damage suffered by any person (other than the driver or any passenger of the boom lift),
caused by or arising out of the use of the boom lift;
(h)the risk under the policy of insurance mentioned in sub‑paragraph (g) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
Exemption for driving forklift
5.  Section 16(1)(b) of the Act does not apply to an individual who drives a forklift on a specified footpath under the following conditions:
(a)the individual is authorised by Singapore GP Pte. Ltd. to drive the forklift to transport any individual or thing in connection with the specified event;
(b)the individual has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Forklift Course;
(c)the forklift is driven only for the purpose mentioned in sub‑paragraph (a);
(d)the individual who drives the forklift on a Map 4 specified footpath must drive at a speed not exceeding 10 km/h;
(e)the individual who drives the forklift must give way to other users of the specified footpath;
(f)the forklift is lit in a manner that is visible to other users of the specified footpath from 7 p.m. to 7 a.m.;
(g)there is in force, at any time the forklift is used in connection with the specified event, a policy of insurance in relation to the forklift insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the driver or any passenger of the forklift); and
(ii)any property damage suffered by any person (other than the driver or any passenger of the forklift),
caused by or arising out of the use of the forklift;
(h)the risk under the policy of insurance mentioned in sub‑paragraph (g) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
Exemption for driving scissor lift
6.  Section 16(1)(b) of the Act does not apply to an individual who drives a scissor lift on a specified footpath under the following conditions:
(a)the individual is authorised by Singapore GP Pte. Ltd. to drive the scissor lift to transport any individual or thing in connection with the specified event;
(b)the individual has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Scissor Lift Course;
(c)the scissor lift is driven only for the purpose mentioned in sub‑paragraph (a);
(d)the individual who drives the scissor lift on a Map 4 specified footpath must drive at a speed not exceeding 10 km/h;
(e)the individual who drives the scissor lift must give way to other users of the specified footpath;
(f)the scissor lift is lit in a manner that is visible to other users of the specified footpath from 7 p.m. to 7 a.m.;
(g)there is in force, at any time the scissor lift is used in connection with the specified event, a policy of insurance in relation to the scissor lift insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the driver or any passenger of the scissor lift); and
(ii)any property damage suffered by any person (other than the driver or any passenger of the scissor lift),
caused by or arising out of the use of the scissor lift;
(h)the risk under the policy of insurance mentioned in sub‑paragraph (g) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
Exemption for driving lorry crane
7.  Section 16(1)(b) of the Act does not apply to an individual who drives a lorry crane on a specified footpath under the following conditions:
(a)the individual is authorised by Singapore GP Pte. Ltd. to drive the lorry crane to transport any individual or thing in connection with the specified event;
(b)the individual who drives the lorry crane possesses a valid driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules authorising the individual to drive the lorry crane;
(c)the individual has attended and passed the Singapore Workforce Skills Qualifications (WSQ) — Operate Lorry Crane Course;
(d)the lorry crane is driven only for the purpose mentioned in sub‑paragraph (a);
(e)the individual who drives the lorry crane on a Map 4 specified footpath must drive at a speed not exceeding 10 km/h;
(f)the individual who drives the lorry crane must give way to other users of the specified footpath;
(g)the lorry crane is lit in a manner that is visible to other users of the specified footpath from 7 p.m. to 7 a.m.;
(h)there is in force, at any time the lorry crane is used in connection with the specified event, a policy of insurance in relation to the lorry crane insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the driver or any passenger of the lorry crane); and
(ii)any property damage suffered by any person (other than the driver or any passenger of the lorry crane),
caused by or arising out of the use of the lorry crane;
(i)the risk under the policy of insurance mentioned in sub‑paragraph (h) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
