(Exemption) Order 2014

In exercise of the powers conferred by section 44B of the Arms and Explosives Act, the Minister for Home Affairs hereby makes the following Order:

Citation and commencement

1.—(1) This Order may be cited as the Arms and Explosives (Exemption) Order 2014.

(2) This Order shall come into operation on 1 December 2014 and shall remain in operation until midnight on 31 December 2014.

Definitions

2. In this Order, unless the context otherwise requires —

“relevant authority” means the Officer‑in‑Charge, Licensing (General Licensing), Police Licensing and Regulatory Department of the Singapore Police Force;

“SEASA” means the South East Asia Shooting Championship 2014;

“SIS” means the Singapore Invitational Shooting Championship 2014.

Exemption for athletes and coaches

3.—(1) Subject to sub‑paragraph (2), every athlete participating in the SEASA or SIS and the athlete’s coach is exempt from section 13 of the Act for possessing, controlling or using any firearm, air‑gun or ammunition —

(a)	for the purpose of any competition involving any firearm, air‑gun or ammunition at the SEASA or SIS; or
(b)	for any related purpose connected to any such competition.

(2) Sub‑paragraph (1) applies if, and only if, the athlete or coach, as the case may be, possesses, controls or uses the firearm, air‑gun or ammunition at a shooting range that is approved by the relevant authority (called in this Order an approved shooting range).

Exemption for authorised persons servicing or repairing firearm or air‑gun

4. A person who is authorised by the relevant authority to undertake the servicing or repair of any firearm or air‑gun used by any athlete participating in the SEASA or SIS is exempt from section 13 of the Act in relation to possessing, controlling, repairing or dealing in any such firearm or air‑gun, if —

(a)	the firearm or air‑gun is serviced or repaired only at such premises as the relevant authority approves (called in this Order approved premises); and
(b)	the person maintains a register of every such firearm or air‑gun that the person has serviced or repaired at the approved premises, and makes the register available for inspection by the relevant authority at all reasonable times.

Exemption for SEASA and SIS organising committees

5. The respective organising committees of the SEASA and the SIS, and every member of each of those organising committees, are exempt from section 13 of the Act for arranging or authorising the import, export, storage or transport of any firearm, air‑gun or ammunition —

(a)	for the purpose of any competition involving any firearm, air‑gun or ammunition at the SEASA or SIS, as the case may be; or
(b)	for any related purpose connected to any such competition.

Exemption for import and export by approved freight forwarders

6. A freight forwarder is exempt from section 13 of the Act for importing or exporting any firearm, air‑gun or ammunition if —

(a)	the firearm, air‑gun or ammunition is for the purpose of any competition involving arms at the SEASA or SIS or for any related purpose connected to any such competition;
(b)	the freight forwarder is approved to do so by or on behalf of the organising committee of the SEASA or SIS; and
(c)	in the case of any firearm, air‑gun or ammunition imported for the purpose specified in sub‑paragraph (a), it is exported without delay after the end of the SEASA or SIS, as the case may be.

Exemption for persons storing firearm, air‑gun or ammunition

7. A person is exempt from section 13 of the Act for storing any firearm, air‑gun or ammunition if —

(a)	the firearm, air‑gun or ammunition is for the purpose of any competition involving arms at the SEASA or SIS or for any related purpose connected to any such competition;
(b)	the person is approved to do so by or on behalf of the organising committee of the SEASA or SIS;
(c)	the firearm, air‑gun or ammunition is stored securely at such premises as the relevant authority approves (called in this Order approved storage premises); and
(d)	the person records in a register every movement of each firearm, air‑gun or ammunition into or out of the approved storage premises and makes the register available for inspection at any reasonable time by the relevant authority.

Exemption for transporters

8. A person is exempt from section 13 of the Act for transporting any firearm, air‑gun or ammunition directly (and without detour) from any approved storage premises to an approved shooting range and vice versa if —

(a)	the firearm, air‑gun or ammunition is for the purpose of any competition involving arms at the SEASA or SIS or for any related purpose connected to any such competition;
(b)	the person is approved to do so by or on behalf of the organising committee of the SEASA or SIS; and
(c)	the firearm, air‑gun or ammunition is escorted at all times during transport by one or more auxiliary police officers of an Auxiliary Police Force within the meaning of the Police Force Act (Cap. 235).
