(CONNECT Plan) (Amendment)
Regulations 2015

In exercise of the powers conferred by section 3(1) of the Education Service Incentive Payment Act, Mr Ng Chee Meng, Senior Minister of State, charged with the responsibility of the Minister for Education (Schools), makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Education Service Incentive Payment (CONNECT Plan) (Amendment) Regulations 2015 and are deemed to have come into operation on 1 October 2015.

Amendment of regulation 2

2. Regulation 2(1) of the Education Service Incentive Payment (CONNECT Plan) Regulations (Rg 1) (referred to in these Regulations as the principal Regulations) is amended —

(a)

by deleting the definitions of “Category A member” and “Category B member” and substituting the following definitions:

“ “Category A member of the old scheme” means a member who, on or before 1 October 2015, did not opt to become a Category C member, and who is —

(a)

a public officer appointed to the Education Service who has attained the grade of —

(i)	General Education Officer 1 (Trained);
(ii)	General Education Officer 1A1;
(iii)	General Education Officer 1A2;
(iv)	General Education Officer 1A3; or
(v)	Senior Education Officer 1; or

(b)

an aided school teacher on remuneration terms equivalent to those of a public officer referred to in paragraph (a);

“Category B member of the old scheme” means a member who, on or before 1 October 2015, did not opt to become a Category C member, and who is —

(a)

a public officer appointed to the Education Service who has attained the grade of —

(i)	General Education Officer 2 (Trained);
(ii)	General Education Officer 2A2;
(iii)	General Education Officer 2A3; or
(iv)	General Education Officer II; or

(b)

an aided school teacher on remuneration terms equivalent to those of a public officer referred to in paragraph (a);

“Category C member” means any member who is neither a Category A member of the old scheme nor a Category B member of the old scheme;”;

(b)

by deleting the words “Grade 1.2 or 2.2 or its equivalent” in paragraphs (a) and (b) of the definition of “length of service” and substituting in each case the words “the grade of General Education Officer 1 (Untrained), General Education Officer 2 (Untrained) or their equivalent”;

(c)

by deleting the words “Grade 1.2 or 2.2 or its equivalent” in paragraph (a) of the definition of “member” and substituting the words “the grade of General Education Officer 1 (Untrained), General Education Officer 2 (Untrained) or their equivalent”; and

(d)

by deleting the words “Grade 1.2 or 2.2” in paragraph (a) of the definition of “serving member” and substituting the words “the grade of General Education Officer 1 (Untrained), General Education Officer 2 (Untrained) or their equivalent”.

Amendment of regulation 6

3. Regulation 6(1) of the principal Regulations is amended by deleting the words “Grade 1.2 or 2.2” in sub‑paragraph (c)(i) and (ii) and substituting in each case the words “the grade of General Education Officer 1 (Untrained), General Education Officer 2 (Untrained) or their equivalent”.

Amendment of regulation 7A

4. Regulation 7A of the principal Regulations is amended by deleting the words “Grade 1.2 or 2.2” in paragraphs (a) and (b) and substituting in each case the words “the grade of General Education Officer 1 (Untrained), General Education Officer 2 (Untrained) or their equivalent”.

Amendment of regulation 8

5. Regulation 8 of the principal Regulations is amended —

(a)

by deleting the words “1st January 2008” in paragraph (2) and substituting the words “1 January 2015”; and

(b)

by inserting, immediately after paragraph (2), the following paragraphs:

“(2A) Subject to these Regulations, the annual contribution in respect of an old scheme transition member’s qualifying service in any year from 1 January 2016 is to be computed in accordance with the formula:

where A

is the amount applicable to a Category B member of the old scheme, specified in the second column of the First Schedule, relating to the old scheme transition member’s length of service on 1 January of that year;

is the number of days of qualifying service in respect of the old scheme transition member’s service as a Category B member of the old scheme in that year;

is the amount applicable to a Category C member, specified in the second column of the First Schedule, relating to the old scheme transition member’s length of service on 1 January of that year;

is the number of days of qualifying service in respect of the old scheme transition member’s service as a Category C member in that year; and

is the number of days between 1 January and 15 November (both dates inclusive) in that year.

(2B) In paragraph (2A), “old scheme transition member” means a member who ceases to be a Category B member of the old scheme and who becomes a Category C member, on or after 16 November 2015.”.

Amendment of regulation 9

6. Regulation 9 of the principal Regulations is amended by deleting the words “1st January 2008” in paragraphs (1) and (3) and substituting in each case the words “1 January 2015”.

Amendment of regulation 16

7. Regulation 16(5) of the principal Regulations is amended —

(a)	by inserting, immediately after the words “Category A member” in sub‑paragraph (a), the words “of the old scheme or a Category C member”; and
(b)	by inserting, immediately after the words “Category B member” in sub‑paragraph (b), the words “of the old scheme”.

Deletion and substitution of First and Second Schedules

8. The First and Second Schedules to the principal Regulations are deleted and the following Schedules substituted therefor:

Savings and transitional

9.—(1) Despite regulation 8 of these Regulations, the annual contribution in respect of a transition member’s qualifying service in the year beginning 1 January 2015 is to be computed in accordance with the formula:

where A

is the amount specified in the second column of the First Schedule to the principal Regulations as in force immediately before 1 October 2015 in relation to the transition member’s length of service on 1 January 2015 subject to regulation 8(3) of the principal Regulations;

is the number of days of qualifying service in respect of the transition member’s service as a Category B member from 1 January 2015 to 30 September 2015;

is the amount specified in the second column of the First Schedule inserted by regulation 8 of these Regulations in relation to the transition member’s length of service on 1 January 2015 subject to regulation 8(3) of the principal Regulations; and

is the number of days of qualifying service in respect of the transition member’s service as a Category C member from 1 October 2015 to 15 November 2015.

(2) In this regulation —

“qualifying service” has the meaning as in regulations 4 and 5 of the principal Regulations;

“transition member” means a member who was a Category B member immediately before 1 October 2015, and who opts to become a Category C member on 1 October 2015.
