(Chingay Parade 2018)
(Exemption) Order 2018
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport makes the following Order:
Citation
1.  This Order is the Road Traffic (Chingay Parade 2018) (Exemption) Order 2018.
Definitions
2.  In this Order —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“Chingay Parade” means the event known as the Chingay Parade 2018 that is organised by the People’s Association and held along the road from the F1 Pit Building to the Marina Bay Floating Platform on 10, 11, 23, 24 and 25 February 2018;
“e‑trishaw” means a three‑wheeled vehicle that is constructed or adapted for the carriage of passengers and —
(a)is equipped with an electric motor; and
(b)may be propelled by human power or by the electric motor with which it is equipped, or by both;
“mobile engineering plant” has the same meaning as in rule 2 of the Road Traffic (Regulation of Speed) Rules (R 13);
“specified period” means the following periods:
(a)from 5 p.m. on 10 February 2018 to 2 a.m. on 11 February 2018;
(b)from 6 p.m. on 23 February 2018 to 3 a.m. on 24 February 2018;
(c)from 6 p.m. on 24 February 2018 to 3 a.m. on 25 February 2018.
Exemption of buggies, e‑trishaws and mobile engineering plants
3.  Sections 5(1) and (5), 10(1), 15 and 29(1) and (4) of the Act, and the rules specified in the First Schedule, do not apply to the use of a buggy, e‑trishaw or mobile engineering plant (collectively called in this paragraph the vehicle) for the purpose of the Chingay Parade, if all of the following conditions are satisfied in relation to the vehicle:
(a)the vehicle is used only on any part of the road that is shaded blue in the map set out in the Second Schedule;
(b)the vehicle is used only —
(i)during the specified period; or
(ii)at any other time during a period on 10, 11, 23, 24 and 25 February 2018 that is approved by the Registrar in writing on a case‑by‑case basis;
(c)the vehicle is used only by the People’s Association, or by any individual acting under the direction of the People’s Association;
(d)where the vehicle is used on any part of the road mentioned in sub‑paragraph (a) at any time during the period approved by the Registrar under sub‑paragraph (b)(ii), the People’s Association adopts measures to minimise disruption to traffic and the flow of vehicles and pedestrians arriving at or leaving the Chingay Parade;
(e)there is in force, at any time the vehicle is used on any part of the road mentioned in sub‑paragraph (a), a policy of insurance in relation to the vehicle, insuring against any liability in respect of the death of or bodily injury sustained by any person, or property damage suffered by any person, caused by or arising out of the use of the vehicle;
(f)the risk under the policy of insurance mentioned in sub‑paragraph (e) is assumed by an insurer who, at the time of the insurance of the policy, is lawfully carrying on an insurance business in Singapore;
(g)the People’s Association adopts measures to ensure that, when the vehicle is used on any part of the road mentioned in sub‑paragraph (a), the vehicle is used in a manner that complies with all the provisions of the Act other than sections 5(1) and (5), 10(1), 15 and 29(1) and (4) of the Act and the rules specified in the First Schedule.
Exemption of personal mobility devices
4.  Sections 5A and 5B of the Act do not apply to an individual who uses a personal mobility device for the purpose of the Chingay Parade, if all of the following conditions are satisfied in relation to the personal mobility device:
(a)the personal mobility device is used only on any part of the road that is shaded blue in the map set out in the Second Schedule;
(b)the personal mobility device is used only —
(i)during the specified period; or
(ii)at any other time during a period on 10, 11, 23, 24 and 25 February 2018 that is approved by the Registrar in writing on a case‑by‑case basis;
(c)the personal mobility device is used only by the People’s Association, or by any individual acting under the direction of the People’s Association;
(d)the People’s Association adopts measures to ensure that, when the personal mobility device is used on any part of the road mentioned in sub‑paragraph (a), the personal mobility device is used in a manner that complies with all the provisions of the Act other than sections 5A and 5B of the Act.
