Electricity (Cable Detection Workers)
(Amendment) Regulations 2018
In exercise of the powers conferred by section 103(1) of the Electricity Act, the Energy Market Authority of Singapore, with the approval of the Minister for Trade and Industry, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Electricity (Cable Detection Workers) (Amendment) Regulations 2018 and come into operation on 1 January 2019.
Amendment of regulation 2
2.  Regulation 2 of the Electricity (Cable Detection Workers) Regulations (Rg 3) is amended —
(a)by inserting, immediately before the definition of “licence”, the following definition:
“ “approved courses webpage” means the Internet webpage, accessible through a hyperlink on the Internet website known as ELISE, on which the Authority specifies the courses of instruction to be completed by a person in connection with a licence;”; and
(b)by deleting the full-stop at the end of the definition of “register” and substituting a semi‑colon, and by inserting immediately thereafter the following definition:
“ “relevant experience” means practical experience in Singapore in any of the following areas:
(a)building construction;
(b)building services;
(c)civil engineering;
(d)structural engineering construction.”.
Deletion and substitution of regulation 3
3.  Regulation 3 of the Electricity (Cable Detection Workers) Regulations is deleted and the following regulation substituted therefor:
Qualifications
3.  A licence may be granted to any person who —
(a)satisfies the Authority that he —
(i)possesses a diploma majoring in engineering, architecture, building, land surveying or any other discipline relevant to the construction of structures, or such other qualification as may be acceptable to the Authority;
(ii)has not less than 2 years relevant experience; and
(iii)has successfully completed a course of instruction specified on the approved courses webpage that is relevant to cable detection work;
(b)satisfies the Authority that he —
(i)possesses a National Institute of Technical Education Certificate majoring in engineering, architecture, building, land surveying or any other discipline relevant to the construction of structures, or such other qualification as may be acceptable to the Authority;
(ii)has not less than 5 years relevant experience; and
(iii)has successfully completed a course of instruction specified on the approved courses webpage that is relevant to cable detection work; or
(c)satisfies the Authority that he —
(i)possesses a Workplace Literacy and Numeracy (Level 5) Certificate under the Singapore Workforce Skills Qualifications framework, or such other qualification as may be acceptable to the Authority;
(ii)has not less than 10 years relevant experience; and
(iii)has successfully completed a course of instruction specified on the approved courses webpage that is relevant to cable detection work.”.
