(Community Development Councils)
(Amendment) Rules 2021

In exercise of the powers conferred by section 9(a) and (b) of the People’s Association Act, the Board of Management of the People’s Association makes the following Rules:

Citation and commencement

1.—(1) These Rules are the People’s Association (Community Development Councils) (Amendment) Rules 2021 and, except for rule 3, are deemed to have come into operation on 13 March 2020.

(2) Rule 3 comes into operation on 10 February 2021.

Amendment of First Schedule

2. The First Schedule to the People’s Association (Community Development Councils) Rules (R 2) is amended —

(a)	by deleting the words “Potong Pasir, Radin Mas, Sengkang West and Tanjong Pagar” in the first column of item 3 and substituting the words “Kebun Baru, Marymount, Potong Pasir, Radin Mas, Tanjong Pagar and Yio Chu Kang”;
(b)	by deleting the words “Punggol East” in the first column of item 4 and substituting the words “Punggol West, Sengkang”; and
(c)	by deleting the word “Fengshan,” in the first column of item 5.

Miscellaneous amendments

3. The People’s Association (Community Development Councils) Rules are amended by deleting the words “Chief Executive Director” wherever they appear in the following provisions and substituting in each case the words “Chief Executive”:

Rule 16(4)

Rule 18(3).

Saving and transitional provisions

4.—(1) As from 13 March 2020 —

(a)

all decisions of the Community Development Council for any District existing immediately before that date (called in this paragraph a former District) that affect or relate to any part of the former District that, by these Rules, becomes comprised in or part of another District (called in this paragraph a new District) are deemed to be the decisions of the Community Development Council of the new District; and

(b)

all funds held on that date by or on behalf of the Community Development Council for the former District for the purpose of any part of the former District that, by these Rules, becomes comprised in or part of the new District are deemed to be the funds of the Community Development Council of the new District.

(2) If any question arises as to whether any particular funds of a Community Development Council have been transferred under paragraph (1)(b) to another Community Development Council, a certificate under the hand of the Chief Executive of the People’s Association is conclusive evidence that the funds were or were not so transferred.
