(91 — General Operating Rules)
(Amendment) Regulations 2024
In exercise of the powers conferred by section 9 of the Air Navigation Act 1966, the Civil Aviation Authority of Singapore, with the approval of the Minister for Transport, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Air Navigation (91 — General Operating Rules) (Amendment) Regulations 2024 and come into operation on 28 November 2024.
Amendment of regulation 25
2.  In the Air Navigation (91 — General Operating Rules) Regulations 2018 (G.N. No. S 441/2018), in regulation 25 —
(a)replace the regulation heading with —
Filed flight plan”; and
(b)replace “ATS flight plan for the flight is submitted to” with “flight plan to be filed for the flight is prepared and is filed with”.
Amendment of First Schedule
3.  In the Air Navigation (91 — General Operating Rules) Regulations 2018, in the First Schedule —
(a)in the definition of “Appropriate air traffic services unit”, replace “an air traffic services unit” with “a unit designated as an air traffic services unit by the appropriate air traffic services authority”;
(b)in the definition of “Destination alternate”, before “means”, insert “, in relation to an aerodrome or a heliport,”;
(c)after the definition of “Enhanced vision system” or “EVS”, insert —
“ “En‑route alternate”, in relation to an aerodrome, means an alternate aerodrome at which an aircraft would be able to land in the event that a diversion becomes necessary while en‑route.”;
(d)after the definition of “Fatigue”, insert —
“ “Filed flight plan” means the latest flight plan, as filed by the pilot, an operator or a designated representative of the operator, for use by an air traffic services unit.”;
(e)in the definition of “Flight plan”, delete “provided to air traffic services units,”;
(f)in the definition of “Point of no return” or “PNR”, replace “en route” with “en‑route”; and
(g)in the definition of “Take‑off alternate”, replace “means an alternate aerodrome at which an aircraft can land if it become” with “, in relation to an aerodrome, means an alternate aerodrome at which an aircraft can land if it becomes”.
