(Amendment No. 3) Regulations 2024
In exercise of the powers conferred by section 9 of the Air Navigation Act 1966, the Civil Aviation Authority of Singapore, with the approval of the Minister for Transport, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Air Navigation (121 — Commercial Air Transport by Large Aeroplanes) (Amendment No. 3) Regulations 2024 and come into operation on 28 November 2024.
Amendment of regulation 7
2.  In the Air Navigation (121 — Commercial Air Transport by Large Aeroplanes) Regulations 2018 (G.N. No. S 444/2018) (called in these Regulations the principal Regulations), in regulation 7(c), replace “ATS” with “filed”.
Amendment of regulation 23
3.  In the principal Regulations, in regulation 23(2)(a), replace sub‑paragraphs (ii) and (iii) with —
(ii)preparing the operational flight plan;
(iii)preparing the flight plan to be filed;
(iv)when applicable, preparing a preliminary flight plan; and
(v)submitting the preliminary flight plan (if any) to, and filing the flight plan mentioned in sub‑paragraph (iii) with, every appropriate air traffic services unit;”.
Replacement of regulation 30
4.  In the principal Regulations, replace regulation 30 with —
Flight plan to be filed
30.  Before the commencement of a flight of a large aeroplane, the AOC holder must ensure that the flight plan to be filed for that flight is prepared and filed with every appropriate air traffic services unit.”.
Amendment of regulation 31
5.  In the principal Regulations, in regulation 31, replace “ATS” wherever it appears with “filed flight plan or current”.
Amendment of regulation 41
6.  In the principal Regulations, in regulation 41 —
(a)in the regulation heading, after “alternate”, insert “aerodrome”; and
(b)in paragraph (1), replace “and ATS flight plans,” with “flight plan, filed flight plan and preliminary flight plan (if applicable),”.
Amendment of regulation 42
7.  In the principal Regulations, in regulation 42 —
(a)in the regulation heading, after “alternate”, insert “aerodrome”; and
(b)in paragraphs (1) and (3), replace “and ATS flight plans,” with “flight plan, filed flight plan and preliminary flight plan (if applicable),”.
Amendment of regulation 184
8.  In the principal Regulations, in regulation 184(1)(r), replace “ATS Flight Plan” with “filed flight plan”.
Amendment of First Schedule
9.  In the principal Regulations, in the First Schedule —
(a)after the definition of “Aerodrome elevation”, insert —
“ “Air traffic control clearance” means authorisation for an aircraft to proceed under conditions specified by an air traffic control unit.”;
(b)after the definition of “Cruise relief pilot”, insert —
“ “Current flight plan” means the flight plan that reflects changes (if any) to the filed flight plan brought about by subsequent air traffic control clearances.”; and
(c)after the definition of “Pre‑flight inspection”, insert —
“ “Preliminary flight plan” means the information related to a flight submitted by an AOC holder, or a designated representative of the AOC holder, to conduct collaborative planning of a flight prior to filing a flight plan.”.
