(Amendment) Regulations 2024

In exercise of the powers conferred by section 9 of the Air Navigation Act 1966, the Civil Aviation Authority of Singapore, with the approval of the Minister for Transport, makes the following Regulations:

Citation and commencement

1. These Regulations are the Air Navigation (125 — Complex General Aviation) (Amendment) Regulations 2024 and come into operation on 28 November 2024.

Amendment of regulation 19

2. In the Air Navigation (125 — Complex General Aviation) Regulations 2018 (G.N. No. S 501/2018) (called in these Regulations the principal Regulations), in regulation 19(c), replace “ATS” with “filed”.

Amendment of regulation 26

3. In the principal Regulations, in regulation 26(2)(a), replace sub‑paragraphs (ii) and (iii) with —

“(ii)	preparing the operational flight plan;
(iii)	preparing the flight plan to be filed;
(iv)	when applicable, preparing a preliminary flight plan; and
(v)	submitting the preliminary flight plan (if any) to, and filing the flight plan mentioned in sub‑paragraph (iii) with, every appropriate air traffic services unit;”.

Replacement of regulation 32

4. In the principal Regulations, replace regulation 32 with —

“Flight plan to be filed

32. Before the commencement of any complex general aviation operation, the CGAC holder must ensure that the flight plan to be filed for that flight is prepared and filed with every appropriate air traffic services unit.”.

Amendment of regulation 36

5. In the principal Regulations, in regulation 36, replace “an alternate” with “an alternate aerodrome”.

Amendment of regulation 37

6. In the principal Regulations, in regulation 37 —

(a)	in the regulation heading, after “alternate”, insert “aerodrome”; and
(b)	in paragraph (1), replace “and ATS flight plans,” with “flight plan, filed flight plan and preliminary flight plan (if applicable),”.

Amendment of First Schedule

7. In the principal Regulations, in the First Schedule, after the definition of “Operations Manual”, insert —

“ “Preliminary flight plan” means the information related to a flight submitted by a CGAC holder, or a designated representative of the CGAC holder, to conduct collaborative planning of a flight prior to filing a flight plan.”.
