(Continuing Professional Development)
(Amendment) Rules 2024
In exercise of the powers conferred by section 10(1) and (2) of the Legal Profession Act 1966, the Board of Directors of the Singapore Institute of Legal Education, after consulting the Minister for Law and the Council of the Law Society of Singapore, makes the following Rules:
Citation and commencement
1.  These Rules are the Legal Profession (Continuing Professional Development) (Amendment) Rules 2024 and come into operation on 1 January 2025.
Amendment of rule 3
2.  In the Legal Profession (Continuing Professional Development) Rules 2012 (G.N. No. S 115/2012) (called in these Rules the principal Rules), in rule 3(1)(g) —
(a)delete “in the case of a solicitor of not less than 5 years’ standing on 1 January in any calendar year,”; and
(b)delete “, during that calendar year,”.
Amendment of rule 6
3.  In the principal Rules, in rule 6(1)(c) —
(a)after “should be designated as a mandatory CPD activity”, insert “, or any category of CPD activities should be designated as a mandatory category of CPD activities,”; and
(b)after “designating those mandatory CPD activities”, insert “or mandatory categories of CPD activities”.
Amendment of rule 9
4.  In the principal Rules, in rule 9 —
(a)in paragraphs (1) and (2), after “first column”, insert “of the applicable Part”;
(b)in paragraph (1), after “second column”, insert “of the applicable Part”;
(c)in paragraphs (1)(a) and (2)(a), replace “as the Institute may designate as mandatory CPD activities” with “as are designated by the Institute as mandatory CPD activities, or that fall under categories of activities as are designated by the Institute as mandatory categories of CPD activities,”;
(d)in paragraph (1)(b)(i), replace “Schedule; and” with “applicable Part of the First Schedule;”;
(e)in paragraph (1)(b)(ii), replace “Schedule.” with “applicable Part of the First Schedule;”;
(f)in paragraph (1)(b), after sub‑paragraph (ii), insert —
“(iii)where the calendar year is 2025 or a subsequent calendar year, from CPD activities that fall under mandatory categories of CPD activities undertaken by him in that calendar year, at least the number of CPD points specified in the fifth column of the applicable Part of the First Schedule; and
(iv)where the calendar year is 2025 or a subsequent calendar year, from accredited CPD activities that fall under mandatory categories of CPD activities undertaken by him in that calendar year, at least the number of CPD points specified in the sixth column of the applicable Part of the First Schedule.”;
(g)in paragraph (2)(b)(i), replace “of the Second Schedule; and” with “of the applicable Part of the Second Schedule;”;
(h)in paragraph (2)(b)(ii), replace “of the Second Schedule.” with “of the applicable Part of the Second Schedule;”; and
(i)in paragraph (2)(b), after sub‑paragraph (ii), insert —
“(iii)where the calendar year is 2025 or a subsequent calendar year, from CPD activities that fall under mandatory categories of CPD activities undertaken by the foreign practitioner in that calendar year, at least the number of CPD points specified in the fourth column of the applicable Part of the Second Schedule; and
(iv)where the calendar year is 2025 or a subsequent calendar year, from accredited CPD activities that fall under mandatory categories of CPD activities undertaken by the foreign practitioner in that calendar year, at least the number of CPD points specified in the fifth column of the applicable Part of the Second Schedule.”.
Amendment of rule 10
5.  In the principal Rules, in rule 10(3)(b), replace “rule 9(1)(b)(i) or (ii) or (2)(b)(i) or (ii)” with “rule 9(1)(b)(i), (ii), (iii) or (iv) or (2)(b)(i), (ii), (iii) or (iv)”.
Amendment of rule 14
6.  In the principal Rules, in rule 14(3)(d), after “as a mandatory CPD activity”, insert “, or any category of CPD activities as a mandatory category of CPD activities,”.
Replacement of First Schedule
7.  In the principal Rules, replace the First Schedule with —
