Silver Support Scheme
(Amendment No. 2) Regulations 2024
In exercise of the powers conferred by section 20(1) of the Silver Support Scheme Act 2015, the Minister for Manpower makes the following Regulations:
Citation and commencement
1.—(1)  These Regulations are the Silver Support Scheme (Amendment No. 2) Regulations 2024 and, except for regulation 7, come into operation on 9 December 2024.
(2)  Regulation 7 is deemed to have come into operation on 31 December 2021.
Amendment of regulation 2
2.  In the Silver Support Scheme Regulations 2016 (G.N. No. S 350/2016) (called in these Regulations the principal Regulations), in regulation 2(3), replace “http://www.silversupport.gov.sg” with “https://www.cpf.gov.sg/sss”.
Amendment of regulation 3
3.  In the principal Regulations, in regulation 3 —
(a)in paragraph (3), replace “year 2021 or later” with “years 2021 to 2024 (both years inclusive)”; and
(b)after paragraph (3), insert —
(4)  Without limiting paragraph (1)(d), the eligibility criterion in that provision is to be treated as satisfied for any benefit period in the year 2025 or later if —
(a)all of the following requirements are met:
(i)the individual is a member of, and lives in, a household of which the per capita gross monthly household income does not exceed $2,300;
(ii)the individual’s total CPF contribution immediately before the 55th anniversary of the individual’s date of birth does not exceed $140,000;
(iii)where the individual is self‑employed for at least one year during the individual’s trade income assessment period — the individual’s average annual trade income does not exceed $27,600; or
(b)the individual is on ComCare Long Term Assistance.”.
Amendment of regulation 5A
4.  In the principal Regulations, in regulation 5A —
(a)in paragraph (1), replace “2022 or later” with “2022, 2023 or 2024”;
(b)after paragraph (1), insert —
(1A)  An eligible individual is eligible to receive benefits for a benefit period in any year (being 2025 or later) if the individual —
(a)satisfies the eligibility criteria in section 6(1)(a) and (b) of the Act and regulation 3(1)(a), (b) and (c) on —
(i)30 April in the immediately preceding year; or
(ii)any later date (not later than the last day of the benefit period) that the Commissioner may determine in any particular case; and
(b)satisfies the eligibility criterion in regulation 3(1)(d) —
(i)where that eligibility criterion is treated as satisfied by virtue of regulation 3(2)(a) — by meeting the requirements in regulation 3(2)(a)(i), (ii) and (iii) on —
(A)30 April in the immediately preceding year; or
(B)any later date (not later than the last day of the benefit period) that the Commissioner may determine in any particular case;
(ii)where that eligibility criterion is treated as satisfied by virtue of regulation 3(2)(b), (3)(b) or (4)(b), as the case may be — by being on ComCare Long Term Assistance on —
(A)30 April in the immediately preceding year; or
(B)any later date (not later than the last day of the benefit period) that the Commissioner may determine in any particular case;
(iii)where that eligibility criterion is treated as satisfied by virtue of regulation 3(3)(a) or (4)(a) —
(A)by meeting the requirement in regulation 3(3)(a)(i) or (4)(a)(i) (as the case may be) on —
(AA)31 August in the immediately preceding year; or
(AB)any later date (not later than the last day of the benefit period) that the Commissioner may determine in any particular case; and
(B)by meeting the requirements in regulation 3(3)(a)(ii) and (iii) or (4)(a)(ii) and (iii) (as the case may be) on —
(BA)30 April in the immediately preceding year; or
(BB)any later date (not later than the last day of the benefit period) that the Commissioner may determine in any particular case; or
(iv)where regulation 3(2), (3) or (4) (as the case may be) does not apply, on —
(A)30 April in the immediately preceding year; or
(B)any later date (not later than the last day of the benefit period) that the Commissioner may determine in any particular case.”;
(c)in paragraph (2), replace “paragraph (1)(a)(ii)” with “paragraphs (1)(a)(ii) and (1A)(a)(ii)”; and
(d)after paragraph (3), insert —
(4)  For the purposes of paragraph (1A)(b)(i)(B) or (iii)(B)(BB), the Commissioner may determine different dates for different requirements —
(a)in the case of paragraph (1A)(b)(i)(B) — in regulation 3(2)(a)(i), (ii) and (iii); or
(b)in the case of paragraph (1A)(b)(iii)(B)(BB) — in regulation 3(3)(a)(ii) and (iii) or (4)(a)(ii) and (iii), as the case may be.”.
Amendment of regulation 6
5.  In the principal Regulations, in regulation 6 —
(a)in paragraphs (3) and (4)(a), replace “Part 1 or 2” wherever it appears with “Part 1, 2 or 3”;
(b)in paragraph (4)(c), delete “and” at the end;
(c)in paragraph (4)(d), replace “year 2021 or later — $360.” with “years 2021 to 2024 (both years inclusive) — $360; and”; and
(d)in paragraph (4), after sub‑paragraph (d), insert —
(e)for a benefit period in the year 2025 or later — $430.”.
Amendment of Schedule
6.  In the principal Regulations, in the Schedule —
(a)in Part 2, in the Part heading, replace “YEAR 2021 OR LATER” with “YEARS 2021 TO 2024 (BOTH YEARS INCLUSIVE)”; and
(b)after Part 2 (including its Note), insert —

Note: In this Part —
“Class C”, in relation to an individual, means an individual who is a member of, and lives in, a household of which the per capita gross monthly household income is $1,500 or less;
“Class D”, in relation to an individual, means an individual —
(a)who is a member of, and lives in, a household of which the per capita gross monthly household income is more than $1,500 but does not exceed $2,300; or
(b)whom the Commissioner is otherwise satisfied requires financial support for the individual’s retirement under regulation 3(1)(d).”.

7.  In the principal Regulations —
(a)in regulation 2(1), in the definition of “Fund”, replace “(Cap. 36)” with “1953”;
(b)in regulation 2(1), in the definition of “gross annual income”, replace “(Cap. 134)” with “1947”;
(c)in regulation 2(1), in the definition of “HDB flat”, replace “Part IV or IVB of the Housing and Development Act (Cap. 129)” with “Part 4 or 4B of the Housing and Development Act 1959”;
