(Arms Exhibition — Exemption)
Order 2020

In exercise of the powers conferred by section 44B of the Arms and Explosives Act, the Minister for Home Affairs makes the following Order:

Citation and commencement

1. This Order is the Arms and Explosives (Arms Exhibition — Exemption) Order 2020 and comes into operation on 21 September 2020.

Definition

2. In this Order, “arms fair” means an event in Singapore —

(a)	involving the temporary display of arms and related items for the purposes of supply or exhibition; and
(b)	at which there are implemented and maintained, to the satisfaction of the Licensing Officer, security and surveillance arrangements to prevent unauthorised access to the event and any display of arms and related items at the event.

Licence to possess not needed for deactivated firearms at arms fair

3.—(1) A person is exempt from the requirement in section 13 of the Act to be authorised by a licence to possess arms with respect to the person having in possession or having under the person’s control a relevant deactivated gun or relevant deactivated firearm —

(a)	for the purposes of its exhibition or display at an arms fair by that person to customers or prospective customers; or
(b)	in the course of examining it at the premises of an arms fair at which it is lawfully being exhibited or displayed.

(2) In sub‑paragraph (1), “relevant deactivated gun” or “relevant deactivated firearm”, in relation to an arms fair, means a gun or firearm that —

(a)	has been rendered inoperable or the breech, chamber and barrel of which has been sealed;
(b)	is attached by steel cables to a fixed point on the ground or other permanent installation at the premises where the arms fair is held in order to prevent its unauthorised removal from the arms fair; and
(c)	is on display at the arms fair in an otherwise safe and secure manner.
