Active Mobility Act 2017
(ACT 3 OF 2017)
Active Mobility (Footpaths) Order 2018
In exercise of the powers conferred by section 6 of the Active Mobility Act 2017, the Land Transport Authority of Singapore makes the following Order:
Citation and commencement
1.  This Order is the Active Mobility (Footpaths) Order 2018 and comes into operation on 1 May 2018.
Definitions
2.  In this Order, unless the context otherwise requires —
“common property” has the meaning given by the Town Councils Act (Cap. 329A);
“excluded public land” means any of the following public land:
(a)State land that is reserved or dedicated to the use of the general public as a nature reserve, national park or public park specified in item 1 of Part I, or Part II, of the Schedule to the Parks and Trees Act (Cap. 216);
(b)State land within the following parcels, all of which form what is commonly known as the Singapore Botanic Gardens:
(i)Lot numbers 1409M and 1409M PT in Town Subdivision 25;
(ii)Lot numbers 99956X PT, 99964V, 99957L, 99450K PT, 99990X, 99955N, 99954K, 99953A, 99956X PT, 99448N, 99450K PT and 99449X in Mukim 02;
(iii)Lot numbers 03564T PT, 3564 PT, 3561, 3225X, 3408V PT, 3407W and 3223K PT in Mukim 02;
(c)the area known as the Gardens by the Bay at Marina Bay, which is managed by a management body (designated under section 6A of the Parks and Trees Act (Cap. 216)) on behalf of the Government as a public park;
(d)the area known as Jurong Lake Gardens, which is managed by the National Parks Board as a public park;
(e)public land on Jurong Island, Pulau Ubin, St. John’s Island, Coney Island or any other offshore island except Sentosa; and
(f)public land within Mukim No. 16, Lot 02549 T, commonly known as the Hindhede Nature Park;
“HDB” means the Housing and Development Board established by the Housing and Development Act (Cap. 129);
“HDB land” means land that is vested in or belonging to the Housing and Development Board and is under the control and management of —
(a)the Housing and Development Board; or
(b)a Town Council;
“MRT” means a rapid transit system constructed under the Rapid Transit Systems Act (Cap. 263A) described as a Mass Rapid Transit system;
“MRT station” means a railway station that is part of a rapid transit system constructed under the Rapid Transit Systems Act;
“National Parks Board” means the National Parks Board established by the repealed National Parks Act (Cap. 198A, 1991 Ed.) in force before 1 July 1996 and continued by section 3 of the National Parks Board Act (Cap. 198A);
“unenclosed”, for any place, means without having a fence, wall or other vertical barrier so as to completely or substantially (permanently or temporarily) enclose the place.
Footpaths
3.  A path that —
(a)is specified or described in the Schedule; and
(b)is not a path particularly excluded by paragraph 4,
is each declared to be a footpath for the purposes of the Act.
Excluded paths
4.  The following paths are excluded paths for the purposes of paragraph 3:
(a)the steel and wooden bridge, commonly known as the Henderson Waves Bridge, that is about 36 metres above ground and about 274 metres in length, and that spans across Henderson Road to connect Mount Faber Park and Telok Blangah Hill Park;
(b)the elevated walkway, commonly known as the Forest Walk, that is above ground at heights ranging from 3 metres to 18 metres and is about 1.3 kilometres in length, and that connects Telok Blangah Hill Park to the Hort Park;
(c)the elevated boardwalk, commonly known as the Canopy Walk, that is above ground at heights ranging from one metre to 15 metres and is about 280 metres in length, and that connects Hort Park to the Kent Ridge Park;
(d)the Mangrove Boardwalk (about 1.2 kilometres in length) within the mangrove forest in Pasir Ris Park, forming a loop around Bakau, Tumu and Teruntum huts, and with paths in the direction of the Maze Garden, Kitchen Garden, Car Park C, Interpretative Centre, Bird Watching Hut and Nipah Hut;
(e)the Marsh Garden Boardwalk 1 (about 90 metres in length) at West Coast Park starting 80 metres northwest of the foot reflexology path and ending at the Marsh Garden;
(f)the Marsh Garden Boardwalk 2 (about 220 metres in length) at West Coast Park starting 110 metres northeast of the entrance of Marsh Garden Boardwalk 1 and ending at the lookout point facing Jurong Island;
(g)the Berlayer Creek and Bukit Chermin Boardwalk (about 1.4 kilometres in length) starting from Labrador Park MRT station, and running along Berlayer Creek towards the promenade at Reflections at Keppel Bay;
(h)the Creek Walk, Beach Walk, Sailing Point Walk, Cliff Walk and Kelong Walk (about 2.1 kilometres in length) at Changi Beach Park, starting close to Civil Service Club (Changi) and ending close to Changi Beach Club;
(i)the raised boardwalk and trail known as Venus Loop (about 1.4 kilometres in length) in Windsor Nature Park, starting and ending at the Windsor Nature Park carpark;
(j)the raised boardwalk known as Hanguana Trail (about 170 metres in length) in Windsor Nature Park, forming a loop and starting and ending along Venus Loop, about 200 metres from the Windsor Nature Park carpark;
(k)the elevated boardwalk known as Drongo Trail (about 530 metres in length) in Windsor Nature Park starting along Venus Loop, about 750 metres from the Windsor Nature Park carpark;
(l)the raised boardwalk known as Squirrel Trail (about 350 metres in length) starting along Venus Loop, about 400 metres from the Windsor Nature Park carpark;
(m)the Kelong Bridge (about 90 metres in length) at Punggol Waterway Park with a railing height of one metre and a gradient of 1:50;
(n)the Adventure Bridge (about 90 metres in length) at Punggol Waterway Park with a railing height of 1.2 metres and a ramp gradient of 1:25;
(o)the Boardwalk at Sports Promenade (about 340 metres in length) in Punggol Waterway Park, starting and ending near Kelong Bridge.
