(Coast Cycles Pte. Ltd. —
Exemption) Order 2022
In exercise of the powers conferred by section 66 of the Active Mobility Act 2017, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Active Mobility (Coast Cycles Pte. Ltd. — Exemption) Order 2022.
(2)  This Order is in force for the period between 1 August 2022 and 31 August 2024 (both dates inclusive).

Definitions
2.  In this Order —
“Coast Cycles” means the company incorporated under the Companies Act 1967 as Coast Cycles Pte. Ltd. (UEN 201207655K);
“specified shared path” means any part of the shared paths specified in items 5, 6, 7 and 9 of Part 2 of the First Schedule to the Active Mobility (Shared Paths) Order 2018 (G.N. No. S 260/2018) as delineated by the black‑coloured lines in the map set out in the Schedule;
“trial” means the trial conducted by Coast Cycles on any specified shared path during the following times daily between 1 August 2022 and 31 August 2024 (both dates inclusive):
(a)from 9.30 a.m. to 11.30 a.m.;
(b)from 2.30 p.m. to 5 p.m.;
(c)from 8 p.m. to 10 p.m.;

“trial power‑assisted bicycle” means a power‑assisted bicycle that —
(a)has an unladen weight not exceeding 20 kilograms;
(b)has a width not exceeding 700 millimetres;
(c)has an electric motor with an aggregate maximum power output rating not exceeding 250 watts;
(d)has a maximum speed not exceeding 25 km/h when solely propelled by its electric motor; and
(e)is developed by Coast Cycles and used for the purpose of the trial;
“unladen weight” and “width” have the meanings given by regulation 3B(4) of the Active Mobility Regulations 2018 (G.N. No. S 251/2018).
Exemption for riding trial power-assisted bicycle
3.  Sections 19(1)(b) and 20A(2) of the Act do not apply to an individual who rides a trial power‑assisted bicycle (called in this paragraph a rider) on a specified shared path during and in connection with the trial under the following conditions:
(a)the rider is authorised by Coast Cycles to ride the trial power‑assisted bicycle;
(b)the rider, when using the trial power‑assisted bicycle —
(i)complies with regulations 8(2), 10(1)(a), 11, 12 and 13A(1) of the Active Mobility Regulations 2018;
(ii)wears a bright‑coloured vest bearing the words “Coast Cycles Pte. Ltd.”;
(iii)wears securely a suitable protective bicycle helmet on his or her head; and
(iv)gives way to other users of the specified shared path;
(c)only one trial power‑assisted bicycle belonging to Coast Cycles is used on the specified shared path at any time;
(d)the charging of the batteries of the trial power‑assisted bicycle does not take place, at any time, on any public path;
(e)there is in force, at any time the trial power‑assisted bicycle is used in connection with the trial, a policy of insurance in relation to the trial power‑assisted bicycle insuring against any liability in respect of —
(i)the death of or bodily injury sustained by any person (other than the rider); and
(ii)any property damage suffered by any person (other than the rider),
caused by or arising out of the use of the trial power‑assisted bicycle;
(f)the risk under the policy of insurance mentioned in sub‑paragraph (e) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
