Air Navigation
(Composition of Offences) Rules 2017
In exercise of the powers conferred by section 28A(2) of the Air Navigation Act, the Minister for Transport makes the following Rules:
Citation and commencement
1.  These Rules are the Air Navigation (Composition of Offences) Rules 2017 and come into operation on 24 November 2017.
Composition by authorised public officer
2.  The following offences may be compounded by any public officer authorised in that behalf by the Minister in accordance with section 28A(4)(a) of the Act:
(a)an offence under paragraph 6(5), 7(6), 8(4), 13, 17(5)(a), 18(5)(b) or 20(2) of the Air Navigation (Aviation Security) Order (O 5);
(b)an offence under paragraph 10(3), 13(2), 14(2), 16(3) or 18 of the Air Navigation (Regulated Air Cargo Agents) Order (O 8) as in force immediately before 15 May 2017;
(c)an offence under regulation 11(2), 16(2) or 19(4) of the Air Navigation (Regulated Air Cargo Agents) Regulations 2017 (G.N. No. S 166/2017);
(d)an offence under section 7C(1) of the Act;
(e)an offence under section 17E(1) or (2), read with section 17E(4), of the Act.
Composition by Director‑General of Civil Aviation, etc.
3.  The following offences may be compounded by the Director‑General of Civil Aviation or any officer of the Authority authorised in that behalf by the Director‑General of Civil Aviation in accordance with section 28A(4)(b) of the Act:
(a)any offence under —
(i)paragraph 50C(1) or (2), 50D(1) or (2) or 50DB(1) or (3), read with paragraph 80(6), of the Air Navigation Order (O 2);
(ii)paragraph 50E(1), read with paragraph 1 of Part II of the Nineteenth Schedule and paragraph 80(6), of the Air Navigation Order;
(iii)paragraph 50E(1), read with paragraph 2 of Part II of the Nineteenth Schedule and paragraph 80(6), of the Air Navigation Order;
(iv)paragraph 50E(1), read with paragraph 3 of Part II of the Nineteenth Schedule and paragraph 80(6), of the Air Navigation Order;
(v)paragraph 50E(1), read with paragraph 4(1) of Part II of the Nineteenth Schedule and paragraph 80(4), of the Air Navigation Order;
(vi)paragraph 50E(1), read with paragraph 4(2) of Part II of the Nineteenth Schedule and paragraph 80(6), of the Air Navigation Order;
(vii)paragraph 50E(1), read with paragraph 7(1) or (2) of Part II of the Nineteenth Schedule and paragraph 80(5), of the Air Navigation Order;
(viii)paragraph 50E(2), read with paragraph 1 of Part III of the Nineteenth Schedule and paragraph 80(6), of the Air Navigation Order;
(ix)paragraph 50E(1), read with paragraph 2(1) or (1A) of Part IV of the Nineteenth Schedule and paragraph 80(5), of the Air Navigation Order;
(x)paragraph 50E(1), read with paragraph 2(2) of Part IV of the Nineteenth Schedule and paragraph 80(4), of the Air Navigation Order;
(xi)paragraph 50E(2), read with paragraph 2(1) or (1A) of Part IV of the Nineteenth Schedule and paragraph 80(5), of the Air Navigation Order;
(xii)paragraph 50E, read with paragraph 1(1) or (2) or 2(1) or (2) of Part V of the Nineteenth Schedule and paragraph 80(4), of the Air Navigation Order;
(xiii)paragraph 50G(1) or (2), 50H(3) or 64H, read with paragraph 80(4), of the Air Navigation Order;

(xiv)paragraph 72E(1), 72F(1), (2) or (3) or 72J, read with paragraph 80(5), of the Air Navigation Order;
(xv)regulation 4(2), 5(2), 6(2), 14(2), 18(2), 19(5), 24(3), 29(3), 32(3) or 48(1) or (5) of the Air Navigation (101 — Unmanned Aircraft Operations) Regulations 2019 (G.N. No. S 833/2019); or

(b)an offence under regulation 14(2) of the Air Navigation (Licensing of Air Services) Regulations (Rg 2).
Revocation
4.  The Air Navigation (Composition of Offences) Rules (R 1) are revoked.
