PART I
PRELIMINARY
Citation
1. These Regulations may be cited as the Civil Aviation Authority of Singapore (Aerodrome) Regulations.
Definitions
2. In these Regulations, unless the context otherwise requires —
“aerodrome” means the Changi Aerodrome, the Seletar Aerodrome, the Paya Lebar Aerodrome and any other aerodrome maintained or managed by the Authority and includes any road or open space which is within the limits of the aerodrome but does not include any road or open area to which the public has access;
“Air Cargo Complex” means the cargo processing and maintenance area situated within the Changi Aerodrome;
“authorised officer” means any officer of the Civil Aviation Authority of Singapore or any police officer or any person duly authorised by the chief executive officer to act on his behalf;
“chief executive officer” means the chief executive officer of the Civil Aviation Authority of Singapore and includes any authorised officer;
“driver” —
(a)
in relation to a trailer, includes the driver of a vehicle by which the trailer is drawn, and “drive” shall be construed accordingly;
(b)
where a separate person acts as the steersman of a vehicle, includes that person as well as any other person engaged in the driving of the vehicle, and “drive” shall be construed accordingly;
(c)
includes the rider of a bicycle and any person propelling a tricycle or pushing or pulling a cart, and “drive” shall be construed accordingly; and
(d)
in relation to a passenger loading bridge, includes the operator manning the console by which the bridge is activated, and “drive” shall be construed accordingly;
“manoeuvring area” means the part of an aerodrome provided for the landing and take-off of aircraft including the surrounding safety zones and the taxiways by excluding any part of the aerodrome set aside for the embarkation and disembarkation of passengers, the loading and unloading of cargo, the maintenance or parking of aircraft;
“movement area” means that part of an aerodrome provided for the landing and take-off of aircraft on the surface, the embarkation and disembarkation of passengers, the loading and unloading of cargo, the maintenance or parking of aircraft;
“park” means to bring a vehicle to a stationary position and cause it to wait for any purpose other than that of immediately taking up or setting down passengers, goods or luggage;
“traffic signs” includes all signals, warning signs, posts, direction posts, signs, lines, lamps or other devices for the guidance or direction of persons using the aerodrome;
“vehicle” means any vehicle whether mechanically propelled or otherwise and includes a bicycle, trailer, passenger loading bridge and any mobile equipment.
