(Electricity Transmission Licence)
(Exemption) Order 2014
In exercise of the powers conferred by section 8 of the Electricity Act, the Energy Market Authority of Singapore, with the approval of Mr S Iswaran, Second Minister for Trade and Industry, charged with the responsibility for the portfolio of the Minister for Trade and Industry relating to regulation of energy utilities, hereby makes the following Order:
Citation and commencement
1.—(1)  This Order may be cited as the Electricity (Electricity Transmission Licence) (Exemption) Order 2014.
(2)  This Order shall come into operation on 19 September 2014 and shall remain in operation until 31 December 2015 (both dates inclusive).
Exemption from section 6(1)(b) of Act
2.  Section 6(1)(b) of the Act shall not apply to AbbVie Operations Singapore Pte Ltd (called AOSPL) in respect of the transmission of electricity from its premises at 23 Tuas South Avenue 6 to the premises of MSD International GmbH (Singapore Branch) at 21 Tuas South Avenue 6, subject to all of the following conditions:
(a)AOSPL must not register itself as a market participant of the transmission licensee class under the market rules in relation to its transmission of electricity;
(b)AOSPL may only allow to be connected to its electrical installation, a standby generating unit which is used solely to provide backup power in the event of any interruption of the electricity supply to AOSPL from the transmission system owned and managed by SP PowerAssets Ltd;
(c)AOSPL must, in relation to its transmission of electricity, comply with —
(i)every code of practice issued or approved by the Authority under section 16 of the Act (including as if AOSPL is a transmission licensee); and
(ii)every direction given by the Authority in connection with the compliance required under sub‑paragraph (i).
