5.—(1) Subject to paragraphs (2) to (6), the Good Progress Award shall be awarded each year to every pupil of a school or a junior college or a full-time pupil of a training institute who —(a) | is a citizen of Singapore; [S 682/2001 wef 01/11/2001] | (aa) | has attained a good or better grade for conduct in that year; and | (b) | in the case of a pupil undergoing primary or secondary education —(i) | has obtained the qualifying gain in rank; | (ii) | has obtained an average of not less than 50% of the total marks awarded for the relevant examinations conducted in that year or such other aggregate score as may be specified by the Ministry; | (iii) | is not in that year the recipient of the Edusave Merit Bursary established under the Education Endowment Scheme (Edusave Merit Bursaries) Regulations (Rg 5) or any scholarship or award established under the Education Endowment Scheme (Edusave Scholarships) Regulations (Rg 2); and | (iv) | is not in that year enrolled in the Gifted Education Programme, the Music Elective Programme or the Art Elective Programme in an independent school; |
| (c) | in the case of a pupil undergoing pre-university education —(i) | has obtained the qualifying gain in rank; | (ii) | has passed the relevant examinations conducted in that year for such pre-university courses as may be specified by the Ministry; and | (iii) | is not in that year the recipient of the Edusave Merit Bursary established under the Education Endowment Scheme (Edusave Merit Bursaries) Regulations or any scholarship awarded by the Ministry to pupils undergoing pre-university education; or |
| (d) | in the case of a full-time pupil of a training institute —(i) | has obtained the qualifying gain in rank; | (ii) | has passed the relevant examinations conducted in that year for all the core subjects of the course as specified by the training institute; and | (iii) | is not in that year the recipient of the Edusave Merit Bursary established under the Education Endowment Scheme (Edusave Merit Bursaries) Regulations (Rg 5) or any scholarship awarded by the training institute to pupils thereof. |

(2) Notwithstanding paragraph (1), pupils in primary one will not be eligible for the Good Progress Awards. |
(2A) Notwithstanding paragraph (1), a pupil —(a) | who is enrolled in an integrated programme in a secondary school or junior college; and | (b) | who is undergoing secondary education in that secondary school or junior college, |
will not be eligible for a Good Progress Award in the first year that he is enrolled in that integrated programme, unless the principal of that secondary school or junior college determines, in accordance with such guidelines as the Ministry may issue, that there is an appropriate basis for comparing the pupil’s ranking in the relevant examinations conducted by that secondary school or junior college in that year and the pupil’s ranking in the relevant examinations taken by the pupil in the previous year. |

(3) For the purposes of gauging the progress of a pupil in a particular year under paragraph (1)(b)(i), (c)(i) or (d)(i), the pupil’s ranking in the relevant examinations conducted in that year and his ranking in the relevant examinations conducted in the previous year shall be determined and compared in such manner as the Ministry may direct. |
(4) Notwithstanding paragraph (1)(b)(i), the principal of every primary school shall determine the percentage of pupils in each stream in each standard enrolled in the primary school who shall be awarded the awards specified in regulation 4(1)(a) or (b), as the case may be. |
(5) Notwithstanding paragraph (1)(b)(i), the principal of every secondary school shall determine, in respect of pupils in the secondary school who are not enrolled in any integrated programme, the percentage of such pupils in each stream in each standard enrolled in the secondary school who shall be awarded the awards specified in regulation 4(1)(c)(i). |
(5A) Notwithstanding paragraph (1)(b)(i), the principal of every secondary school or junior college providing secondary education as part of an integrated programme shall determine, in respect of pupils undergoing secondary education in the secondary school or junior college who are enrolled in the integrated programme, the percentage of such pupils in each standard in the integrated programme who shall be awarded the awards specified in regulation 4(1)(c)(i) or (ii), as the case may be. |
(5B) Notwithstanding paragraph (1)(c)(i), the principal of every junior college that does not provide an integrated programme shall determine the percentage of pupils enrolled in each course in each level in the junior college who shall be awarded the awards specified in regulation 4(1)(d). |
(5C) Notwithstanding paragraph (1)(c)(i), the principal of every junior college that provides an integrated programme, whether on its own or jointly with any secondary school, shall determine —(a) | in respect of pupils undergoing pre-university education who are in the first year of enrolment in the integrated programme, the percentage of such pupils enrolled in each course in each level in the junior college who shall be awarded the awards specified in regulation 4(1)(d); and | (b) | in respect of pupils undergoing pre-university education who are in the second or any subsequent year of enrolment in the integrated programme, the percentage of such pupils enrolled in each course in each level in the junior college who shall be awarded the awards specified in regulation 4(1)(d). |

(6) Notwithstanding paragraph (1)(d)(i), the training manager of every training institute shall determine the percentage of pupils enrolled in each course in each level in the training institute who shall be awarded the awards specified in regulation 4(1)(e). |
(7) For the purposes of this regulation —“gain in rank” means the difference between any pupil’s ranking in the relevant examinations conducted in that year and that pupil’s ranking in the relevant examinations conducted in the previous year; |
“qualifying gain in rank” means the lowest gain in rank which is obtained —(a) | in the case of a pupil undergoing primary education, by any pupil standing among the 10% of all pupils in the same stream and standard in his primary school who have obtained the highest gains in rank in that year; | (b) | in the case of a pupil undergoing secondary education who is not enrolled in any integrated programme, by any pupil standing among the 10% of all pupils in the same stream and standard in his secondary school —(i) | who are not enrolled in any integrated programme; and | (ii) | who have obtained the highest gains in rank in that year; |
| (c) | in the case of a pupil undergoing secondary education who is enrolled in an integrated programme in a secondary school or junior college, by any pupil standing among the 10% of all pupils in the same standard in that secondary school or junior college —(i) | who are enrolled in the integrated programme; and | (ii) | who have obtained the highest gains in rank in that year; |
| (d) | in the case of a pupil undergoing pre-university education in a junior college that does not provide an integrated programme, by any pupil standing among the 10% of all pupils reading the same course at the same level in the junior college who have obtained the highest gains in rank in that year; | (e) | in the case of a pupil undergoing pre-university education in a junior college that provides an integrated programme, whether on its own or jointly with any secondary school, who is in the first year of enrolment in the integrated programme, by any pupil standing among the 10% of all pupils reading the same course at the same level in the junior college —(i) | who are in the first year of enrolment in the integrated programme; and | (ii) | who have obtained the highest gains in rank in that year; |
| (f) | in the case of a pupil undergoing pre-university education in a junior college that provides an integrated programme, whether on its own or jointly with any secondary school, who is in the second or any subsequent year of enrolment in the integrated programme, by any pupil standing among the 10% of all pupils reading the same course at the same level in the junior college —(i) | who are in the second or any subsequent year of enrolment in the integrated programme; and | (ii) | who have obtained the highest gains in rank in that year; or |
| (g) | in the case of a full-time pupil of a training institute, by any pupil standing among the 10% of all pupils reading the same course at the same level in the training institute who have obtained the highest gains in rank in that year, |

“relevant examinations” means —(a) | in the case of examinations taken by the pupil while he is a pupil in a school, examinations conducted by his school for pupils in his standard and stream or such other examinations as may be specified by the Ministry; or | (b) | in the case of examinations taken by the pupil while he is a pupil in a junior college or a full-time pupil in a training institute, examinations conducted by his junior college or his training institute, as the case may be, for pupils reading the same course at the same level or such other examinations as may be specified by the Ministry. |
