Infectious Diseases Act
(Chapter 137)
Infectious Diseases (Measures to Prevent or Control the Spread of Infectious Diseases) Regulations 2004
In exercise of the powers conferred by section 73(2)(h) of the Infectious Diseases Act, Mr Khaw Boon Wan, Senior Minister of State, Ministry of Finance, charged with the responsibility of the Minister for Health, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Infectious Diseases (Measures to Prevent or Control the Spread of Infectious Diseases) Regulations 2004 and shall come into operation on 12th January 2004.
Definitions
2.  In these Regulations —
“conveyance” includes any aircraft, vessel, train, vehicle or any other artificial contrivance, whether mechanically propelled or otherwise, used or capable of being used as a means of transport by land, water or air;
“dormitory” means any premises the principal use of which is to provide accommodation and sleeping facilities for any length of time to any number of workers;
“employee” includes an independent contractor and any employee of the independent contractor;
“specified person”, in relation to a workplace, means —
(a)any person who has the control and management of the workplace; and
(b)any officer, member or employee of the person who has the control and management of the workplace.
Medical examination of persons arriving in or departing from Singapore
3.—(1)  For the purpose of identifying any person who is, or is suspected to be, a case or carrier or contact of an infectious disease specified in the First Schedule, unless the Director otherwise allows, any person arriving in or departing from Singapore (including any person arriving for the purpose of transit or transfer from one conveyance to another) shall undergo, at such place as the Director may direct, any or all of the following medical examinations:
(a)any examination of the ear, nose or mouth;
(b)any temperature assessment using an ear, oral or cutaneous thermometer, or thermal imaging;
(c)any medical inspection;
(d)any auscultation;
(e)any external palpation.

(2)  Any person who fails to comply with paragraph (1) shall be guilty of an offence.
(3)  The Director may appoint or authorise any person to assist him in the exercise of his functions and duties under paragraph (1), either generally or in a particular case.
Monitoring body temperature of persons at workplaces and dormitories, etc.
4.—(1)  For the purpose of identifying any person who is, or is suspected to be, a case or carrier or contact of an infectious disease specified in the first column of the Second Schedule, a Health Officer authorised by the Director in that behalf may order any person who has the control and management of a workplace to implement a system to —
(a)monitor, and maintain a record of, the body temperature of every specified person at the workplace, for every day or part thereof that the specified person is carrying out work at the workplace, in order to determine whether such person is febrile;
(b)maintain a record of every specified person referred to in sub-paragraph (a) who —
(i)was or will be in any country specified in the second column of the Second Schedule against that infectious disease; or
(ii)was in contact with any other person who is, or is suspected to be, a case or carrier or contact of that infectious disease; and
(c)maintain a record of the contact particulars of every person who attends at the workplace to deliver any supplies or necessaries to the workplace.
(2)  For the purpose of identifying any person who is, or is suspected to be, a case or carrier or contact of an infectious disease specified in the first column of the Second Schedule, a Health Officer authorised by the Director in that behalf may order any person who has the control and management of a dormitory to implement a system to —
(a)monitor, and maintain a record of, the body temperature of every person who is a resident at the dormitory, for every day or part thereof that the person is a resident at the dormitory, in order to determine whether such person is febrile;
(b)maintain a record of every person referred to in sub-paragraph (a) who —
(i)was or will be in any country specified in the second column of the Second Schedule against that infectious disease; or
(ii)was in contact with any other person who is, or is suspected to be, a case or carrier or contact of that infectious disease; and
(c)maintain a record of the contact particulars of every person who is a visitor to the dormitory.
(3)  An order under paragraph (1) or (2) may be issued (as the case may be) in respect of —
(a)a specific workplace or dormitory;
(b)all workplaces or dormitories within a defined geographical location; or
(c)all workplaces operated for the purposes of a certain industry or sector of the industry.
(4)  Nothing in this regulation shall prevent any premises from being considered both a workplace and a dormitory for the purposes of this regulation.
(5)  The person who has the control and management of a workplace or dormitory referred to in paragraph (1) or (2) shall monitor, and maintain records of, the body temperature of every person referred to in paragraph (1)(a) or (2)(a) (as the case may be) in such manner, in such form and for such period of time as the Health Officer may, in the order, specify.
(6)  Where a person referred to paragraph (1)(b) or (2)(b) is found to be febrile whilst at the workplace or dormitory within 10 days of —
(a)his return from any country specified in the second column of the Second Schedule against the infectious disease to which the order referred to in paragraph (1) or (2) relates; or
(b)his contact with any other person who is a case or carrier or contact of the infectious disease to which the order referred to in paragraph (1) or (2) relates,
the person who has the control and management of the workplace or dormitory (as the case may be) shall —
(i)notify the Director within 24 hours of that person being found febrile, and furnish to the Director such particulars of that person as the Director may require and which the person who has the control and management of the workplace or dormitory is able with reasonable diligence to obtain; and
(ii)make arrangements to enable that person to proceed to a hospital or other place designated by the Director for the treatment of that infectious disease.
(7)  Any person having the control and management of a workplace or dormitory who fails to comply with any provision of this regulation shall be guilty of an offence.

Health Officer may inspect records
5.—(1)  A Health Officer may require any person who is subject to an order issued under regulation 4(1) or (2) to produce for inspection, at such time as the Health Officer may specify, the temperature logs and records maintained under that regulation.
(2)  Any person who fails to produce to the Health Officer the documents referred to in paragraph (1) shall be guilty of an offence.
Penalty
6.  Any person who is guilty of an offence under these Regulations shall be liable on conviction to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 6 months or to both.
